In 1997, Canada became <strong>the</strong> first country <strong>in</strong> <strong>the</strong> world<br />

to adopt comprehensive legislation for <strong>in</strong>tegrated<br />

ocean management. By pass<strong>in</strong>g its Oceans Act, Canada<br />

made a commitment to conserve, protect, and develop<br />

<strong>the</strong> oceans <strong>in</strong> a susta<strong>in</strong>able manner. The Oceans Act and<br />

its support<strong>in</strong>g policy, Canada’s Oceans Strategy, affirmed<br />

Fisheries and Oceans Canada’s (DFO’s) mandate as <strong>the</strong><br />

lead federal authority for oceans and provided a national<br />

context for <strong>the</strong> <strong>in</strong>itiative. Carry<strong>in</strong>g out <strong>the</strong> Department’s responsibilities<br />

under <strong>the</strong> Oceans Act requires a great deal<br />

of knowledge on <strong>the</strong> current state of <strong>the</strong> environment<br />

and its users.<br />
