Oceans sTrategy objectives<br />

and agencies with ocean-related programs. The<br />
geographic focus for <strong>the</strong> RCCOM is Nova Scotia,<br />
New Brunswick and Pr<strong>in</strong>ce Edward Island. Membership<br />
is comprised of senior federal (Regional<br />
Director-General) and prov<strong>in</strong>cial (Deputy-M<strong>in</strong>ister)<br />
representatives of government departments and<br />
agencies. The RCCOM is co-chaired by alternately<br />
by <strong>the</strong> Regional Directors-General, DFO Maritimes<br />
Region and Gulf Region, and a Deputy-M<strong>in</strong>ister<br />
of <strong>the</strong> Prov<strong>in</strong>ce of Nova Scotia, New Brunswick or<br />
Pr<strong>in</strong>ce Edward Island, on a rotational basis. RCCOM<br />
meets on an annual basis, or as necessary. The<br />
RCCOM provides coord<strong>in</strong>ation at <strong>the</strong> <strong>in</strong>tergovernmental<br />
and <strong>in</strong>terdepartmental levels for: plann<strong>in</strong>g,<br />
management and regulatory matters related<br />
to <strong>in</strong>tegrated ocean and coastal management,<br />
<strong>in</strong>ternal oversight, monitor<strong>in</strong>g and performance<br />
assessment of regional <strong>in</strong>tegrated management<br />
processes; and formal and executive level government<br />
<strong>in</strong>volvement <strong>in</strong> <strong>the</strong> development and<br />
implementation of plans for regional <strong>in</strong>tegrated<br />
management processes.<br />
Mar<strong>in</strong>e Protected Area Plann<strong>in</strong>g<br />
Canada’s Federal Mar<strong>in</strong>e Protected Areas Strategy<br />
(2005) sets <strong>the</strong> direction for build<strong>in</strong>g a national<br />
network of mar<strong>in</strong>e protected areas (MPAs).<br />
Fur<strong>the</strong>r, <strong>the</strong> Oceans Act requires <strong>the</strong> establishment<br />
of MPAs by DFO to protect and conserve<br />
important fish and mar<strong>in</strong>e mammal species and<br />
<strong>the</strong>ir habitats, endangered mar<strong>in</strong>e species, unique<br />
features and areas of high biological productivity<br />
or biodiversity. Canada has committed to establish<strong>in</strong>g<br />
a network of protected areas to help meet<br />
a range of conservation goals. There is currently<br />
one area designated as MPAs under <strong>the</strong> Oceans<br />
Act, on <strong>the</strong> Scotian <strong>Shelf</strong>, The Gully MPA Two<br />
o<strong>the</strong>r federal agencies, Environment Canada<br />
(Canadian Wildlife Service) and Parks Canada<br />
Agency, are work<strong>in</strong>g <strong>in</strong> collaboration with DFO to<br />
establish and manage federal mar<strong>in</strong>e protected<br />
areas. In May 2010, Parks Canada selected Sable<br />
Island for future designation as a National Park.<br />
More recently, a draft National Framework for<br />
Canada’s Network of Mar<strong>in</strong>e Protected Areas<br />
was created to provide guidance for <strong>the</strong> plann<strong>in</strong>g<br />
and implementation of MPA networks with<strong>in</strong> 13<br />
bioregions across Canada (DFO 2010g). The<br />
Scotian <strong>Shelf</strong> (<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> Bay of Fundy) is one<br />
of <strong>the</strong>se bioregions and DFO and its federal and<br />
prov<strong>in</strong>cial partners will be lead<strong>in</strong>g an MPA network<br />
plann<strong>in</strong>g process for <strong>the</strong> bioregion <strong>in</strong> <strong>the</strong><br />
com<strong>in</strong>g years.<br />
