THESENTINEL-LBDGEB B3 B2 Thursday Apri 22,1993 EDITORIAL course Freeholder Gary Jessel of Ocean Qty: brought some good news to the focal Chamber of Commerce last week; The faQ conference of the Jersey Shore Partnership will convene on the Music Pier OCL8-10. ' It- was also heartening to hear Mayor Henry "Bud" Knight affirm this city's commitment to regional tourism, saying, rightfully so: "You have to go out from the borders of your town in order to survive" . . The Jersey Shore Partnership was foundec' among other reasons, to work.for permanent state funding for beach protection. Such a funding source has finally come about, through, realty transfer fees. But it is unlikely it will be able to provide anywhere near the amount of money required for the very expensive costs of replacing eroded beaches and maintaining them. Still, it is a step in the right direction and focuses attention on a problem of long standing. The mayor and freeholder also told their chamber audience that the dry's hosting the conference will enable Ocean Qty to show off its recently acquired beach. - If is our suggestion that in addition to showing off the «wn|Kipii1iftn-^n1lar beach replenishment project — the city, county, state and the partnership leaders use the conference to focus on the spetifics of beach eroskm-repleiushinent There needs to be a unified effort to decide: 1. the optimum and most feasible way to maintain beaches and dunes; and, 2. exactly how this is to be accomplished on a continuing basis. : Our thought is that sand pumping is the best way to get and to ^maintain beach and that there should be a regional dredging system established to maintain the Jersey shore. Groins, jetties, bulkheads, plastic seaweed, etc have all been touted as the answers to beach erosion. They have all failed, and still so-called research continues! in then-use. Surely there is an optimum way, a most feasible way. .. Let the jersey Shore Partnership spearhead the proper course once and for alL Let it be launched here in October. In light of the board's actions, I can only assume... this does' not apply to 'everyone, and also that die board places more importance on a student playing a sport, than being assured hehas enough credits to graduate. Something is terribly wrong somewhere, and I cannot help but wonder whether having a board member who's son plays this sport was somewhat of a conflict of interest in the board's decision to override the state's. I do not want to hurt any student, but I have had two children go through Ocean Qty High School, and we were always told academics takes priority. We. were denied this meeting. So a group of us from, the 46th Street block went to the April 15 public Qty Council meeting. This meeting was an experience none of us will soon forget (as hard as we might try). We felt like we were held prisoner for about an hour and a half listening to ordinance after ordinance and resolution after resolution being voted on. Each ordinance was explained briefly and we were invited to respond. That was fine, but this is where we got confused. It seems that when we are able to give our response to. an item, the council is not allowed to respond back to us İ guess the idea is mat you walk up to the microphone, make your comment and then go. quietly to your seat and wait for a response at a future date. . Council President John Flood was getting very upset because all these responses were getting out of hand, I guess. Qtizens from our group were actually voicing their opinions! Now we all understand that no one wants these meetings to be totally unruly, but whatever happened to good old-fashion discussion and debate? There was a point when the Qty Council members could make their comments on issues, but then we were not allowed to respond back to them. Council President Flood kept insisting there, was not supposed to be "any dialog!" Heayeir;forbld' there wduld be some human interaction — Heaven forbid a question would be answered or clarified! We all understand that our Qty Coundl must deal with many mundane problems, but please lefs try to prioritize things and devote time to issues relative to their urgency. Near the end of the meeting, we did have an opportunity to come forward and express our concerns. One of our group — a woman who has. fought long and hard to have our flooding problem resolved — was expressing all her concerns and frustrations regarding this problem. • And our mayor's response to this concerned, upset drizeh was to say she shouldn't have bought her home on 46th Street in the first place, if there were all these problems. . x ' And by the way, we wonder who allowed the existing homes to be built on the 46th Street block of West Avenue — without the land being properly filled in, without the proper precautions being taken to prevent the drainage and flooding problem that has 'caused .damage to our properties. . ' • ; . - Could it have been the dty of Ocean Qty? . We don't know if all Ocean-Qty residents are aware. of What happens at these meetings. Who makes up these rules of "no dialog^?-'What is so wrong with dialog between citizens and their elected officials — Isn't that the idea in a democratic sodety? Pat & Bob Beak . . . The school loses money and the costs of running the school constitute 80 percent of our operating budget The deficit .operating costs must be raised by the board, not the director and i his or her administrative staff. Board members in the past have simply handed the bulk of their projects over to office personnel who Were expected to finish thejob. 1 I do not believe the Arts Center will remain as it is —a well-rounded school — unless the board comes to I terms wim Its competition. And the competition 'is coming from more man art schools. The competition is for leisure dollars. If the vocal plurality of the Arts Center board reftime down the road when things get tight again, nor should they be expected to, do so. f wish, more than you know, for the Ocean City Arts Center to survive and flourish. I had no plans of master-minding a board shake-up, as was the theme of popular gossip. I simply, hoped that the board would take to 'leart the-reality of its" situation and would have made a concerted effort to implement the Long Range Growth Plan it unanimously passed. The suggestions I have offered and defended — so vehemently resisted by the vocal plurality of the board since last June — were well founded within the Long Range Growth Plan outline and npt plucked out of thin air. " ' • • • _ It is plainthat my persistence toward actualization of this, document has not been well received. The Long Range Growth Plan is 4he officially approved framework for. the Arts Center's future. This framework stipulates that the entire board of directors physically take part in the excursion of the plan, not merely vocalize suggestions. The Number 1 goal listed in our plan is: "Strive for financial independence by achieving a better proportion of earned to unearned income." I leave the OCAC with my best wish for its success. However, with all of the media coverage, this has also been a trial by the public I don't agree with the jury. I think all of the officers should be found not-guilty. I give my opinion as a writer who has at times penned columns that have suggested racism in police work. How can I side with the police in this case? For one thing they seem to have acted within departmental guidelines. Secondly, they were not racially biased in their clubbing of Rodney King. His passenger in the car was also a person of color and was not struck by the police at all. Thirdly, Rodney King resisted arrest by leading the police oh a high speed chase. Then he did not obey verbal commands when stopped. Police are only human. If an officer is in the tension of a highspeed.chase, he or she certainly suspects that the driver is a criminal who may be dangerous. Thus, an officer tends to get emotionally charged and self-defensive. In this case King was a parolee who had committed armed robbery in the past and . was afraid that he was breaking his parole in various ways. He did not want to be stopped. He could have been armed and dangerous. Nobody should be beaten far no reason. But, the police certaiinly had probable case and provocation^ —both provided by King. The^lape seems revolting —but it does not tell the whole storyl. . vC * ',.'.. Virtually any person of a minority race will testify to experiencing prejudicial behavior from police at one time or another, hi. fairness, it should be noted that they also have experienced prejudice from most other areas and professions in sodety. .But, in this case I think that the officers did nothing seriously wrong. They may have been a little sloppy anjd maybe a little over-zealous. But, to say that they had a pre-meditated desire to deprive . King of his dvO rights is rather unbelievable. Also, I know that in each trial the charges were different, but essentially the second trial was double jeopardy. I think that the officers were sacrificial lambs for a public that wanted to be its own jury. After two trials and two juries, we finally get a half-guilty verdict. Why only two of the four officers? Yes, I know that the jury made some rationale. But, it seems like more of a political compromise to me—: which is fine unless you are one of the compromised officers. They have rights too. I hope some appellate judges have the integrity - and courage to reverse the convictions. The halfguilty verdict is as unreal as being half pregnant. . ' , Rev. Richard C. Now, when we go to the luncheon where we know we will see our two friends, it is always with the sure knowledge mat we will be regaled with the latest epi-. sode they have dealt wim or, even better, the very latest chapter in the life of the "humming flog." Who does the utiUty^Giinmie' gang answer to? Editor,. Sentinel-Ledger I" have read with interest the newspaper articles and editorials regarding Auantic Electric's firing of staff. Layoff is too mild a term since there are no recalls expected. . News artides indicated that Atlantic Electric underpaid its officers and overpaid everyone else (I guess I could hire a consultant to say that I was underpaid too). The company needed to down size because of problems with cogeneration contracts, loss of customers and restrictive work rules in contracts.. After reading all of this, I happened to see the content of Atlantic Electric's notification of annual meeting and proxy mailing which induded a summary compensation table. Reviewing the earnings history of these poor -underpaid officers caused me to begin to question the reasons given for staff reductions. You can see by the table that the officers of Atlantic Electric took very good care of themselves. Maybe a good name for this group is the "gimmie" themdumb - Are they but for selves or for poor customers like me? the electric company is rewarding the. people directly responsible for troubles while penalizing, everyone else. How many more will be fired and how will it affect my electric rate and die level of service I receive? Somehow I know the rate will go up and service will get worse man it already is. Who signed the cogeneration contracts? Are they still employed? . Who signed labor contracts? Who missed the opportunities to keep the large customers or to enter into joint, ventures wim them?
