as transparent and publicly available as possible. One possible mechanism would be the<br />

ref<strong>in</strong>ement of a web site that del<strong>in</strong>eates the application process, timel<strong>in</strong>es <strong>for</strong> application, cost<br />

shar<strong>in</strong>g requirements, the review process (to <strong>in</strong>clude the membership and roles of the various<br />

review committees), f<strong>in</strong>ancial management requirements, and report<strong>in</strong>g requirements. Given the<br />

seasonal nature of the EWM <strong>in</strong>festations, latitude and flexibility should be allowed between the<br />

number of acres estimated to be managed <strong>in</strong> the application process and the actual need at the<br />

time of management.<br />

ISDA Response: The ISDA Noxious Weeds website will <strong>in</strong>clude a narrative of the application<br />

process, timel<strong>in</strong>es <strong>for</strong> application, cost shar<strong>in</strong>g requirements, report<strong>in</strong>g requirements and a<br />

description of the review process. This should provide timely transparency to the process.<br />

Additionally a f<strong>in</strong>ancial and project amendment process has been developed, implemented and<br />

posted <strong>in</strong> the application guidel<strong>in</strong>es.<br />

Recommendation 1.2: Program leadership<br />

The stated purpose of the program is to eradicate and control EWM <strong>in</strong>festations. While this is the<br />

responsibility of the ISDA, all phases of monitor<strong>in</strong>g, control, education, outreach, etc. are carried<br />

out by other stakeholders. There<strong>for</strong>e, it is <strong>in</strong>cumbent upon ISDA to ensure EWM is managed<br />

accord<strong>in</strong>g to a comprehensive state plan. ISDA should focus on EWM management by identify<strong>in</strong>g<br />

priority management or <strong>in</strong><strong>for</strong>mation needs and seek<strong>in</strong>g, encourag<strong>in</strong>g, or assist<strong>in</strong>g entities to apply<br />

<strong>for</strong> grants to fulfill these needs. Currently, grants may be denied even <strong>for</strong> work <strong>in</strong> priority areas if<br />

they do not meet adm<strong>in</strong>istrative criteria. ISDA should work with grant applicants to ensure<br />

complete applications are submitted with<strong>in</strong> the appropriate time frame that adequately address<br />

program needs. For example, ISDA should work with applicants, especially first time applicants<br />

request<strong>in</strong>g to apply herbicides, to assist <strong>in</strong> procur<strong>in</strong>g a Short Term Activity Exemption.<br />

Additionally, ISDA should enter <strong>in</strong>to agreements with other environmental agencies to delegate<br />

authorities or modify statutes to elim<strong>in</strong>ate dual permitt<strong>in</strong>g. For example, if ISDA issues a grant to<br />

control EWM us<strong>in</strong>g herbicides or small area benthic barriers, then additional permits should not be<br />

required from the <strong>Idaho</strong> Division of Environmental Quality (IDEQ) or the <strong>Idaho</strong> Department of<br />

Lands (IDL). IDEQ and IDL <strong>in</strong>terests can be addressed dur<strong>in</strong>g the development of grant<br />

application criteria, by delegation of authority <strong>for</strong> the purpose of EWM management and/or by<br />

<strong>in</strong>clud<strong>in</strong>g agency representatives on the grant review committee.<br />

ISDA Response: The permit and application processes are be<strong>in</strong>g centralized and streaml<strong>in</strong>ed<br />

with<strong>in</strong> ISDA . ISDA is <strong>in</strong> the process of hir<strong>in</strong>g an Aquatic <strong>Plan</strong>ts Program Manager. A major<br />

responsibility of this staff member will be to develop a statewide strategy <strong>for</strong> deal<strong>in</strong>g with EWM.<br />

Areas of the state will be prioritized <strong>in</strong> general terms and the Program manager will work to<br />

encourage local control <strong>in</strong> high priority areas. Additionally, this staff member will be available to<br />

answer questions related to the grant application process and to help streaml<strong>in</strong>e permitt<strong>in</strong>g issues<br />

as they arise.<br />

Recommendation 1.3: Grant adm<strong>in</strong>istration process<br />

ISDA distributed notebooks to the Panel that describe the grant review and reimbursement<br />

process <strong>in</strong>clud<strong>in</strong>g a timel<strong>in</strong>e. This <strong>in</strong><strong>for</strong>mation seemed comprehensive and should be modified and<br />

made available on the ISDA website dur<strong>in</strong>g the grant application and review process. What is not<br />

clear to several grantees that were <strong>in</strong>terviewed is the <strong>in</strong><strong>for</strong>mation needed by ISDA <strong>in</strong> the f<strong>in</strong>al<br />

report to evaluate project effectiveness and release the last payment. ISDA should meet with<br />

stakeholders to further develop, streaml<strong>in</strong>e, and clarify all application and report<strong>in</strong>g documentation<br />

with<strong>in</strong> <strong>Idaho</strong> rules and regulations prior to distribut<strong>in</strong>g requests <strong>for</strong> grants <strong>in</strong> 2007.<br />

ISDA should consider and discuss with stakeholders mov<strong>in</strong>g the grant application submission time<br />

table earlier <strong>in</strong> the year to allow more time to prepare and review applications. F<strong>in</strong>al report<strong>in</strong>g<br />

requirements and deadl<strong>in</strong>es can be fairly standard <strong>for</strong> adm<strong>in</strong>istrative projects like outreach and<br />

education that produce a clear product or outcome, but may be more difficult <strong>for</strong> management<br />
