operations, especially if operations or follow up management is not applied until the end of the<br />

fiscal year. Rather than wait<strong>in</strong>g <strong>for</strong> an end-of the year report, ISDA should consider disburs<strong>in</strong>g<br />

management funds based on proper execution of an approved management plan and not<br />

necessarily on successful reduction of EWM. ISDA field biologists should observe applications to<br />

verify that management techniques are applied accord<strong>in</strong>g to an approved plan. Moreover, results<br />

may take months to assess, especially <strong>for</strong> a fluridone herbicide treatment, or control may not be<br />

achieved because of extenuat<strong>in</strong>g environmental conditions. Grantees should not be penalized by<br />

withhold<strong>in</strong>g reimbursements <strong>for</strong> conditions that are beyond their <strong>in</strong>fluence or control.<br />

Where possible, ISDA should attempt to ensure more uni<strong>for</strong>m contract<strong>in</strong>g/bidd<strong>in</strong>g processes at the<br />

county level. There appeared to be some concerns relative to different processes <strong>in</strong> the counties<br />

<strong>in</strong>volved <strong>in</strong> the 2006 program.<br />

ISDA Response: ISDA has developed a report template <strong>for</strong> distribution to all awardees. ISDA’s<br />

Noxious Weeds website will <strong>in</strong>clude a narrative of the application process, timel<strong>in</strong>es <strong>for</strong> application,<br />

cost shar<strong>in</strong>g requirements, report<strong>in</strong>g requirements, the report template and a description of the<br />

review process. This aims to provide timely transparency to the process and will hopefully clarify<br />

and def<strong>in</strong>e a uni<strong>for</strong>m contract<strong>in</strong>g/bidd<strong>in</strong>g process. ISDA is aware of the issues associated with the<br />

unavoidable short submission timeframe of the 2006 program, and will provide additional time <strong>for</strong><br />

application preparation and submission <strong>in</strong> future cycles. The ISDA Aquatic <strong>Plan</strong>ts Program<br />

Manager will assist <strong>in</strong> assur<strong>in</strong>g the proper execution of the approved management plan.<br />

Recommendation 1.4: ISDA auxiliary contracts<br />

ISDA should take <strong>in</strong>novative steps to facilitate management operations, especially <strong>for</strong> early<br />

detection and rapid response (EDRR) situations and to assist local entities <strong>in</strong> fund<strong>in</strong>g management<br />

operations requir<strong>in</strong>g large f<strong>in</strong>ancial outlays. ISDA should consider enter<strong>in</strong>g <strong>in</strong>to statewide<br />

contracts to purchase herbicides <strong>in</strong> order to stabilize and reduce costs. These contracts should be<br />

available <strong>for</strong> other governments to share or “piggyback” or ISDA should consider purchas<strong>in</strong>g<br />

herbicides outright and coord<strong>in</strong>at<strong>in</strong>g delivery to control sites. ISDA should keep herbicide suppliers<br />

appraised of potential control locations and anticipated quantities of herbicides needed to ensure<br />

availability and timely delivery of herbicides.<br />

In addition, ISDA should consider enter<strong>in</strong>g <strong>in</strong>to longer-term contracts (subject to annual renewal)<br />

with entities <strong>in</strong>dependent of contracted applicators to map and control EWM. These entities can<br />

augment exist<strong>in</strong>g local government management personnel, supply services that local<br />

governments do not provide, or respond quickly where no local government program yet exists.<br />

ISDA Response: ISDA is consider<strong>in</strong>g the creation of a state “herbicide bank” <strong>for</strong> cooperators, or at<br />

a m<strong>in</strong>imum, work<strong>in</strong>g with distributors to establish price agreements <strong>for</strong> herbicides that other<br />

governmental entities could use. As <strong>for</strong> the use of <strong>in</strong>dependent parties <strong>in</strong> the program (i.e. to map<br />

treatment areas), this process will need to evolve over time as the available resources of aquatic<br />

plant management expertise is limited <strong>in</strong> <strong>Idaho</strong>. As the EWM program becomes established, ISDA<br />

hopes to encourage additional <strong>in</strong>terest <strong>in</strong> work<strong>in</strong>g <strong>in</strong> the state.<br />

Recommendation 1.5: Contract/Task assignments vs. grant<br />

ISDA should consider actively seek<strong>in</strong>g contracts with counties and other local entities to control<br />

EWM <strong>in</strong> high priority areas rather than passively wait<strong>in</strong>g <strong>for</strong> local entities to apply <strong>for</strong> grants.<br />

Further, long-term contracts should be considered <strong>for</strong> counties with waters where eradication may<br />

not be feasible and long-term management programs to conta<strong>in</strong> EWM are anticipated. For<br />

example; contracts could be valid multiple years with local governments and with private<br />

companies cont<strong>in</strong>gent upon fund<strong>in</strong>g availability and contractor annual per<strong>for</strong>mance. Once a longterm<br />

contract is <strong>in</strong> place, annual management plans or specific control operations can be<br />

authorized through task assignments. Contract or grant amendments can take considerable time<br />
