and contractor oversight to effectively implement a responsive and<br />

acceptable nuisance aquatic species management program.<br />

C. Fund<strong>in</strong>g<br />

• A sufficient and recurr<strong>in</strong>g fund<strong>in</strong>g source <strong>for</strong> the management of nuisance<br />

exotics should be established as a revolv<strong>in</strong>g trust fund (<strong>Idaho</strong> Aquatic<br />

Species Management Trust Fund), subject to annual allocation of spend<strong>in</strong>g<br />

authority by the <strong>Idaho</strong> Legislature. This is necessary to ensure that the<br />

ga<strong>in</strong>s made <strong>in</strong> the current program will not be lost.<br />

• Ef<strong>for</strong>ts should be pursued to <strong>in</strong>crease cost-shar<strong>in</strong>g opportunities with local<br />

governmental agencies, lake associations, and Federal agencies.<br />

D. Regulatory and Permitt<strong>in</strong>g<br />

• Delegation of authority <strong>for</strong> “one stop” contract or work assignment<br />

coord<strong>in</strong>ation or permitt<strong>in</strong>g should be provided to the ISDA. This would<br />

<strong>in</strong>clude aquatic herbicide application and label requirements, water quality<br />

assurance, mechanical harvest<strong>in</strong>g, benthic barrier placement, and<br />

biological control with the exception of the sterile grass carp which should<br />

rema<strong>in</strong> the primary responsibility of the <strong>Idaho</strong> Department of Fish and<br />

Game.<br />

• The benefit of sampl<strong>in</strong>g of water quality and expensive herbicide residues<br />

need to be evaluated to ensure that it is justified by herbicide label<br />

restrictions and economics.<br />

E. Research Needs<br />

• There is a current lack of research/demonstration ef<strong>for</strong>ts focused on the<br />

short-term need to develop and evaluate management techniques <strong>for</strong><br />

<strong>Eurasian</strong> watermilfoil and other potential nuisance species. Both fund<strong>in</strong>g<br />

and statewide leadership by ISDA is needed, as is the development of<br />

cooperative research projects/programs with state universities.<br />

F. Agency and Public Education Needs<br />

• <strong>Idaho</strong> freshwater ecosystems are critical to the environmental quality and<br />

economy of the state and region. <strong>Idaho</strong> water quality, habitat, and<br />

recreational opportunities are be<strong>in</strong>g threatened by <strong>Eurasian</strong> watermilfoil<br />

and potentially other <strong>in</strong>vasive aquatic plants. Fund<strong>in</strong>g <strong>for</strong> public and agency<br />

personnel education and tra<strong>in</strong><strong>in</strong>g relative to aquatic species management is<br />

an excellent and priority <strong>in</strong>vestment <strong>in</strong> the state’s future.<br />

• Maximum use of the University of <strong>Idaho</strong> and county Cooperative Extension<br />

Service should be made <strong>for</strong> the development and dissem<strong>in</strong>ation of<br />

educational materials<br />
