NORTH CAROLINA HIGH SCHOOL CERTIFICATE<br />

NRMPS High <strong>Schools</strong> can award a Graduation Certificate for the completion of a four year high school program (or upon<br />

aging out of school) at the graduation ceremony to certain students with specific development disabilities as determined by the<br />

IEP team.The graduation certificate can also be awarded to students with disabilities who are enrolled in the Occupational<br />

Course of Study who have compared all requirements of the OCS except the 360 paid employment hours. OCS students have<br />

up to 2 years fllowiubng graduation to complete the paid 360 employments<br />

REPORT CARDS & PARENT TEACHER CONFERENCES<br />

The report card is one method of communication between home and school regarding a student’s academic performance.<br />

Report cards are issue six times per year at the end of each grading period. Interim reports are also sent home during each<br />

marking period.<br />

<strong>Parent</strong>/guardians are encouraged to make an appointment to meet with their child’s teacher(s) throughout the<br />

school year to discuss academic progress.<br />

READ TO ACHIEVE<br />

The goal of the North Carolina Read to Achieve is to ensure that every student reads at or above grade level by the end of third<br />

grade and continues progress in reading proficiency so that he or she can read, comprehend, integrate, and apply complex texts<br />

needed for secondary education and career success.<br />

The state will develop, implement, and continuously evaluate a research-based comprehensive reading program to improve<br />

reading achievement.<br />

As a part of the Read to Achieve Initiative, beginning in fall <strong>2013</strong>, North Carolina will administer the Beginning-of-Grade 3<br />

English Language Arts/Reading Test (BOG3) to all third grade students. The test will be given within the first 11-15<br />

instructional days of the year and will serve as a pre- test. The purpose is for principals and teachers to track student growth<br />

after the 3rd Grade READY English Language Arts/Reading EOG Test that will be given spring 20<strong>14</strong>.<br />

Read to Achieve eliminates social promotion starting in the <strong>2013</strong>-<strong>14</strong> School Year. <strong>Student</strong>s failing to demonstrate proficiency<br />

on the Reading READY EOG in third grade will be retained. Good Cause Exemptions will be determined by the<br />

Superintendent. <strong>Student</strong>s not demonstrating proficiency will be enrolled in a summer reading camp prior to retention.<br />

Retained students will have opportunities to demonstrate proficiency for mid-year promotion. <strong>Parent</strong>s will be provided with a<br />

plan for reading at home.<br />

<strong>Parent</strong>s and guardians will be notified in writing of student retention and why the student is not eligible for a good cause<br />

exemption. The <strong>Nash</strong>-<strong>Rocky</strong> <strong>Mount</strong> Public <strong>Schools</strong> Board of Education will annually publish and provide written notification<br />

to the State Board of Education on the progress of reading proficiency and interventions provided to retained students.<br />

SECTION 504 RIGHTS<br />

<strong>Nash</strong>-<strong>Rocky</strong> <strong>Mount</strong> Public <strong>Schools</strong> implements procedures to ensure a free, appropriate public education for<br />

students with disabilities who are eligible under Section 504.<br />

The purpose of Section 504 of the Rehabilitation Act of 1973, as amended, is to ensure that:<br />

"no qualified person with a disability shall, on the basis of disability, be excluded from participation<br />

in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity<br />

which receives or benefits from federal financial assistance."<br />

<strong>Parent</strong>s of students with disabilities have the following rights under Section 504:<br />

1. to be informed of the rights available under Section 504.<br />

2. to receive benefits from public education programs without discrimination.<br />

3. to receive all information in their native language or other primary mode of communication.<br />

4. to have their child receive a free, appropriate public education.<br />

5. to have their child given an equal opportunity to participate in school programs and extracurricular<br />

activities sponsored by the school.<br />
