Carlo Francisco Y.<br />

Manatad is a son every parent would<br />

be proud of. He’s got accomplishments<br />

under his belt that can leave anyone<br />

green with envy. First stop, his degree.<br />

He’s a Bachelor of Arts in Films and<br />

Visual Arts graduate from the College<br />

of Mass Communication of the<br />

University of the Philippines in Diliman<br />

(UP-CMC), aside from a scholar of the<br />

Asian Film Academy. Considering that<br />

he only graduated in 2011, he’s been<br />

reaping one award after another for his<br />

various works in film.<br />

Carlo, the only son of Northern<br />

Samar Provincial Manager Ruben<br />

Manatad, has been joining film festivals<br />

here and abroad. Last February 11 – 17,<br />

his short film “Oasis” starring Sid<br />

Lucero was shown in the prestigious<br />

Berlin International Film Festival. Carlo<br />

was one of 350 filmmakers from 99<br />

countries invited to this festival.<br />

In 2010, he was selected as a<br />

fellow in the Asian Film Academy 2010<br />

in Pusan, South Korea from September<br />

30 to October 17. Interestingly, only 24<br />

students from 16 Asian countries were<br />

selected and Carlo was the youngest in<br />

the said batch.<br />

His film thesis Hungkag, a<br />

short digital film with him as the<br />

director, producer, writer, sound<br />

designer, editor, and colorist was one of<br />

ten nominees for Best Short Film in the<br />

34 th Gawad Urian Award. Although his<br />

film was not chosen during the<br />

awarding ceremonies, having been<br />

nominated for the prestigious award<br />

among hundreds of short films in the<br />

country is an honor in itself.<br />

Hungkag was actually awarded<br />

by the UP Film Institute for Best Thesis<br />

for Narrative in 2010. This film was<br />

screened, nominated and awarded in<br />

various film festivals including, Ani<br />

Shorts: The City in Indie Cinema,<br />

Cinemalaya 2010; Southeast Asian<br />

Cinemas Conference, Ho Chi Minh,<br />

Vietnam; International College Peace<br />

Film Festival, Overseas Student Non-<br />

Competition Section, Seoul, South<br />

Korea on October 27, 2010; and Best<br />

Cinematography, Ateneo Video Open<br />

2011.<br />

The same film, “Hungkag” was<br />

exhibited as a non-competition film in<br />

the Overseas Student category under<br />

Asian Premiere of the International<br />

College Peace Film Festival in<br />

Chuncheon, Korea on October 28, 2010<br />

and Oct. 29, 2010.<br />

This 2011 UP-CMC Natatanging<br />

Magaaral awardee is also active in film<br />

editing. In fact in Dagim, a narrative<br />

feature length film directed by Joaquin<br />

Pedro Valdes, Carlo, along with other<br />

editors, was adjudged Best Editing<br />

for Cinema One Originals in November<br />

2010.<br />

His list of achievements<br />

doesn’t stop there. His narrative film,<br />

Ihadya Mo Ako Sa Masama, with him<br />

as director, producer, writer,<br />

cinematographer, editor, and colorist<br />

was adjudged Best Picture and Best<br />

Cinematography at the Twenty Quatro<br />

24 Hour Guerilla Filmmaking Contest,<br />

DLSU-College of St. Benilde. This film<br />

also made it as finalist to the SM<br />

Bigshot 2010, Manila.<br />

At the moment, this Berlinate<br />

Talent Campus-educated film genius<br />

teaches film-related course at Dela<br />

Salle University, College of St. Benilde<br />

while busy conceptualizing another<br />

masterpiece. Now that’s one talented<br />

son of a provincial manager the entire<br />

<strong>NFA</strong> community is truly proud of. (MA.<br />

tominaman m. usop:<br />

Security Guard III - <strong>NFA</strong> Central Office<br />

Mr. Tominaman M. Usop, security guard III based in Central<br />

Office has topped a recent <strong>NFA</strong> Security Refresher Course held at the<br />

training center of the Valiant Security Training Center, Inc. in Boni Ave.,<br />

Crame, Quezon City.<br />

The Board of Trustees of the Valiant Security Training Center<br />

composed of Training Director and President Vicky G. Ballesteros, General<br />

Manager Manelle B. Robles and Training Officer Mary Ann Bulan-Mendieta<br />

cited Usop’s outstanding leadership skills during the 17-day security retraining<br />

course.<br />

Usop was awarded a Certificate of Recognition during the<br />

graduation rites where he delivered a speech for being the class president.<br />

“I hope and pray that we will put to good use what we have learned from<br />

this training for the benefit of our agency. We should prioritize what we can<br />

do for our agency and not what our agency can do for us,” he said.<br />

Usop expressed gratitude to the <strong>NFA</strong> and the Training Center for the<br />

opportunity given them to update their knowledge and skills specifically on<br />

the revisions or changes in the implementing rules and regulations of<br />

Republic Act 5487 that they can share with their colleagues. RA 5487 is an<br />

act governing the security industry including government security forces.<br />
