112 th Annual California State <strong>PTA</strong> <strong>Convention</strong> in Long Beach this year, April 28 to May 1.<br />
This is your best opportunity to learn, explore options and create a great <strong>PTA</strong>. Former first lady<br />
Barbara Bush once said: “You just don’t luck into things as much as you’d like to think you do.<br />
You build step by step, whether it’s friendships or opportunities.” Join us to build positive change by<br />
enhancing the lives <strong>of</strong> your children and families.<br />
Wow! Have we got opportunities for you! Every California State <strong>PTA</strong> Commission and the Legislation Team will be<br />
presenting workshops to meet your specific needs. The hot topics this year are parent engagement, bullying, foster care,<br />
male involvement, and a wide variety <strong>of</strong> workshops in advocacy, leadership, finance, and a lot more. You will have many<br />
opportunities for networking with others who share your passion for children and families, and go home re-energized by<br />
everyone’s enthusiasm.<br />
During the general sessions, your participation in the business <strong>of</strong> the association is critical to the work <strong>of</strong> <strong>PTA</strong>. Your voice<br />
is vitally important in establishing the direction and priorities <strong>of</strong> the California State <strong>PTA</strong>. And don’t forget, this is an<br />
election year for the state <strong>PTA</strong> <strong>of</strong>ficers. Come to convention to make new friends and take advantage <strong>of</strong> these<br />
opportunities. It will be fabulous!<br />

We are returning to Southern California this year, holding our annual convention at the Long<br />
Beach <strong>Convention</strong> Center. I’d like to thank everyone who turned in evaluation forms from<br />
last year’s convention. It really helped us plan for this year’s activities. We’ve kept what you<br />
liked and made changes where we could.<br />
A new feature we think you’ll really like is the multiple attendee registration discount. When you register up to five (5)<br />
full-time (non-student) attendees from your unit, council, or district you will automatically be eligible for a progressive<br />
discount, with a potential savings <strong>of</strong> up to $100. As requested in the evaluations, there will be a string <strong>of</strong> workshops<br />
specifically designed for council and district <strong>of</strong>ficers. We are also, bringing back the special event – we call it the BIG<br />
BEACH BALL. This is one party you won’t want to miss.<br />
Online registration begins on February 2, as does the mail-in service. When you register by March 31 you will receive<br />
your name badge and workshop tickets at an address <strong>of</strong> your choice. Be sure to stop by the Registration Booth when you<br />
arrive and pick up your voting card and special tote bag.<br />
The <strong>PTA</strong> Store and Exhibit Hall hours will have even larger blocks <strong>of</strong> time than during previous conventions for you to<br />
meet and talk with exhibitors. The Exhibit Hall will again be open FREE to everyone Thursday, April 28. Look for the<br />
“<strong>Convention</strong>-at-a-Glance” on the inside cover for an overview <strong>of</strong> our daily activities.<br />
The main purpose <strong>of</strong> our convention, besides <strong>of</strong>fering workshops is, <strong>of</strong> course, conducting the business <strong>of</strong> the <strong>PTA</strong>.<br />
General Meetings will be in five (5) sessions. You will have the opportunity to vote for new state <strong>of</strong>ficers, see and hear<br />
the amazing California State <strong>PTA</strong> Reflections winners, listen to remarkable speakers, and take part in exciting debates.<br />
The <strong>Convention</strong> Commission and I hope you have an experience like you’ve never had before!<br />

MISSION STATEMENT<br />
The mission <strong>of</strong> the California State <strong>PTA</strong> is to positively impact the lives <strong>of</strong> all children and families by representing<br />
our members and empowering and supporting them with skills in advocacy, leadership and communication.<br />

STATEMENT OF UNDERSTANDING<br />
By registering, you agree to the terms and conditions set forth in the<br />
registration information <strong>of</strong> the Registration Book for the <strong>2011</strong><br />
California State <strong>PTA</strong> <strong>Convention</strong> in Long Beach. This registration is<br />
transferable. Payments for transfers must be handled between you and<br />
your replacement and your unit/council/district <strong>PTA</strong> president. There<br />
are no refunds for California State <strong>PTA</strong> registration and event fees.<br />
PHOTOGRAPHY RELEASE<br />
By registering for or attending the California State <strong>PTA</strong> <strong>Convention</strong>,<br />
you hereby grant and assign the California State <strong>PTA</strong> and its legal<br />
representatives the irrevocable and unrestricted right to use and<br />
publish for editorial, trade, advertising or any other purpose and in<br />
any manner and medium, including website and Internet promotion,<br />

<strong>Convention</strong> is an excellent <strong>PTA</strong> investment, the ultimate<br />
leadership experience, and a <strong>PTA</strong> budget expense upon<br />
approval <strong>of</strong> your association. Check with your district for<br />
its orientation schedule and additional information to help<br />
you plan your trip and make your experience the best it can<br />
be. You will return home with new ideas, improved skills<br />
and recharged energy!<br />
GENERAL MEETINGS<br />
The primary purpose <strong>of</strong> convention is to conduct the<br />
business <strong>of</strong> the association. This is an opportunity for<br />
delegates to influence the direction <strong>of</strong> the California State<br />
<strong>PTA</strong> for the next year and term. Delegates will debate, vote<br />
and adopt resolutions; approve legislation policies; approve<br />
any changes to the bylaws; and elect new <strong>of</strong>ficers for next<br />
term.<br />
In addition to business, meetings are filled with motivating<br />
and informative speakers; exciting student entertainment;<br />
award presentations; and much, much more.<br />
Five general meetings are scheduled to carry out California<br />
State <strong>PTA</strong> business. Delegates are responsible for attending<br />
these meetings, and are encouraged to take notes for<br />
reporting back to units, councils, and districts. Come to<br />
convention, take part and see “the big picture” <strong>of</strong> what <strong>PTA</strong><br />
is all about!<br />
Prize Drawing<br />
Special prize drawings will take place before the close <strong>of</strong><br />
convention on Sunday, May 1. Fabulous prizes are donated<br />
by many <strong>of</strong> the exhibitors. You must be present to win!<br />
Keynote Speaker<br />
Everyone is talking about school reform, but engaging<br />
families doesn’t seem to be part <strong>of</strong> the conversation. Learn<br />
about the growing evidence that organized parents and<br />
community members can be powerful agents<br />
<strong>of</strong> change with their involvement and support<br />
<strong>of</strong> schools. Come to the second general<br />
meeting on Friday, April 29 and listen as<br />
keynote speaker Anne T. Henderson presents:<br />

Can’t Happen Without It.<br />
Henderson is a Senior Consultant in Community<br />
Organizing and Engagement at the Annenberg Institute for<br />
School Reform. She has written and co-authored several<br />
books and articles on the subject <strong>of</strong> parent involvement,<br />

members. Her clients include the Prichard Committee for<br />
Academic Excellence in Lexington, Kentucky; the<br />
Connecticut Department <strong>of</strong> Education; the Los Angeles<br />
Unified School District; and the Community Foundation<br />
for the National Capital Region in Washington, D.C.<br />
A native <strong>of</strong> Trenton, New Jersey, Henderson graduated<br />
from Oberlin College, and received a Master’s Degree in<br />
politics from the Eagleton Institute at Rutgers University.<br />
She and her husband, Basil, live in Washington, D.C. Their<br />
daughter Amy-Louise has recently completed a Master’s in<br />
Social Work at Hunter College. Honors include Phi Beta<br />
Kappa and a Woodrow Wilson Fellowship designation.<br />

• Town Hall Meeting – Thursday, April 28 at 1:30 p.m.<br />

STUDENT ACTIVITIES<br />
The California State <strong>PTA</strong> is pleased to have student<br />
delegates attend the convention and activities. <strong>Convention</strong><br />
<strong>of</strong>fers students a great way to build leadership skills, have a<br />
voice in issues, and interact with <strong>PTA</strong> members from<br />
around the state. Students are encouraged to take advantage<br />
<strong>of</strong> the workshops <strong>of</strong>fered, and several have been developed<br />
specifically by and for students.<br />
Student Orientation – Thursday, April 28 at 1:30 p.m. This<br />
is an opportunity for student delegates to meet each other<br />
and to interact with student members <strong>of</strong> the California State<br />
<strong>PTA</strong> Board <strong>of</strong> Managers.<br />
HOTELS<br />
The <strong>of</strong>ficial headquarters for this year’s California State<br />
<strong>PTA</strong> <strong>Convention</strong> is the Hyatt-Regency Hotel. It is located<br />
next to the Long Beach <strong>Convention</strong> Center. California State<br />
<strong>PTA</strong> knows convention attendees have a choice when it<br />
comes to staying in Long Beach area hotels; however,<br />
staying at one <strong>of</strong> the convention hotels helps the California<br />
State <strong>PTA</strong> meet its contractual obligations for this and future<br />
conventions. We have negotiated very diligently to get you<br />
the lowest possible price. See page 9 to plan your stay.<br />

<strong>Convention</strong> workshops will occur in five different time<br />
slots. Thursday workshops are three (3) hours. Friday and<br />
Saturday workshops are 90 minutes.<br />

• Caution: Do not sign any contracts that will encumber<br />
your association in the next term. Remember: All<br />
contracts must be approved by your association prior to<br />
signing any contract, and must be signed by your<br />
association president and one other board member.<br />

VOTING INFORMATION<br />
Unit Delegates<br />
A delegate representing a unit in good standing is eligible to vote<br />
at the California State <strong>PTA</strong> convention general meetings. A unit<br />
in good standing is one that has paid dues and insurance to the<br />
California State <strong>PTA</strong> by March 31, <strong>2011</strong> (California State <strong>PTA</strong><br />
Bylaws, Article VI, Section 1).<br />
Each unit in good standing is entitled to be represented at the<br />
California State <strong>PTA</strong> convention by the president or presidentelect<br />
or an elected alternate and one additional elected delegate<br />
(California State <strong>PTA</strong> Bylaws, Article XV, Section 5). The number<br />
<strong>of</strong> delegates to which a unit is entitled is determined by the total<br />
memberships recorded in the California State <strong>PTA</strong> <strong>of</strong>fice by<br />
March 31, <strong>2011</strong> (California State <strong>PTA</strong> Bylaws, Article VII,<br />
Section 7). The number <strong>of</strong> delegates is set forth in Article XV,<br />
Section 5, <strong>of</strong> the California State <strong>PTA</strong> Bylaws. Each unit <strong>of</strong> more<br />
than 250 members may be represented by additional elected<br />
delegates or their alternates as follows:<br />

A delegate shall not be allowed to represent more than one unit<br />

(90) days prior to convention (California State <strong>PTA</strong> Bylaws,<br />
Article XV, Section 5).<br />
Voting delegates will be issued a voting card at registration;<br />
these cards are nontransferable and not replaceable. It is the<br />
responsibility <strong>of</strong> each voting delegate to ensure he/she receives<br />
and signs this card at registration.<br />
Nonvoting Registrants<br />
Nonvoting registrants will receive convention badges and tote<br />
bags; may attend all meetings and workshops; and have all the<br />
privileges <strong>of</strong> a delegate except the right to make motions, debate,<br />
vote or speak at a microphone. When a <strong>PTA</strong> has more members<br />
who wish to attend than the number <strong>of</strong> delegates to which the<br />
unit, council or district <strong>PTA</strong> is entitled, the additional attendees<br />
may preregister or register on-site as full-time or one-day<br />
nonvoting registrants.<br />
Student Delegates and Registrants Under the Age <strong>of</strong> 18<br />
A student member under 18 years <strong>of</strong> age wishing to register<br />
MUST present a current <strong>PTA</strong> membership card and a Parent/<br />
Guardian Approval and Consent to Treatment Form signed by<br />
the parent(s) or guardian(s). The form is available from district<br />
<strong>PTA</strong>s or online at www.capta.org.<br />
<strong>Council</strong> Delegates<br />
<strong>Council</strong> delegates shall be as follows: one delegate or alternate<br />
elected from each council executive board, in addition to the<br />
council president or president-elect or elected alternate for a<br />
maximum <strong>of</strong> two voting delegates per council (California State<br />
<strong>PTA</strong> Bylaws, Article XV, Section 3c).<br />
District <strong>PTA</strong> Delegates<br />
District presidents register as members <strong>of</strong> the California State <strong>PTA</strong><br />
Board <strong>of</strong> Managers at the pre-convention Board <strong>of</strong> Managers<br />
meeting. <strong>Convention</strong> delegates shall be a maximum <strong>of</strong> three<br />
delegates or their alternates elected from each district <strong>PTA</strong><br />
executive board, one <strong>of</strong> the delegates being the president-elect in<br />
an election year (California State <strong>PTA</strong> Bylaws, Article XV, Section<br />
3b).<br />

REGISTRATION PROCEDURES<br />
REGISTRATION OVERVIEW<br />
Online registration is the preferred method for convention<br />
registration. Members participating in convention activities are<br />
encouraged to register online or by mail (form on page 8). Fees<br />
entitle participants to attend the general meetings, workshops and<br />
the exhibit hall. Fees are nonrefundable.<br />
Special Notes<br />
<strong>Council</strong> and district fees are not collected through the state<br />
<strong>PTA</strong> registration process. Check with your council and/or<br />
district <strong>PTA</strong> for other fees, and their fee procedures.<br />
There are NO REFUNDS for state <strong>PTA</strong> registration, event<br />
fees, or pre-ordered Promo Packages.<br />
FAXED registrations will not be accepted.<br />
Children at <strong>Convention</strong><br />
Children under 12 – Parents may register children under 12 at<br />
no charge. Special badges will be issued allowing them to<br />
accompany a parent to meetings or workshops on a spaceavailable<br />
basis. If a workshop is at capacity, children will not<br />
be admitted. Please be considerate <strong>of</strong> fellow <strong>PTA</strong> members<br />
when bringing children to meetings.<br />
Children 12 and older – Must register and pay student<br />
registration fees.<br />
There are three date blocks to keep in mind when registering<br />
Feb. 2 to Mar 31 – The lowest registration fees <strong>of</strong>fered, and<br />
your name badge and workshop tickets are mailed to you<br />
before convention begins.<br />
April 1 to April 15 – Fees are increased. Your name badge and<br />
workshop tickets will not be mailed, but will be ready upon<br />
your arrival at convention.<br />
April 27 to May 1 – On-site registration fees apply, and are<br />
higher than the two previous periods, listed above.<br />
Discount pricing is available for the first time this year. When<br />
multiple (up to five) full-time (non-student) attendees from the<br />
same unit, council, or district register for convention, a<br />
progressive discount schedule will be applied. Here’s how it works;<br />
The first attendee pays full price<br />
The second attendee’s fee is reduced by $10<br />
The third attendee’s fee is reduced by $20<br />
The fourth attendee’s fee is reduced by $30<br />
The fifth attendee’s fee is reduced by $40<br />
This is a potential savings <strong>of</strong> $100 for your unit! The discount is<br />
applied regardless <strong>of</strong> when you register. Your best savings will be<br />
realized when you register online before March 31. Discount<br />
does not apply to students, one-day or exhibit hall passes.<br />

If more than five individuals from your unit, council, or district<br />
attend convention as full-time (non-student) delegates, their fee<br />
will be at the same rate as the fifth registered individual from<br />
your unit, council, or district.<br />
ONLINE REGISTRATION – RECOMMENDED<br />
1. Online registration is open February 2 to March 31. Go to<br />
www.capta.org and click on “<strong>Convention</strong> Registration.”<br />
2. You will be asked for your home address and where you want<br />
exhibitor information to be sent (home or school). If you<br />
choose a school address for exhibitor information, your<br />
badge and workshop tickets will be sent to the school address.<br />
If you choose the school address, identify the recipient on the<br />
“Attention” line.<br />
3. Complete the payment information. Not completing this step<br />
will delay processing your order.<br />
4. An e-mail confirmation will be sent to you upon full<br />
completion <strong>of</strong> the online process.<br />
5. Changes can be made to your registration until March 31. After<br />
March 31, all changes must be made on-site during convention<br />
hours. Additional fees will be billed to your credit card.<br />
6. Badge and workshop tickets will be mailed to you in April.<br />
MAIL-IN REGISTRATION – Form on page 8<br />
1. Mail-in registration runs February 2 to April 15.<br />
• Mailed registrations must be received by March 31 to<br />
receive the first discounted rate, and by April 15 for the<br />
next level discount.<br />
2. Fill the form out completely. You may represent one unit or<br />
council or district, only. Be sure to write in the National <strong>PTA</strong><br />
number, listed on the front <strong>of</strong> your membership card.<br />
3. Write in your first and second choices <strong>of</strong> workshops.<br />
4. Read ALL NOTICES on the form.<br />
5. You may pre-order promo packs, ribbon packs, and sign up and<br />
donate to Sleep In for <strong>PTA</strong> on this form.<br />
6. Payment and a copy <strong>of</strong> your membership card must accompany<br />
the registration form.<br />
7. Units can mail multiple forms with one check.<br />
8. If your completed registration request is received by March 31,<br />
your name badge and workshop tickets will be mailed to you<br />
prior to convention.<br />
9. After March 31, your name badge and workshop tickets will be<br />
held for you to pick up at the Registration Booth.<br />
NEW UNITS AND COUNCILS REGISTRATION<br />
Special guidelines are necessary for recently organized units and<br />
councils awaiting acceptance <strong>of</strong> membership into the California<br />
State <strong>PTA</strong> at the pre-convention Board <strong>of</strong> Managers meeting in<br />
April.<br />
1. Applications for membership into the California State <strong>PTA</strong> by<br />
new units and councils will be accepted prior to the preconvention<br />
Board <strong>of</strong> Managers meeting.<br />
2. All required dues, applications, and approved bylaws must be<br />
processed by district <strong>PTA</strong> prior to California State Board <strong>of</strong><br />
Managers acceptance.<br />
3. Registrants from new units or councils not yet accepted by the<br />
Board <strong>of</strong> Managers must register on-site. Bring a current <strong>PTA</strong><br />
<strong>2011</strong> California State <strong>PTA</strong> <strong>Convention</strong> — Registration Book
membership card and the earliest advanced registration fee.<br />
They will be registered as nonvoting attendees.<br />
4. Make checks payable to the California State <strong>PTA</strong>. New<br />
unit/council <strong>PTA</strong> status will be verified on-site.<br />
MEMBERSHIP REQUIREMENTS<br />
You must show pro<strong>of</strong> <strong>of</strong> membership to qualify for the<br />
discounted rates shown on the previous page. Once verified (and<br />
payment received), your name badge and tickets will be<br />
processed. You can verify your membership by:<br />
1. Entering the user ID and password provided on your<br />
membership card when registering online.<br />
2. Sending a copy <strong>of</strong> your membership card with your mail-in<br />
registration form.<br />
3. Bringing a copy <strong>of</strong> your membership card to the Registration<br />
Booth at convention.<br />
4. Failure to prove membership will cause your convention fees<br />
to be assessed at the non-member rate.<br />
TRANSFERS AND NAME CHANGES<br />
If you have registered in advance and are unable to attend<br />
convention, your registration may be transferred to another<br />
person. Payment arrangements are to be managed between you,<br />
your replacement and your unit/council <strong>PTA</strong> president.<br />
If you registered online<br />
• Provide your user ID and password to your replacement.<br />
• If your replacement makes online corrections (name,<br />
workshop, etc.) by March 31, then name badge and workshop<br />
tickets will be mailed to him or her.<br />
• If your replacement makes online corrections after March 31,<br />
he or she can pick up the material at the Preregistered Booth<br />
during convention.<br />
If you mailed your registration<br />
• Transfers must be made through district <strong>PTA</strong> or on-site.<br />
• Give your original bar-coded confirmation letter to your<br />
replacement. He/she must bring it, along with their<br />
membership card to the Preregistration Booth to complete the<br />
transfer.<br />
Changes may be made on-site; however, workshops may not be<br />
available for exchange and will be changed on a space-available<br />
basis only. Transfers who have not submitted changes must<br />
present a current <strong>PTA</strong> membership card and the bar-coded<br />
confirmation letter to the Registration Booth. If no membership<br />
card is presented, then the replacement must pay the non-<strong>PTA</strong><br />
member fee and will not be eligible to vote in the general<br />
meetings.<br />
WHEN CONVENTION BEGINS<br />
Upon your arrival at convention, go to the Registration Booth to<br />
pick up additional convention items that were not mailed (tote<br />
bag, special ribbon pack, etc).<br />
Be sure to have the following with you:<br />
1. Mailed credentials (badge and workshop tickets);<br />
2. Current membership card (if not previously verified); and<br />
3. Bar-coded confirmation letter.<br />
4. Students must bring a signed Parent/Guardian Approval and<br />
Consent to Treatment Form. Forms are available online at<br />
www.capta.org and through district <strong>PTA</strong>s. Mailed copies are<br />
not accepted.<br />
Using Credentials<br />
Credentials may not be shared. Once convention begins, attendees<br />
may not transfer credentials to another individual. The only exception<br />
is if the credentials have not been used and the initial attendee<br />
will not be participating in convention activities. Name badges<br />
are provided to each person attending convention, and are required<br />
for entrance to workshops, general meetings and exhibit hall.<br />
Voting cards will be provided to voting delegates at registration<br />
and will not be replaced if lost.<br />
Stop at the Registration Booth to pick up your voting card (if<br />
entitled), badge holder, ribbons, tote, and if ordered, the special<br />
ribbon pack and convention CD. If you ordered a Promo Pack or<br />
donated to the Sleep In for <strong>PTA</strong> you will be issued a ticket to<br />
retrieve your items from a designated pick-up location, at your<br />
convenience.<br />
If you have received your badge and workshop tickets in advance<br />
AND you have no changes, you may go directly to general<br />
meetings, workshops, and exhibit hall prior to checking in.<br />
However, you will not be able to vote until you obtain your<br />
voting card at the Registration Booth.<br />
