Project Synopsis – maximum 2 pages<br />
Objective: What does the project seek to achieve?<br />
The Sydney APEC Leader’s Declarati<strong>on</strong> of 2007 emphasized that the pursuit of climate change<br />
<strong>and</strong> energy security policies must avoid introducing barriers to trade <strong>and</strong> investment. Open trade,<br />
investment <strong>and</strong> envir<strong>on</strong>mental policies are crucial to disseminating low emissi<strong>on</strong>s products,<br />
technologies <strong>and</strong> best practices.<br />
Electricity needs <strong>and</strong> envir<strong>on</strong>mental c<strong>on</strong>cerns are equally important for the ec<strong>on</strong>omic development<br />
in the APEC ec<strong>on</strong>omies. Under the task of Green APEC the establishment of infrastructure for the<br />
utilizati<strong>on</strong> of renewable energy has become an important topic in this regi<strong>on</strong>.<br />
Most of the APEC ec<strong>on</strong>omies locate in the sunshine rich area which provide excellent basis for the<br />
deployment of photovoltaic (PV) system while PV electricity generati<strong>on</strong> system has proven a clean<br />
energy. PV technology has shown its great potential source in renewable energy to meet electricity<br />
supply <strong>and</strong> to minimize the impact <strong>on</strong> envir<strong>on</strong>ment.<br />
To achieve the goals under the Green APEC Opportunity Initiative agreed up<strong>on</strong> at the Ec<strong>on</strong>omic<br />
Leaders’ Meeting, Chinese Taipei invited representatives <strong>and</strong> experts from 11 APEC Ec<strong>on</strong>omies to<br />
participate in a series of discussi<strong>on</strong>s held during October 7~9, 2008, to exchange views <strong>on</strong> the<br />
establishment of a platform for dialogue <strong>on</strong> Photovoltaics between Member Ec<strong>on</strong>omies.<br />
C<strong>on</strong>clusi<strong>on</strong>s approved by all participating representatives include the following: 1. Sharing of<br />
informati<strong>on</strong> <strong>on</strong> both government <strong>and</strong> industry levels should be c<strong>on</strong>tinued. 2. St<strong>and</strong>ardizati<strong>on</strong> of PV<br />
installati<strong>on</strong> training materials <strong>and</strong> certificati<strong>on</strong> of PV engineers <strong>and</strong> technicians should be<br />
streamlined. 3. Issues regarding subsidy sources for PV system installati<strong>on</strong> <strong>and</strong> operati<strong>on</strong> should<br />
be further explored. It was also agreed that Member Ec<strong>on</strong>omies should carry forward their PV<br />
activities <strong>and</strong> pertinent agendas under the APEC framework.<br />
Therefore, c<strong>on</strong>tinue to realize the c<strong>on</strong>clusi<strong>on</strong>s, the current project(2011 APEC PV C<strong>on</strong>ference) aims<br />
to review informati<strong>on</strong> <strong>on</strong> PV promoti<strong>on</strong> policies <strong>and</strong> PV System Development in APEC Member<br />
Ec<strong>on</strong>omies <strong>and</strong> will establish an integrated informati<strong>on</strong> platform.<br />
The objects of this project are :<br />
--To establish infrastructure for the utilizati<strong>on</strong> of renewable energy ,especially PV, in the APEC<br />
regi<strong>on</strong>.<br />
--The 2011 APEC PV C<strong>on</strong>ference will c<strong>on</strong>tinue to provide a timely platform <strong>and</strong> opportunities for all<br />
APEC Member Ec<strong>on</strong>omies to address PV promoti<strong>on</strong> issues, discuss technology development<br />
exchange informati<strong>on</strong> <strong>and</strong> experience of promoti<strong>on</strong> scheme in the regi<strong>on</strong>.<br />
Relevance: How does the project meet the priorities of your forum <strong>and</strong> APEC as a whole?<br />
Why should APEC undertake this project?<br />
To execute the foregoing goals, the current project aims to review informati<strong>on</strong> <strong>on</strong> PV policies <strong>and</strong><br />

industry development available in APEC Member Ec<strong>on</strong>omies <strong>and</strong> establish an integrated<br />
informati<strong>on</strong> platform.<br />
The project will be followed by a c<strong>on</strong>ference designed to stimulate further sharing of experience<br />
<strong>and</strong> informati<strong>on</strong>. It is hoped that through more in-depth interacti<strong>on</strong>, mechanisms <strong>and</strong> networks for<br />
further collaborati<strong>on</strong> will take shape am<strong>on</strong>g APEC Ec<strong>on</strong>omies, which, at the current stage, are still<br />
characterized by inc<strong>on</strong>sistency in PV implementati<strong>on</strong>.<br />
The current project is line with the targets set by the APEC <strong>Energy</strong> Ministers Meeting <strong>and</strong> <str<strong>on</strong>g>EWG</str<strong>on</strong>g><br />
Green APEC as it will shorten the durati<strong>on</strong> of trials <strong>and</strong> errors for the APEC regi<strong>on</strong> in promoting<br />
<strong>and</strong> implementing PV <strong>and</strong> facilitate exchanges of technical informati<strong>on</strong>.<br />
This is expected to help exp<strong>and</strong> the role of the APEC regi<strong>on</strong> in global renewable energy<br />
development.The opini<strong>on</strong>s from the participating representatives will be used as benchmarks by<br />
Member Ec<strong>on</strong>omies in formulating targets.<br />

- Review informati<strong>on</strong> <strong>on</strong> PV policies <strong>and</strong> industry development in APEC Member Ec<strong>on</strong>omies.<br />
- Planning <strong>and</strong> organizati<strong>on</strong> of PV c<strong>on</strong>ference.The 2011 APEC PV C<strong>on</strong>ference will comprise<br />
c<strong>on</strong>ference secti<strong>on</strong> <strong>and</strong> round table discussi<strong>on</strong> will focus <strong>on</strong> (1) Government Policy (2)<br />
Incentive Programs <strong>and</strong> promoti<strong>on</strong> Experiences (3) PV Technology Trend.<br />
- Finalizing c<strong>on</strong>ference agenda.<br />
- Inviting speakers, representatives <strong>and</strong> experts from APEC Member Ec<strong>on</strong>omies.<br />
- Communicate the <str<strong>on</strong>g>EWG</str<strong>on</strong>g> meeting in Taipei.<br />
2.Who the beneficiaries <strong>and</strong> relevant stakeholders (APEC <strong>and</strong> n<strong>on</strong>-APEC ) are <strong>and</strong> how they will<br />
be engaged in the project.<br />
--There are many beneficiaries of this project .Especially,to establish a platform for all APEC<br />
Member Ec<strong>on</strong>omies to exchange informati<strong>on</strong> <strong>and</strong> experience of PV.<br />
--The project is open to all APEC ec<strong>on</strong>omies. Researchers from all APEC member ec<strong>on</strong>omies are<br />
welcome to c<strong>on</strong>tribute.<br />
