Project Synopsis – maximum 2 pages
Objective: What does the project seek to achieve?
The Sydney APEC Leader’s Declaration of 2007 emphasized that the pursuit of climate change
and energy security policies must avoid introducing barriers to trade and investment. Open trade,
investment and environmental policies are crucial to disseminating low emissions products,
technologies and best practices.
Electricity needs and environmental concerns are equally important for the economic development
in the APEC economies. Under the task of Green APEC the establishment of infrastructure for the
utilization of renewable energy has become an important topic in this region.
Most of the APEC economies locate in the sunshine rich area which provide excellent basis for the
deployment of photovoltaic (PV) system while PV electricity generation system has proven a clean
energy. PV technology has shown its great potential source in renewable energy to meet electricity
supply and to minimize the impact on environment.
To achieve the goals under the Green APEC Opportunity Initiative agreed upon at the Economic
Leaders’ Meeting, Chinese Taipei invited representatives and experts from 11 APEC Economies to
participate in a series of discussions held during October 7~9, 2008, to exchange views on the
establishment of a platform for dialogue on Photovoltaics between Member Economies.
Conclusions approved by all participating representatives include the following: 1. Sharing of
information on both government and industry levels should be continued. 2. Standardization of PV
installation training materials and certification of PV engineers and technicians should be
streamlined. 3. Issues regarding subsidy sources for PV system installation and operation should
be further explored. It was also agreed that Member Economies should carry forward their PV
activities and pertinent agendas under the APEC framework.
Therefore, continue to realize the conclusions, the current project(2011 APEC PV Conference) aims
to review information on PV promotion policies and PV System Development in APEC Member
Economies and will establish an integrated information platform.
The objects of this project are :
--To establish infrastructure for the utilization of renewable energy ,especially PV, in the APEC
region.
--The 2011 APEC PV Conference will continue to provide a timely platform and opportunities for all
APEC Member Economies to address PV promotion issues, discuss technology development
exchange information and experience of promotion scheme in the region.
Relevance: How does the project meet the priorities of your forum and APEC as a whole?
Why should APEC undertake this project?
To execute the foregoing goals, the current project aims to review information on PV policies and

industry development available in APEC Member Economies and establish an integrated
information platform.
The project will be followed by a conference designed to stimulate further sharing of experience
and information. It is hoped that through more in-depth interaction, mechanisms and networks for
further collaboration will take shape among APEC Economies, which, at the current stage, are still
characterized by inconsistency in PV implementation.
The current project is line with the targets set by the APEC Energy Ministers Meeting and <strong>EWG</strong>
Green APEC as it will shorten the duration of trials and errors for the APEC region in promoting
and implementing PV and facilitate exchanges of technical information.
This is expected to help expand the role of the APEC region in global renewable energy
development.The opinions from the participating representatives will be used as benchmarks by
Member Economies in formulating targets.

1. Project timelines and dates for key events and deliverables.
The project will include the following tasks:
- Review information on PV policies and industry development in APEC Member Economies.
- Planning and organization of PV conference.The 2011 APEC PV Conference will comprise
conference section and round table discussion will focus on (1) Government Policy (2)
Incentive Programs and promotion Experiences (3) PV Technology Trend.
- Finalizing conference agenda.
- Inviting speakers, representatives and experts from APEC Member Economies.
- Communicate the <strong>EWG</strong> meeting in Taipei.
2.Who the beneficiaries and relevant stakeholders (APEC and non-APEC ) are and how they will
be engaged in the project.
--There are many beneficiaries of this project .Especially,to establish a platform for all APEC
Member Economies to exchange information and experience of PV.
--The project is open to all APEC economies. Researchers from all APEC member economies are
welcome to contribute.
3.If this proposal builds on the findings or lessons learned from previous projects.
--Chinese Taipei invited representatives and experts from 11 APEC Economies to participate in a
series of discussions held during October 7~9, 2008, This project build on the conclusions
from previous PV Conference.
4.How you plan to communicate the results or benefits of this project to others?
- Conference report will be distributed to government agencies in APEC region. To further
disseminate the information, report will be posted on the APEC EGNRET website.
