APEC Self-Funded Project Proposal CoversheetPlease submit through APEC Secretariat Program Director.Project Title:Project Number(Assigned by Secretariat):Committee /WG / Sub-fora / Task-force:Proposing APEC economy:Co-sponsoring economies:Development of a Voluntary Peer Review of Fossil Fuel Subsidy ReformAPEC Energy Working Group (EWG)The United StatesNew Zealand (seeking additional co-sponsor)Date approved by fora:Expected start date: March/April 2013Expected completion date: December 2013Project summary:Briefly describe the project.Your summary shouldinclude the project topic, planned activities, timing and location:Total cost of project (USD): Approximately $25,000APEC Leaders have committed to phase out inefficient fossil-fuelsubsidies and annually review progress toward this goal. As a next step, the U.S. would like to develop guidelines, for APEC member economyconsideration, to establish a Voluntary Peer Review on Fossil FuelSubsidy Reform (VPR/FFSR). Like the APEC voluntary reportingmechanism (VRM), the VPR/FFSR would compliment, but not duplicate,on-going efforts in the G20 process. These guidelines would be basedon the existing APEC EWG Peer Review guidelines. Through a PeerReview process, we aim to improve the quality of information available toour Leaders through the APEC voluntary reporting mechanism; providetargeted assistance and capacity building for economies that wish toimplement reform; and to facilitate learning and provide an avenue forsharing positive reform experiences and policy tools among APECeconomies. Follow-on activities may include the Peer Reviews forvolunteer economies as well as APEC seminars to highlight successfuloutcomes and lessons learned. This self-funded APEC project proposalincludes: drafting guidelines for a VPR/FFSR; seeking input andendorsement from the EWG on these guidelines and methodology; andidentifying a volunteer economy to undertake a VPR/FFSR in 2014.Project Overseer Information and Declaration:Name: Jennifer Hendrixson WhiteTitle: Energy and Economic OfficerOrganization: U.S. Department of StatePostal address: 2201 C St NW, Washington DC 20250Tel: +1.202.647.2011E-mail: whitejh@state.govName: Sarah Smiley/Victoria WaiteTitle: Senior Advisor/Chief of PartyOrganization: APEC Technical Assistance and Training FacilityPostal address: APEC Secretariat, 35 Heng Mui Keng Terrace, Singapore 119616Tel: +65 6891 9600E-mail: ssmiley@nathaninc.org, vwaite@nathaninc.com
