Report <strong>on</strong> the <str<strong>on</strong>g>APEC</str<strong>on</strong>g> EWG <str<strong>on</strong>g>Expert</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> <strong>on</strong> <strong>Energy</strong> <strong>Efficiency</strong> and C<strong>on</strong>servati<strong>on</strong>39 th <str<strong>on</strong>g>APEC</str<strong>on</strong>g> <strong>Energy</strong> Working <str<strong>on</strong>g>Group</str<strong>on</strong>g> MeetingTokyo, Japan 9-13 March 2010Since the last report from the <str<strong>on</strong>g>Expert</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> <strong>on</strong> <strong>Energy</strong> <strong>Efficiency</strong> and C<strong>on</strong>servati<strong>on</strong> (EGEE&C)to the <str<strong>on</strong>g>APEC</str<strong>on</strong>g> <strong>Energy</strong> Working <str<strong>on</strong>g>Group</str<strong>on</strong>g> (EWG) at EWG38 in Bali Ind<strong>on</strong>esia, November 2009, the<str<strong>on</strong>g>Expert</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> has held its 35 th meeting in Wellingt<strong>on</strong>, New Zealand.The meeting was held back to back with the <str<strong>on</strong>g>Expert</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> <strong>on</strong> <strong>Energy</strong> Data Analysis meetingand the <strong>Energy</strong> Standards Informati<strong>on</strong> System meeting during the week 1-5 February 2010.EGEDA and EGEE&C Joint Meeting:The joint meeting of EGEE&C and EGEDA (<str<strong>on</strong>g>Expert</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> <strong>on</strong> <strong>Energy</strong> Data Analysis) wasattended by around 40 representatives from 14 ec<strong>on</strong>omies or internati<strong>on</strong>al organisati<strong>on</strong>s. Themeeting focused <strong>on</strong> comm<strong>on</strong> areas where the two groups could coordinate their activities,particularly <strong>on</strong> energy efficiency indicators. The two groups acknowledged the need forcomm<strong>on</strong> indicators to measure progress against the <str<strong>on</strong>g>APEC</str<strong>on</strong>g> inspirati<strong>on</strong>al goal. As an outcome,the two <str<strong>on</strong>g>Expert</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> Chairs agreed toa) Discuss out-of-sessi<strong>on</strong> a pathway to promote use of energy efficiency indicators in the <str<strong>on</strong>g>APEC</str<strong>on</strong>g>regi<strong>on</strong>; andb) Report back to their groups <strong>on</strong> the outcomes of discussi<strong>on</strong>.ESIS Steering <str<strong>on</strong>g>Group</str<strong>on</strong>g> Meeting:The <strong>Energy</strong> Standards Informati<strong>on</strong> System (ESIS) is an <strong>on</strong>line database maintained byc<strong>on</strong>tributi<strong>on</strong>s from EGEE&C members. ESIS reduces technical barriers to trade in energyefficient products by sharing informati<strong>on</strong> that can help ec<strong>on</strong>omies to adopt and align energyefficiency standards. It is very pleasing to inform EWG that the ESIS website is now <str<strong>on</strong>g>APEC</str<strong>on</strong>g>compliant and that the site has been refreshed both in appearance and c<strong>on</strong>tent.Priorities for 2010 are to collect ec<strong>on</strong>omy c<strong>on</strong>tributi<strong>on</strong>s for website maintenance, keep c<strong>on</strong>tentupdated, and make further improvements, e.g. to the search functi<strong>on</strong>s. Japan is seeking TILFfunding for a 2010 project to ‘reduce trade barriers to envir<strong>on</strong>mental goods and services’ thatwill use ESIS to do a ‘stock take’ of coverage and alignment of energy efficiency standards inthe <str<strong>on</strong>g>APEC</str<strong>on</strong>g> regi<strong>on</strong>.EGEE&C MeetingAt EGEE&C 35, 30 officials and experts <strong>on</strong> energy-efficiency from nine <str<strong>on</strong>g>APEC</str<strong>on</strong>g> ec<strong>on</strong>omies 1 , andthree related organisati<strong>on</strong>s 2 met to discuss current and future projects, ec<strong>on</strong>omy updates, andthe latest developments of the <strong>Energy</strong> Standards Informati<strong>on</strong> System (ESIS). An acti<strong>on</strong> arising from thepresentati<strong>on</strong> was that the EGEE&C Chair undertook to share all project synopses relating tostandards and c<strong>on</strong>formance with the SCSC Chair, and encouraged reciprocity. The EGEEC& SCSC will hold a joint meeting in Japan this September, al<strong>on</strong>gside a workshop <strong>on</strong>standards and c<strong>on</strong>formance, with a ‘green harm<strong>on</strong>isati<strong>on</strong>’ theme• A presentati<strong>on</strong> <strong>on</strong> the SCSC’s planned C<strong>on</strong>ference <strong>on</strong> Implementati<strong>on</strong> of <strong>Energy</strong>Management Standardisati<strong>on</strong> Project (scheduled to take place in the US in early 2011). Thec<strong>on</strong>ference will encourage the <str<strong>on</strong>g>APEC</str<strong>on</strong>g> business community to implement the ISO energymanagement standard.• A presentati<strong>on</strong> <strong>on</strong> the Internati<strong>on</strong>al Partnership for <strong>Energy</strong> <strong>Efficiency</strong> Cooperati<strong>on</strong> (IPEEC *)proposal called “Super-efficient Equipment and Appliance Deployment” (SEAD). Theproposal will;o Promote the mass market adopti<strong>on</strong> of high energy efficient technologies for keyelectrical appliances that are forecast to demand the largest share of residentialelectricity: refrigerators, televisi<strong>on</strong>s, air c<strong>on</strong>diti<strong>on</strong>ers, fans and lighting.o Seek global agreement <strong>on</strong> best practice energy efficiency for these appliancetypes and seek a global commitment from ec<strong>on</strong>omies to advance best practice.o The USA has committed $3m towards the project and it will advance theobjectives through existing programmes.Acti<strong>on</strong>: The group agreed that the Chair EGEE&C would c<strong>on</strong>tact the SEAD project leaders togive an outline <strong>on</strong> the EGEE&C, its objectives, credentials, activities, and interest in the SEADproject, and invite discussi<strong>on</strong> <strong>on</strong> how EGEE&C might be involved in SEAD. The Chair hasmade initial c<strong>on</strong>tact and is awaiting further informati<strong>on</strong>.*IPEEC is a forum for Canada, the People’s Republic of China, France, Germany, India, Italy, Japan, theRepublic of Korea, the Russian Federati<strong>on</strong>, the United Kingdom, the United States of America, and theEuropean Community, represented by the European Commissi<strong>on</strong> to facilitate acti<strong>on</strong>s that yield highenergy efficiency gains.EGEE&C Survey of PrioritiesKey priority areas for EGEE&C – report back <strong>on</strong> surveyThe EGEE&C priorities survey was an outcome of EGEE&C 33 in Singapore, 2009. Its purposewas to help the group reassess priorities for its future work.The survey was sent to all <str<strong>on</strong>g>APEC</str<strong>on</strong>g> ec<strong>on</strong>omies in mid 2009. Replies were received from nineec<strong>on</strong>omies. The nine ec<strong>on</strong>omies are regular participants in EGEE&C.A report <strong>on</strong> the survey was tabled at the meeting, and the Chair gave a presentati<strong>on</strong> <strong>on</strong> results.The presentati<strong>on</strong> highlighted the key priorities in each sector, and for each priority, the keydrivers for and barriers to achieving energy efficiency in that area.
