steps for APPLYING THE MODEL<br />

STEP 1: Plann<strong>in</strong>g<br />

Plann<strong>in</strong>g can improve the effectiveness <strong>and</strong> efficiency of procurement. It requires agencies to be<br />

discipl<strong>in</strong>ed, as well as plan <strong>and</strong> properly manage the procurement of products <strong>and</strong> services. The effort<br />

expended <strong>in</strong> the plann<strong>in</strong>g stage will ensure the best possible outcomes <strong>and</strong> should be c<strong>on</strong>sistent with the<br />

nature of the procurement (that is size, value, complexity <strong>and</strong> level of risk). Factors to be c<strong>on</strong>sidered <strong>in</strong><br />

the plann<strong>in</strong>g process <strong>in</strong>clude:<br />

the need for a product or service, whether there are any specific design requirements, <strong>and</strong> how safe<br />

design pr<strong>in</strong>ciples can be applied<br />

the nature of the procurement <strong>and</strong> identify<strong>in</strong>g <strong>and</strong> assess<strong>in</strong>g the level of risk<br />

a method to c<strong>on</strong>sult with workers/users affected <strong>and</strong> <strong>in</strong>tegrate them/their views <strong>in</strong>to the decisi<strong>on</strong><br />

mak<strong>in</strong>g<br />

the treatment of identified OHS risks<br />

the need for suppliers to be pre-qualified or to have a certified OHS management system (may tend<br />

to apply to larger suppliers)<br />

the need for a transiti<strong>on</strong> plan where it is anticipated that the service requirement is to extend bey<strong>on</strong>d<br />

the c<strong>on</strong>tract period<br />

the need for a whole-of-life plan. This might <strong>in</strong>clude be<strong>in</strong>g sold to another user, be<strong>in</strong>g modified to suit<br />

another purpose (such as a build<strong>in</strong>g), be<strong>in</strong>g refurbished, ma<strong>in</strong>ta<strong>in</strong>ed, <strong>and</strong> eventually demolished or<br />

discarded, <strong>and</strong><br />

<strong>in</strong>corporat<strong>in</strong>g risk identificati<strong>on</strong> <strong>and</strong> reducti<strong>on</strong> strategies <strong>in</strong>to procurement plans or bus<strong>in</strong>ess cases.<br />

A checklist of possible OHS c<strong>on</strong>siderati<strong>on</strong>s at each stage of the procurement process is provided at<br />

Appendix 1.<br />

Risk management<br />

Procurement should not <strong>in</strong>troduce any risks to the health <strong>and</strong> safety of employees <strong>and</strong> third parties.<br />

Effective risk management lets agencies proactively identify <strong>and</strong> manage risks, opportunities <strong>and</strong> issues<br />

aris<strong>in</strong>g out of procurement.<br />

The risk management strategies adopted to support procurement decisi<strong>on</strong>s should <strong>in</strong>corporate the<br />

assessment <strong>and</strong> management of identified OHS <strong>and</strong> safe design risks. Identify<strong>in</strong>g potential OHS risks<br />

early <strong>and</strong> select<strong>in</strong>g the best opti<strong>on</strong> for manag<strong>in</strong>g those risks assists <strong>in</strong> achiev<strong>in</strong>g more favourable <strong>and</strong><br />

reliable outcomes. It is important to note that each procurement requires its own risk assessment that is<br />

aligned with its own c<strong>on</strong>text. A guide <strong>on</strong> OHS risk management is provided at Appendix 2.<br />

The follow<strong>in</strong>g questi<strong>on</strong>s need to be c<strong>on</strong>sidered at the procurement plann<strong>in</strong>g stage to ensure that an<br />

agency’s OHS resp<strong>on</strong>sibilities are adequately addressed.<br />
