FOREWORD<br />

The Australian Safety <strong>and</strong> Compensati<strong>on</strong> Council (ASCC) leads <strong>and</strong> coord<strong>in</strong>ates nati<strong>on</strong>al efforts to prevent<br />

workplace death, <strong>in</strong>jury <strong>and</strong> disease <strong>in</strong> Australia <strong>and</strong> to improve occupati<strong>on</strong>al health <strong>and</strong> safety (OHS),<br />

workers’ compensati<strong>on</strong> arrangements <strong>and</strong> return to work of <strong>in</strong>jured employees.<br />

The Nati<strong>on</strong>al OHS Strategy 2002-2012 (Nati<strong>on</strong>al Strategy), which was endorsed by the Workplace<br />

Relati<strong>on</strong>s M<strong>in</strong>isters’ Council <strong>on</strong> 24 May 2002, records a commitment by all Australian, state <strong>and</strong> territory<br />

governments, the Australian Chamber of Commerce <strong>and</strong> Industry (ACCI) <strong>and</strong> the Australian Council of<br />

Trade Uni<strong>on</strong>s (ACTU) to share the resp<strong>on</strong>sibility of ensur<strong>in</strong>g that Australia’s performance <strong>in</strong> work-related<br />

health <strong>and</strong> safety is c<strong>on</strong>t<strong>in</strong>uously improved.<br />

The Nati<strong>on</strong>al Strategy sets out five nati<strong>on</strong>al priorities to achieve short-term <strong>and</strong> l<strong>on</strong>g-term improvements.<br />

The priorities are to:<br />

1. Reduce high <strong>in</strong>cidence/severity risks<br />

2. Improve the capacity of bus<strong>in</strong>ess operators <strong>and</strong> workers to manage OHS effectively<br />

3. Prevent occupati<strong>on</strong>al disease more effectively<br />

4. Elim<strong>in</strong>ate hazards at the design stage, <strong>and</strong><br />

5. Strengthen the capacity of government to <strong>in</strong>fluence OHS outcomes.<br />

<str<strong>on</strong>g>Guidance</str<strong>on</strong>g> <strong>on</strong> OHS <strong>in</strong> Government Procurement has been developed to support Priority 5 of the Nati<strong>on</strong>al<br />

Strategy which focuses <strong>on</strong> strengthen<strong>in</strong>g the capacity of government to <strong>in</strong>fluence OHS outcomes. As<br />

governments are major purchasers of goods <strong>and</strong> services, <strong>and</strong> as such can <strong>in</strong>fluence safety outcomes<br />

through their procurement arrangements, they have the potential to decrease the number of workplace<br />

<strong>in</strong>juries <strong>and</strong> fatalities.<br />

The model, tools <strong>and</strong> <strong>in</strong>formati<strong>on</strong> offered <strong>in</strong> this guide aim to encourage governments <strong>and</strong> suppliers to<br />

<strong>in</strong>corporate OHS <strong>and</strong> safe design c<strong>on</strong>siderati<strong>on</strong>s <strong>in</strong>to their procurement policies <strong>and</strong> practices. They were<br />

developed <strong>in</strong> c<strong>on</strong>sultati<strong>on</strong> with Comcare <strong>and</strong> the Department of F<strong>in</strong>ance <strong>and</strong> Adm<strong>in</strong>istrati<strong>on</strong>.<br />

The pr<strong>in</strong>ciples of elim<strong>in</strong>at<strong>in</strong>g hazards at the design stage (safe design) are an important c<strong>on</strong>siderati<strong>on</strong><br />

where design is part of a procurement. For the period 1 July 2000 to 30 June 2002 a m<strong>in</strong>imum of <strong>on</strong>e <strong>in</strong><br />

four workplace fatalities were related to poor design . Priority 4 of the Nati<strong>on</strong>al Strategy aims to promote<br />

health <strong>and</strong> safety at the source by elim<strong>in</strong>at<strong>in</strong>g hazards at the design stage, which <strong>in</strong>volves designers,<br />

manufacturers, c<strong>on</strong>structors <strong>and</strong> suppliers. Procurement decisi<strong>on</strong>s need to c<strong>on</strong>sider the safe design<br />

of products, systems <strong>and</strong> build<strong>in</strong>gs so that potential hazards can be elim<strong>in</strong>ated before they enter the<br />

workplace.<br />

If governments, at all levels, <strong>in</strong>tegrate OHS requirements <strong>in</strong>to all stages of the procurement process,<br />

suppliers will need to dem<strong>on</strong>strate their ability to meet these requirements.<br />

Build<strong>in</strong>g <strong>and</strong> C<strong>on</strong>structi<strong>on</strong><br />

As a major procurer of build<strong>in</strong>g <strong>and</strong> c<strong>on</strong>structi<strong>on</strong> services, the Australian Government is committed to<br />

work<strong>in</strong>g with the build<strong>in</strong>g <strong>and</strong> c<strong>on</strong>structi<strong>on</strong> <strong>in</strong>dustry to improve its OHS performance.<br />

In procur<strong>in</strong>g build<strong>in</strong>g <strong>and</strong> c<strong>on</strong>structi<strong>on</strong> services, agencies are subject to the specific requirements of the<br />

Federal Safety Commissi<strong>on</strong>er (FSC), as def<strong>in</strong>ed <strong>in</strong> the Build<strong>in</strong>g <strong>and</strong> C<strong>on</strong>structi<strong>on</strong> Industry Improvement<br />
