Whole-of-life<br />

Encompasses the whole process of acquir<strong>in</strong>g goods or services<br />

(<strong>in</strong>clud<strong>in</strong>g disposal). Procurement takes many forms <strong>and</strong> <strong>in</strong>cludes<br />

the acquisiti<strong>on</strong> of c<strong>on</strong>sumables (goods), real property, capital<br />

equipment such as computers, built assets such as hospitals,<br />

schools, roads <strong>and</strong> major facilities <strong>and</strong> services such as office<br />

accommodati<strong>on</strong>, clean<strong>in</strong>g <strong>and</strong> security.<br />

A published notice <strong>in</strong>vit<strong>in</strong>g bus<strong>in</strong>esses who satisfy c<strong>on</strong>diti<strong>on</strong>s for<br />

participati<strong>on</strong> to submit a tender <strong>in</strong> accordance with the requirements<br />

of the request for tender <strong>and</strong> other request documentati<strong>on</strong>.<br />

A procurement procedure <strong>in</strong> which the procur<strong>in</strong>g agency selects<br />

which potential suppliers are <strong>in</strong>vited to submit tenders. For covered<br />

procurements, a select tender process may <strong>on</strong>ly be c<strong>on</strong>ducted <strong>in</strong><br />

accordance with certa<strong>in</strong> procedures <strong>and</strong> circumstances set out <strong>in</strong><br />

Divisi<strong>on</strong> 2 of the Comm<strong>on</strong>wealth Procurement Guidel<strong>in</strong>es.<br />

A detailed descripti<strong>on</strong> of the public authority’s procurement<br />

requirement <strong>and</strong> c<strong>on</strong>sequently what the supplier is required to<br />

comply with <strong>in</strong> order to provide the goods or services.<br />

Operati<strong>on</strong>al requirements necessary to fulfill a c<strong>on</strong>tract.<br />

A submissi<strong>on</strong> from a potential supplier mak<strong>in</strong>g an offer to perform<br />

procurement. In the procurement process this pr<strong>in</strong>ciple requires<br />

a comparative analysis of all relevant costs <strong>and</strong> benefits of each<br />

proposal throughout the whole procurement cycle (whole-of-life<br />

cost<strong>in</strong>g). Whole-of-life assessment would <strong>in</strong>clude c<strong>on</strong>sider<strong>in</strong>g factors<br />

the performance history of each prospective supplier;<br />

the relative risk of each proposal<br />

f<strong>in</strong>ancial c<strong>on</strong>siderati<strong>on</strong>s <strong>in</strong>clud<strong>in</strong>g all relevant direct <strong>and</strong> <strong>in</strong>direct<br />

benefits <strong>and</strong> costs over the whole procurement cycle<br />

the anticipated price that could be obta<strong>in</strong>ed, or cost that may be<br />

<strong>in</strong>curred, at the po<strong>in</strong>t of disposal, <strong>and</strong><br />

the evaluati<strong>on</strong> of c<strong>on</strong>tract opti<strong>on</strong>s (for example, c<strong>on</strong>tract<br />

extensi<strong>on</strong> opti<strong>on</strong>s).<br />
