174. LOCAL DEVELOPMENT FRAMEWORK MS<br />
suggested deferring to next meeting as document is large<br />
and needs consideration. MS to circulate document.<br />
Agreed. Meeting for town and parish councils is 7.30pm<br />
on 22nd February at The Great Dunmow Maltings.<br />
Consultation period runs until Friday 9th April.<br />
175. AFFORDABLE HOUSING GW reported that the<br />
sub-committee consisting of BS, MS and himself had<br />
travelled with Moira Groborz of RCCE on 29 January to<br />
inspect housing association developments in <strong>Hatfield</strong><br />
Broad Oak, Thaxted and Matching Tye and to meet with<br />
personnel of English Rural Housing Association and<br />
Hastoe Housing Association. The sub-committee met<br />
again on 8 February and agreed to recommend to the PC<br />
that Hastoe HA be selected to proceed with the<br />
development of an affordable housing scheme, this<br />
recommendation being based on a number of factors<br />
including the views of other parish councils that had<br />
worked with the two HAs, the commitment of the two<br />
HAs to sustainable development and their access to<br />
sources of funding. GW proposed that Hastoe HA be<br />
selected to develop an affordable housing scheme in the<br />
village and that the sub-committee should continue to<br />
liaise with the various parties involved. Agreed. GW to<br />
draft suitable replies to Hastoe and English Rural Housing<br />
Associations<br />
176. VILLAGE GREEN – PONDS Sub committee<br />
reported on progress regarding ponds. Ongoing<br />
communications with Essex Wildlife. Action sheet needs<br />
revision and submit at next meeting. MS has spoken to<br />
John Kenney regarding selective grass cutting. JK is<br />
prepared to purchase suitable machinery but needs more<br />
contracts than HHPC to justify. Christine Knight has been<br />
asked to comment on the Action Plan. Clerk to arrange<br />
clearance of branches from oak tree near ML. 177.<br />
VILLAGE GREEN – PLANTERS Gardening Club still<br />
considering scheme. MS said Takeley and HBO have had<br />
grants to install planters and may have had problems in<br />
maintenance. Clerk to research experiences. 178.<br />
HIGHWAYS – BUS SHELTER Clerk has contacted ECC<br />
Passenger Transport Liaison. The replacement of the bus<br />
shelter opposite The Thatchers is due imminently.<br />
Existing shelter has now been removed and groundworks<br />
started for erection of new shelter. Clerk to confirm type<br />
of shelter being installed.<br />
179. HIGHWAYS – JUNCTION IMPROVEMENTS<br />
Clerk has circulated feasibility study and alternative<br />
schemes to all councillors. MS suggested a subcommittee<br />
to consider all implications and report back. Agreed MS,<br />
ML, BJ, JB to form sub-committee. POS suggested a<br />
4
