It was moved by Mr. Macomber and seconded by Mr. Yagielski to approve<br />

the Minutes of the June 19, 2006 meeting. The motion passed unanimously.<br />

Board Members discussed the following:<br />

- Board Member John Yagielski thanked Dr. Nagler and Dr. Jacobs for reviewing<br />

the concerns raised by staff members at the June 19 th Board Meeting. He noted<br />

that the Board was especially pleased to have received information addressing<br />

the safety concerns raised by the staff and that administration was prepared to<br />

continue to monitor class sizes and the issue of safety during the summer.<br />

BOARD MEMBERS<br />

The Board was also pleased to see that the number of actual staffing lay-offs<br />

included in the June staffing agenda was much less than had been projected<br />

during the earlier budget discussions. Hope was expressed that the number<br />

might decrease further over the summer as additional students were identified.<br />

- A recent article in the Times Union which featured a former student (Barry<br />

Davis) who had attended the Albany Campus of the Career and Technical<br />

School. Mr. Davis is well known for his knife carving abilities.<br />

- Results were shared regarding the items the Board identified as potential goals<br />

for the 2006-07 School Year during the June 19 th meeting. Further discussion<br />

will take place on <strong>July</strong> 13 th during the retreat.<br />

- The book Professional Learning Communities at Work - Best Practices for<br />

Enchancing Student Achievement - which will be discussed during the retreat<br />

on <strong>July</strong> 13 th and 14 th was discussed.<br />

- A letter was received from the Guilderland Central School Board. The <strong>Capital</strong><br />

<strong>Region</strong> <strong>BOCES</strong> Board will try to meet in August or September to discuss the<br />

issues raised.<br />

- The Nursing Graduation held on June 28 th at Mohonasen.<br />

- Attendance at the Resolution Committee Meeting held at the NYSSBA. Packets<br />

will be sent out in the very near future.<br />

- The 2006 Academy for Public School Governance Conference scheduled for<br />

<strong>July</strong> 21 – 23, 2006 or September 15 – 17, 2006 at The Desmond Hotel &<br />

Conference Center.<br />

- The Twelfth Annual School Law Conference scheduled for <strong>July</strong> 21, 2006 at<br />

the Desmond..<br />

Policy Committee - Dr. Bergeron (Chair) - The committee is in the process of<br />

scheduling a meeting in order to decide if the Audit/Finance/Facilities<br />

Committee should remain in tact or if it should be separated.<br />

Component/Community Relations Committee - Mrs. Beloncik (Chair) - Suggested<br />

Administration compile a list of 2006-07 Board Meeting dates for component<br />

Boards of Education.<br />

1. Permission for the Career and Technical Education Division to apply for a grant<br />

entitled “State Welfare Program Title II - Albany, Rensselaer, Schenectady, Fulton,<br />

Montgomery, Schoharie” in the amount of $7,839. The purpose of the grant is to<br />

continue the programs for Adult Basic & Adult Secondary Education.<br />

2. Permission for the Career and Technical Education Division to apply for a grant<br />

entitled “2006-2007 Perkins” in the amount of $409,127. The purpose of the grant is<br />

to improve and develop Career and Technical Education Programs.<br />

It was moved by Mr. Kutzscher and seconded by Mr. Bradt to accept the<br />

WHEREAS, The Board of Education of the <strong>Capital</strong> <strong>Region</strong> <strong>BOCES</strong> finds:<br />

RESOLVED, that the Installment/Purchase Agreement is in the best interests of the<br />

<strong>BOCES</strong>, because the use of the equipment to be acquired will result in increased efficiency<br />

to the <strong>BOCES</strong>, because <strong>BOCES</strong> does not have sufficient funds available to be able to<br />

purchase the equipment, and because Chase Equipment Leasing, Inc. is the lowest<br />

conforming bidder, and it is further<br />

is <strong>July</strong> 10, 2006 through <strong>July</strong> 9, 2009.<br />

Allegany <strong>BOCES</strong>, 1825 Windfall Road, Olean, New York 14760. Cattaraugus<br />

Allegany <strong>BOCES</strong> will provide one week of a 35 Hour Schools Attuned professional<br />

development and service program. <strong>BOCES</strong> will pay $1,050 per participant. The<br />

contract period is <strong>July</strong> 10, 2006 through <strong>July</strong> 15, 2006.<br />

5. An agreement between the Albany-Schoharie-Saratoga <strong>BOCES</strong> and Schenectady<br />

County, Office of Community Services, Schaffer Heights, 107 Nott Terrace, Suite<br />

205, Schenectady, New York 12308-3170. <strong>BOCES</strong> will provide substance abuse<br />

prevention services. Schenectady County will pay $465,813. The contract period is<br />

January 1, 2006 through December 31, 2006.<br />

6. An agreement between the Albany-Schoharie-Saratoga <strong>BOCES</strong> and Schenectady<br />

County, Office of Community Services, Schaffer Heights, 107 Nott Terrace, Suite<br />

205, Schenectady, New York 12308-3170. <strong>BOCES</strong> will provide substance abuse<br />

evaluation services. Schenectady County will pay $149,000. The contract period is<br />

January 1, 2006 through December 31, 2006.<br />

7. An agreement between the Albany-Schoharie-Saratoga <strong>BOCES</strong> and Schenectady<br />

County, Office of Community Services, Schaffer Heights, 107 Nott Terrace, Suite<br />

205, Schenectady, New York 12308-3170. <strong>BOCES</strong> will provide psychological<br />

assessment and substance abuse services. Schenectady County will pay $161,368.<br />

The contract period is January 1, 2006 through December 31, 2006.<br />

8. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

Warren Tire Service Center, Inc., 4 Highland Avenue, Queensbury, New York<br />

12804. Warren Tire (Clifton Park) will provide orientation for <strong>BOCES</strong> students and<br />

staff in the Intermediate Steps Program in order to acquaint them with the work<br />

environment and with applicable policies. There are no fees involved. The contract<br />

period is September 7, 2006 through June 30, 2007.<br />

10. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

William Colgan, Hayes Road, Rensselaer, New York 12144, in the amount of<br />

$225.00 per day, with total payments not to exceed $6,750. The contract period will<br />

be <strong>July</strong> 10, 2006 through October 10, 2006, with an option to extend until January 10,<br />

2007. The contract will provide for consulting services to NERIC staff on data<br />

conversions from legacy systems to new NERIC supported software systems.<br />

11. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

National Notification Network (NNN), 505 North Brand Boulevard, Suite 700,<br />

Glendale, California 91203. National Notification Network will provide mass<br />

notification software for emergencies during the period <strong>July</strong> 1, 2006 through June 30,<br />

2007. The amount of the contract will be based on the number of members with<br />

service agreements.<br />

12. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

Surya Vemparalla, 412 Elm Street, Schenectady, New York 12304. The amount of<br />

the contract will be $200.00 per day, with total payments not to exceed $13,000. The<br />

contract period will be <strong>July</strong> 10, 2006 through October 10, 2006 with the option to<br />

extend until January 10, 2007. The contract will provide for consulting services<br />

regarding data warehouse.<br />

13. An agreement between the Albany-Schoharie-Saratoga <strong>BOCES</strong> and Heinemann<br />

Professional Development, 361 Hanover Street, Portsmouth, New Hampshire<br />

03801. Heinemann Professional Development will present workshops at the summer<br />

Writing Institute. <strong>BOCES</strong> will pay $10,100. The contract period is August 1 through<br />

3, 2006.<br />

14. An agreement between the Albany-Schoharie-Schenectady-Saratoga <strong>BOCES</strong> and<br />

The Myers Group, LLC, 1 Dogwood Lane, Apalachin, New York 13732. The<br />

Myers Group will provide consulting services for the development and operations of<br />

telecommunications networks through the <strong>Capital</strong> <strong>Region</strong> <strong>BOCES</strong>-Northeastern<br />

<strong>Region</strong>al Information Center. Anticipated cost of the consultant agreement is<br />
