Minutes will be posted on the <strong>Capital</strong> <strong>Region</strong> <strong>BOCES</strong> website within 5 days after Board approval.<br />

Privilege of the Floor shall be extended to any person in attendance. Each person wishing to exercise this privilege shall be allowed five (5) minutes in which to<br />

Recommend adoption of the following resolution which would permit <strong>BOCES</strong> to standardize on<br />

WHEREAS, the Albany-Schoharie-Schenectady-Saratoga Board of Cooperative Educational<br />

Services desires to enhance existing or acquire additional equipment, products or services, and<br />

WHEREAS, said equipment, products or services are designed to work in a specific manner and<br />

WHEREAS, staff has been or will be specially trained in the use of said equipment, products or<br />

services, and use of a single manufacturer’s equipment, products or services results in services being<br />

delivered more efficiently and in a more cost effective manner, and<br />

and<br />

WHEREAS, member districts have specifically requested specific equipment, products or services,<br />

NOW, THEREFORE, BE IT RESOLVED, that there is a need to standardize future purchases of<br />

equipment, products or services in order to provide efficiency and economy of operation, and<br />

Havertown, Pennsylvania. M & T Bank will provide installment purchasing financing for LAN<br />

Equipment and Software, based on a Master Lease Agreement, the amount specified in each<br />

equipment schedule amortized as principal and interest. Each individual lease will have its own<br />

lease contract. The contract period is August 20, 2013 through August 19, 2014 with three (3)<br />

f. Recommend approval of an amendment to the lease agreement between the Albany-Schoharie-<br />

York 12205. Shaker Pine will provide office space located at 1031 Watervliet-Shaker Road,<br />

Albany, New York. <strong>BOCES</strong> will pay $38,500 per month. The contract period is September 1,<br />

g. Recommend approval of an agreement between the Albany-Schoharie-Schenectady-Saratoga<br />

exclusive right to photograph the Spring Prom on Friday, May 9, 2014. There is no fee involved.<br />

h. Recommend approval of an agreement between the Albany-Schoharie-Schenectady-Saratoga<br />

<strong>BOCES</strong> and Proctors, 432 State Street, Schenectady, New York 12305. Proctors will provide<br />

space on June 11, 2014 for the Albany CTE Awards/Graduation Ceremony. The initial cost of<br />

the theatre and basic equipment for this event is $1,500. Additional charges to be determined on<br />

the day of the event include Staff Fees House Manager, four (4) hour minimum at $35.00 per<br />

hour, Production Manager, four (4) hour minimum at $35.00 per hour, Stage Crew, four (4) hours<br />

per person minimum with a minimum of two (2) persons at $35.00 per hour, Sound Technician at<br />

$35.00 per hour; Lighting Technician at $35.00 per hour, Security and Fire Personnel at $50.00<br />

per hour, per officer for a maximum of four (4) hours. Should the number of needed service<br />

exceed four (4) hours, there will be an additional charge in the amount determined by the<br />

Chicago, Illinois 60607. eSpark will provide licensing for personalized learning plans for<br />

students and a teacher dashboard through applications on the Apple iPad in support of NERIC<br />

Meridian Center, Rochester, New York 14618. Fiber Technologies will provide 1 GIG<br />

broadband service to the Troy City School District with (7) seven locations (Troy High School to<br />

Carroll Hill, School 18, School 16, School 12, School 2, School 1, School 14). <strong>BOCES</strong> will pay<br />

$60,540 per year. The contract period is July 1, 2013 through June 30, 2018. The agreement is<br />

r. Recommend approval of an agreement between the Albany-Schoharie-Schenectady-Saratoga<br />

<strong>BOCES</strong> and Fiber Technologies Networks, LLC, d/b/a Fibertech, 300 Meridian Centre,<br />

Rochester, New York 14618. Fibertech Technologies will provide 10 Gigabit-Ethernet dedicated<br />

access services connecting the <strong>BOCES</strong> - NERIC Data Center to Fibertech POP / Cogent<br />

Communications Meet-Point. <strong>BOCES</strong> will pay $24,000 per year. The contract period is<br />

approximately October 1, 2013 through September 30, 2018. The agreement is based on Bid<br />

s. Recommend approval of an extension of an agreement between the Albany-Schoharie-<br />

training/staff development, effectiveness of services & delivery, and effectiveness of ELL in<br />

urban education. <strong>BOCES</strong> will pay approximately $10,000. The contract period is approximately<br />

<strong>BOCES</strong> and TVC ALBANY, INC. d/b/a Tech Valley Communications. Tech Valley will<br />

provide two Gigabit-Ethernet (1000Mbps) dedicated access services for the Ravena-Coeymans-<br />

Selkirk Central School District. The first Gigabit-Ethernet dedicated access service will connect<br />

the NERIC Data Center to Ravena-Coeymans-Selkirk High School and a second dedicated access<br />

service will connect the Ravena-Coeymans-Selkirk High School to the Ravena-Coeymans-<br />

Selkirk District Office. <strong>BOCES</strong> will pay $15,480 per year. The contract period is approximately<br />

September 1, 2013 through August 31, 2018. The agreement is based on Bid #13-005, which was<br />

FSI Program in order for the students to be integrated into the college academic and social<br />

setting. The annual rent is $15,000. The lease agreement if for the period July 1, 2013 through<br />

Request the following be accepted in accordance with Board Policy No. 6770:<br />

Career and Technical Education<br />

- One (1) Lot of assorted hardware, building materials, slider doors and holding trays donated by Linda<br />

Meyer, Tractor Supply Company, 125 Plaza Lane, Cobleskill, New York 12043.<br />

This equipment will be used for training and educational purposes by the Power Sports,<br />

Construction, Heavy Equipment and Automotive Programs at Schoharie CTE.<br />

- $250.00 donated by Mollie Burgett, Middleburgh Kestrel Projects, 136 Swart Hollow Road, West<br />

Fulton, New York 12194 to the Schoharie Skills USA.<br />

These funds are for the effort and participation of the Auto Services Class of Schoharie CTE<br />

helping to build 130 Kestrel bird houses.<br />

1. Tech Valley School Foundation Board<br />

Recommend the Board authorize the re-appointment of the following individual(s) to the Tech<br />

Valley School Foundation Board and to authorize the District Superintendent to execute a consent form<br />

to this effect.<br />

- John Cavalier - Retired CEO and Chairman of MapInfo Corporation and the founding Chairman of<br />

The Tech Valley School Foundation, Inc. board. Three (3) year term to expire September 30, 2016.<br />

- Dale Thuillez - Has served as Chairman and President of the Tech Valley School Foundation.<br />

Three (3) year term to expire September 30, 2016<br />

- Andrew W. Halliday, JD - A founder of Halliday Tech Valley <strong>Capital</strong>, heads the <strong>Capital</strong> Markets<br />

division, and serves as the President of the Halliday Financial Group. Three (3) year term to expire<br />

September 30, 2016.<br />

Appointment of the following individual(s) to the Tech Valley School Foundation Board and to<br />

authorize the District Superintendent to execute a consent form to this effect.<br />

- Omar Usmani - Executive Partner of Aeon Nexus Corporation http://www.aeonnexus.com, an IT<br />

consulting firm located in located in Glens Falls, New York. Two (2) year term to expire September<br />

30, 2015.<br />

2. 457G Plan Amendment<br />

Recommend the Board adopt the second amendment to the <strong>Capital</strong> <strong>Region</strong> <strong>BOCES</strong> Supplemental<br />

Executive Compensation Plan executed by and between the Board of Cooperative Educational Services of<br />

Albany-Schoharie-Schenectady-Saratoga Counties and the Adirondack Trust Company, Trustees of the<br />

Plan. The purpose of the Amendment is to change the title of employees eligible to participate to Deputy<br />

District Superintendent and Chief Academic Officer, Deputy District Superintendent and Chief Operating<br />

Officer, Director of Special Education, Director of Human Resources, Director of Labor Relations, Deputy<br />

Director - Special Education, Director - Career and Technical Education, and the School Attorney in the<br />

Adoption Agreement Section 1.09(f) employee. This amendment is effective with the plan year<br />

commencing January 1, 2013.

Recommend the <strong>BOCES</strong> renew its membership in the <strong>Capital</strong> District School Boards Association for<br />

the period July 1, 2013 through June 30, 2014. The membership remains unchanged at $200.<br />

4. Extra-classroom Activity Account<br />

Recommend the Board authorize the Treasurer to establish a “School Store” extra-classroom activity<br />

account to be operated within the Special Education Division. Funds will be derived from the store sales<br />

and profits will be used to advance the retail skills of the Special Education students.<br />

c) Career and Technical Education Consideration - Overnight Field Trips<br />

1. Recommend approval of an overnight field trip to Fairport, New York from August 20 through August<br />

23, 2013. Up to two (2) staff members and up to six (6) students from Schoharie will be attending this<br />

Skills USA New York State Officer Training Conference. The purpose of this trip is to participate in<br />

the Leadership training for the State Officers and the Chapter Officers aligns with the mission and<br />

purpose of Skills USA.<br />

2. Recommend approval of an overnight field trip to Washington, DC to attend the Skills USA Conference<br />

Washington Leadership Training Institute event from September 21 through September 25, 2013. Up to<br />

two (2) students and an adult chaperone will be attending. This is a required event for the State Officers<br />

and a Schoharie CTE student as the Student/State Officer of the NYS Skills USA Chapter. The purpose<br />

of this trip is to enable students to meet with their Congressman/NYS Representatives to “lobby” for<br />

Perkins Grant support. There will also be leadership activities in which they will participate. This also<br />

benefits the students as they will gain valuable leadership experience.<br />

3. Recommend approval of an overnight field trip to Liverpool, New York from November 1 through<br />

November 5, 2013. Up to two (2) staff members and up to eight (8) students from Schoharie will be<br />

attending this Skills USA New York Fall Leadership Conference. The purpose of this field trip is a<br />

joint conference for advisors and students. Activities on leadership, diversity, college and<br />

career readiness will be presented.<br />

4. Recommend approval of an overnight field trip to Syracuse, New York from February 1, 2014<br />

through February 2, 2014. Up to three (3) students and four (4) adult chaperones from Schoharie<br />

CTE will be attending the Skills USA Officer Recruitment Conference. Attendance at this State<br />

Officer conference will provide our attending students an excellent opportunity to participate in<br />

leadership training and state office recruitment. Additional adults are attending so that they will be<br />

trained in the leadership and recruitment areas.
