• §50.54, Conditions of Licenses
– requirements that are conditions to every power reactor
operating license
• §50.54(q) addresses the licensee’s Emergency Plan
– Licensees shall follow and maintain in effect emergency plans
which meet the requirements in Appendix E, and for power
reactors, the planning standards of §50.47(b)
– Licensees can make changes to emergency plan without prior
Commission approval as long as it does not represent a:
• Decrease in Effectiveness (DIE) of the plan; and,
• the plan continues to meet the requirements in Appendix E,
and for power reactors, the planning standards of
§50.47(b)
