The DEMOCRATIC REPUBLIC OF THE CONGO is of the opinion that migration is a<br />

destabilising factor not only for the receiving or transit nations, but also for the<br />

home countries, especially regarding the previously mentioned brain-drain of<br />

well educated Congolese workers.<br />

Nevertheless the DEMOCRATIC REPUBLIC OF THE CONGO also understands<br />

migration as a positive factor for countries receiving our skilled and educated<br />

migrants. We would even go so far as to point out, that well educated African<br />

people constitutes a considerable form of aid for the receiving nations all over the<br />

world.<br />

Taking this into account we would again like to underline the need of cooperation<br />

concerning international migration between home, transit and receiving nations.<br />

The DEMOCRATIC REPUBLIC OF THE CONGO sees solutions in protecting the<br />

borders of the countries of destination, but primarily in stabilising the labour<br />

markets of the countries of origin. We must invest in co-development projects and<br />

support NGOs and fledgling local enterprises in order to mitigate the tension of<br />

migration.<br />

Therefore the DEMOCRATIC REPUBLIC OF THE CONGO claims that the economic<br />

and political stabilisation of our countries is a structural response to the<br />

phenomenon of African migration.<br />

The government of the DEMOCRATIC REPUBLIC OF THE CONGO is looking forward<br />

to taking part in the session concerning International Migration and<br />

Development and hopes to be able to contribute in finding feasible, equitable and<br />

long lasting solutions.
