1.6. The rational use <strong>of</strong> energy<br />

Technocratic opinion in the ministries <strong>and</strong> companies in charge <strong>of</strong> electricity supply is<br />

well aware <strong>of</strong> the issue <strong>of</strong> energy wastage, but implementation <strong>of</strong> rational use <strong>of</strong> energy<br />

measures requires the convergence <strong>of</strong> a very large number <strong>of</strong> independent decision<br />

makers, <strong>and</strong> becomes necessarily political.<br />

We mentioned at the outset that residential consumption is the main component <strong>of</strong><br />

total electricity dem<strong>and</strong>, <strong>and</strong> no effort at curbing dem<strong>and</strong> growth can be successful<br />

without attacking that component. Individual consumers respond primarily to prices,<br />

which range from zero for nationals in Qatar to levels that are believed to make a<br />

difference for the consumer in Saudi Arabia, but are in any case well below international<br />

norms.<br />

Initiatives are under way to introduce green labelling <strong>and</strong> encourage consumers to<br />

buy more energy-efficient products. Saudi Arabia has introduced labels to distinguish<br />

more efficient equipment (figure 7 reproduces a label used for washing machines), <strong>and</strong> it<br />

is possible that the more affluent <strong>and</strong><br />

environmentally conscious consumers<br />

may respond to such information.<br />

However, the vast majority <strong>of</strong> the Saudi<br />

population is not in a position to engage<br />

in such luxury, <strong>and</strong> will simply go for the<br />

cheapest product that does the job. This<br />

will be true across the board, influencing<br />

the choice <strong>of</strong> all appliances including air<br />

conditioners, which make the highest<br />

dem<strong>and</strong> on energy.<br />

In this respect, the issue <strong>of</strong> the rational use<br />

<strong>of</strong> energy is an important indicator, as it is<br />

one <strong>of</strong> the many manifestations <strong>of</strong> the<br />
