into fiscal retrenchment <strong>and</strong> into using most <strong>of</strong> the remaining resources for maintaining<br />
basic job guarantees <strong>and</strong> subsidies for nationals – removing options for the parallel<br />
building <strong>of</strong> efficient institutions. With the new boom, a new window <strong>of</strong> opportunity for<br />
institutional engineering has opened, <strong>and</strong> elites are using it once again to set up new<br />
organizations or exp<strong>and</strong> existing pockets <strong>of</strong> efficiency – which play a pivotal role in the<br />
new wave <strong>of</strong> sustainability policies (figure 10). 20<br />
What are these enclaves <strong>of</strong> efficiency <strong>and</strong> how are they managed? They include<br />
both public enterprises <strong>and</strong> regulatory bodies, <strong>and</strong> the following are some <strong>of</strong> the most<br />
prominent examples:<br />
Saudi Arabia: national oil champion Saudi Aramco, heavy industry conglomerate<br />
Saudi Arabian Basic Industries (SABIC), <strong>and</strong> central bank SAMA;<br />
Dubai: Emirates Airlines, DP World, <strong>and</strong> various free zone authorities;<br />
Bahrain: Aluminum Bahrain <strong>and</strong> Bahrain Monetary Agency; <strong>and</strong><br />
Qatar: Qatar Industries <strong>and</strong>, potentially, the Qatar Financial Center.<br />
One might also add several <strong>of</strong> the national power companies <strong>and</strong> regulators, such as<br />
Saudi Electricity Company (parts <strong>of</strong> which used to be run by Aramco) or the Abu<br />
