CCS has emerged as a necessary component <strong>of</strong> any global strategy aiming at<br />

reducing global emissions <strong>and</strong> stabilizing the CO 2 content in the atmosphere. The Blue<br />

scenarios 14 proposed by the <strong>International</strong> Energy Agency envisage a drastic reduction in<br />

the use <strong>of</strong> fossil fuels for power generation, which should be accompanied by systematic<br />

carbon capture <strong>and</strong> sequestration. It is estimated that the implementation <strong>of</strong> the Blue<br />

scenarios might require the price <strong>of</strong> carbon permits to climb to at least $200 <strong>and</strong> possibly<br />

up to $500 per ton.<br />

If such prices were indeed <strong>of</strong>fered for certificates issued under a new Clean<br />

<strong>Development</strong> Mechanism, CCS projects would become economically very attractive in<br />

the Gulf countries.<br />

CCS costs depend on the technology to separate the CO 2 (the capture) <strong>and</strong> on the<br />

availability <strong>of</strong> adequate geological formations for sequestration. The latter may be close<br />

to or distant from the point <strong>of</strong> emission, <strong>and</strong> the cost <strong>of</strong> gathering CO 2 from several<br />

scattered sources <strong>and</strong> transporting it to the sequestration site adds to the total.<br />

depends on them. Finally, from the point <strong>of</strong> view <strong>of</strong> the GCC countries it is strategically important that<br />

CCS be recognized as a legitimate form <strong>of</strong> carbon emissions abatement <strong>and</strong> source <strong>of</strong> tradable certificates;<br />

at the moment this is not the case, <strong>and</strong> no financial incentive is available for CCS under the CDM.<br />
