At the same time, they have embarked on the creation <strong>of</strong> new state-owned<br />

enterprises <strong>and</strong> sectoral regulators, recruiting a new generation <strong>of</strong> young technocrats <strong>and</strong><br />

importing high-quality foreign manpower <strong>and</strong> expertise on a scale last seen in the early<br />

1980s. But there are important differences between countries, both in terms <strong>of</strong><br />

institutional conditions <strong>and</strong> the specific nature <strong>of</strong> sustainable energy projects, which<br />

warrant a country-by-country discussion.<br />

2.5. Institutional outlook, country by country<br />

2.5.1. Abu Dhabi<br />

The rulers <strong>of</strong> Abu Dhabi enjoy very high regime autonomy, thanks to large fiscal<br />

surpluses <strong>and</strong> a small local population that is easily bought <strong>of</strong>f without dem<strong>and</strong>ing a say<br />

in national-level policy issues. Abu Dhabi is one <strong>of</strong> the Gulf countries with the fewest<br />

accoutrements <strong>of</strong> formal democracy <strong>and</strong> a high level <strong>of</strong> institutional stability. Under<br />

Shaikh Zayed, who ruled between 1966 <strong>and</strong> 2004, however, it pursued a restrained<br />

development policy, preferring to leave many higher-pr<strong>of</strong>ile initiatives to its neighbour<br />

Dubai, <strong>and</strong> stocking most <strong>of</strong> its riches abroad through the Abu Dhabi Investment<br />

Authority. With new oil surpluses <strong>and</strong> a new generation at the helm, much <strong>of</strong> this<br />

reticence has disappeared. Crown Prince Mohammad bin Zayed in particular is an avid<br />

modernizer who has initiated ambitious, large-scale projects.<br />
