Steffen Hertog is Kuwait Professor at Sciences
Po in Paris and lecturer in political economy at
the University of Durham. His book Princes,
Brokers, and Bureaucrats: Oil and the State in
Saudi Arabia is forthcoming with Cornell
University Press in 2010.
This research paper was written under the
auspices of the Kuwait Programme on
Development, Governance and Globalisation
in the Gulf States at the London School of
Economics and Political Science with the
support of the Kuwait Foundation for the
Advancement of Sciences.
Giacomo Luciani is Director of the Gulf
Research Center Foundation in Geneva. He
has taught at SAIS Johns Hopkins University
Bologna Center, the Graduate Institute of
International and Development Studies in
Geneva and the University of Lausanne. His
research interests include the politics and
economics of international energy and the
political economy of the Middle East and North
Africa.
