Introduction
BULLETIN OF THE MINISTRY OF FINANCE/JANUARY-MARCH 2006
Cabinet-meeting of the Ministy of Finance
Regardless of the highly important
and politically deciding moment,
the reform process may not be
delayed. Particularly important activities
for this year are related to finalization
of a set of property laws,
which are now in the final phase.
Full liberalization of the real estate
market and clear land registers will
further strengthen Montenegro's attractiveness
as an investment location.
Law on Property Rights, Law
on State Property and Law on Survey
and Cadastre are in their final
phase.
Continuation of the tax reform
process aimed at creating a favourable
business environment is also noteworthy.
Introduction of a singlerate
income tax and setting non-taxable
income threshold will make
Montenegro a leading country
among countries with favourble tax
treatment. High competition within
Europe, particularly competition
imposed by new EU member states,
sets our task that Montenegro should
become a champion in liberalization
of its market. This chance should
be used because our region is becoming
one of the most important
markets not only in Europe, but globally
as well. Efforts made at establishing
free trade zone in the region
clearly define this chance.
Functional economic sovereignty
as well as achieved economic selfsustainability
of Montenegro should
logically be continued within formal
independence and international recognition
of Montenegro, which will
facilitate communication with the
partners from the international
community. Montenegro, being one
of the European centers rather than
a part of a Union, will be enabled to
participate in and encourage economic
integration processes on equal
footing. As a result, it will be more
simply to promote numerous resources
which serve for economic development.
Sincerely,
Igor Lukšić, PhD
