The analysis <strong>of</strong> <strong>the</strong> figures from <strong>the</strong> first calls leads to <strong>the</strong> following main conclusions:<br />

o The <strong>New</strong> <strong>Instruments</strong> account for <strong>the</strong> large majority <strong>of</strong> <strong>the</strong> funds (77%) from <strong>the</strong> start <strong>of</strong> FP 6.<br />

More money is invested in IPs than in NoEs. Thematic Priority 5 is an exception with a similar<br />

amount invested in both instruments.<br />

o As anticipated, <strong>the</strong> average size <strong>of</strong> projects has increased significantly. The average<br />

contribution per partner and per year has however not increased. This was estimated to be on<br />

average € 75,000 for IPs and € 45,000 for NoEs based on <strong>the</strong> information from <strong>the</strong> first calls for<br />

all Priority Thematic Areas (see Annex 4).<br />

o Oversubscription has increased in comparison with FP5 but is not abnormally high. There are<br />

however big differences among <strong>the</strong> Thematic Priorities as can be seen on <strong>the</strong> chart on <strong>the</strong> next<br />

page.<br />

o Industrial participation has reduced significantly: e.g. in IST (priority 2) from 55 % to 29 %, in<br />

energy from 49 to 31%. The low number <strong>of</strong> industrial participants in NoEs is one <strong>of</strong> <strong>the</strong> factors<br />

explaining this change but many o<strong>the</strong>r factors are playing a role, including <strong>the</strong> formulation <strong>of</strong> <strong>the</strong><br />

Work Programme topics.<br />

o Participation <strong>of</strong> SMEs follows <strong>the</strong> downward trend <strong>of</strong> industrial participation. The overall average<br />

<strong>of</strong> 13 % seems promising but <strong>the</strong>re are some difficulties in interpreting <strong>the</strong> figures (e.g. small<br />

public sector organisations are also categorised as SMEs).<br />
