Editorial
For India’s children, the clock is ticking rather
ominously. Schools in city continue to practice
corporal punishment despite laws prohibiting
spanking at educational institutes. In the movie
“Taare Zaamein Par”, an angry father theartens
his son just because the boy was not performing
well in studies. Same way in the movie
“Udaan”, an angry father would beat up his son
just because he aspired to be a writer instead
of pursuing engineering. Such tyrant fathers
may have to be extremely careful in the future
if Maneka Gandhi, the Union Cabinet Minister
for Women and Child Development has her
way. Beating a child, verbally abusing a kid or
inflicting any kind of corporal punishment could
soon attract a stringent jail term of upto five
years. Similarly, college bullies may soon have
to amend their way since cases of ragging
could attract a jail term of upto three years.
The Government of India is in the process of
amending the Juvenile Act of 2000 and these
are some of the suggestions which the draft Bill
plans to incorporate in the Act. The new bill
tries to ensure that rights of children, often
undermind in our society are given their due.
The Bill has already been circulated for interministerial
consultation by
Maneka Gandhi. If
the Bill is ratified by
the parliament, India
will join an elite club
of 40 countries which
adopted a No-
Tolerance Policy on
corporal punishment
by making it a penal
offense.
Selling or Procuring
a child for any
purpose, using a child for vending, peddling,
carrying, supplying intoxication liquor through
children, using a child for terrorist activities are
also among the offences that the government
is looking to bring into new law. Notably, Delhi
Judge Kamini Lau had recently pointed out
absence of a specific law to make selling a
child a penal offence, while noting, “Infants are
sold in bachcha baazar like potatoes, tomatoes
and onions.” The proposed law seeks to make
illegal adoption or transfer of a child an offence
punishable upto Seven years in jail. It also
gives a statutory status to the Central Adoption
Resource Authority (CARA) to regulate
adoptions keeping in view the best interest of
the child. All offences against any disabled
child have been sought to attract twice the
penalty that would otherwise be imposed. The
proposed law also seeks to usher in certain
new principles as far as delinquent juveniles
are concerned. These principles include
principle of presumption of innocence, principle
of dignity and worth, principle of best interest,
principle of family responsibility and safety.
The most significant, however appears to be
the principle of participation, wherein every
child has been given “a right to be heard and
to participate in all processes and decisions
affecting his or her interest and the child’s view
shall be taken into consideration with due
regards to the age and maturity of the child.”
I hope Independence Day will give new
strength and freedom of quality life to our
upcoming generation.
Jai Hind!!
A lion was getting married and all animals
attended the weeding. Every animal stood
a distance and wished then lion.
A mouse came and climbed to the stage
and extended his hand to wish the lion.
The lion roared in rage and said how dare
are you to come up the stage? Even the
tiger is maintaining distance and you
climbed the stage.
The mouse replied and after listening to
that the lion fainted.
What would have the mouse said ???
The mouse said, "Oh shut up buddy, even
I was lion before marriage"
Wife will always be wife...
An elderly woman decided to get her
portrait painted.
She told the artist to paint her with
A diamond necklace and diamond earrings,
Emerald bracelets,
A broach of ruby and A gold Rolex.
The confused artist: But, you aren't wearing
them, nothing of them.
Old lady: I know. But if I die before my
husband, I am sure he will remarry...
And I want his new wife to go crazy looking
and searching for the jewellery and
harassing him.
Prevent yourself and your spouse from
diabetes. A couple married for 20yrs was
recently diagnosed with diabetes. Findings
showed that they both contacted the
disease as a result of the names they
called each other such as Honey, Sweety,
Chocopie, Sweetheart, Jaanu, Shona and
Laddu..
So please start calling your spouse by
names 'Karela', 'Hing', 'Hari Mirch', 'Pyaaj',
'Lassun', 'Bitterleaf', 'Lal Mirch',
'Bitterlemon', 'Adrak'....etc
