partnerships<br />
Our border loc<strong>at</strong>ion and proximity to Fort Bliss and White<br />
Sands Missile Range makes <strong>UTEP</strong> uniquely positioned as one <strong>of</strong> the<br />
n<strong>at</strong>ion’s leading hubs for homeland security and defense <strong>research</strong>.<br />
<strong>UTEP</strong> is home to the Center <strong>of</strong> Excellence for Border<br />
Security and Immigr<strong>at</strong>ion, and the Center for Defense Systems<br />
Research. The centers are overseen by the Office <strong>of</strong> Str<strong>at</strong>egic<br />
Initi<strong>at</strong>ives, headed by Vice President for Str<strong>at</strong>egic Initi<strong>at</strong>ives, Ret.<br />
Army Brig. Gen. José D. Riojas.<br />
The Border Security and Immigr<strong>at</strong>ion center is working<br />
with partner universities across the country on <strong>research</strong> projects<br />
th<strong>at</strong> focus on surveillance and tracking technologies, border<br />
inspection processes, migrant popul<strong>at</strong>ion flows and much more.<br />
The center was established in 2008 with a $6 million grant from<br />
the Department <strong>of</strong> Homeland Security.<br />
Initial projects <strong>at</strong> the Center for Defense Systems Research<br />
include <strong>research</strong> on mini<strong>at</strong>ure tracking sensors and s<strong>of</strong>tware<br />
for visual sensing and image dissemin<strong>at</strong>ion. Also, Fort Bliss is<br />
home to a test brigade for the Army’s Future Comb<strong>at</strong><br />
Systems, and this is expected to lead to future <strong>research</strong><br />
opportunities on defense technologies <strong>at</strong> <strong>UTEP</strong>.<br />
Intelligence programs also are a significant part<br />
<strong>of</strong> the defense and homeland security focus <strong>at</strong> <strong>UTEP</strong>.<br />
The Intelligence Community Center <strong>of</strong> Academic<br />
Excellence was established in 2007 with a grant from<br />
the Office <strong>of</strong> the Director <strong>of</strong> N<strong>at</strong>ional Intelligence to<br />
boost the numbers <strong>of</strong> qualified gradu<strong>at</strong>es for positions<br />
in the intelligence community. The <strong>University</strong> also<br />
<strong>of</strong>fers a Master <strong>of</strong> Science degree and undergradu<strong>at</strong>e Ret. Army Brig. Gen. José D. Riojas<br />
and gradu<strong>at</strong>e certific<strong>at</strong>es in Intelligence and N<strong>at</strong>ional<br />
Security Studies.<br />
Additionally, <strong>UTEP</strong> Associ<strong>at</strong>e Pr<strong>of</strong>essor <strong>of</strong><br />
Psychology Christian Meissner, Ph.D., is studying law<br />
enforcement interrog<strong>at</strong>ion methods with support <strong>of</strong><br />
an award from the Department <strong>of</strong> Defense. Meissner’s<br />
group in the Investig<strong>at</strong>ive Interviewing Research<br />
Labor<strong>at</strong>ory is identifying interrog<strong>at</strong>ion techniques<br />
th<strong>at</strong> produce accur<strong>at</strong>e inform<strong>at</strong>ion while reducing the<br />
likelihood <strong>of</strong> false confessions.<br />
