<strong>City</strong> <strong>Council</strong> <strong>continues</strong><br />

<strong>with</strong> <strong>budget</strong> <strong>workshops</strong><br />

The <strong>budget</strong> setting process<br />

for the city continued<br />

Wednesday night (after the<br />

Krum News’ deadline) as<br />

the Police and Fire Departments<br />

were scheduled to<br />

present their <strong>budget</strong> proposals.<br />

Several action items<br />

were on the agenda for this<br />

week’s meeting, including a<br />

loan from First United Bank<br />

for $380,000, which would<br />

include the $250,000 purchase<br />

price for the former<br />

Denton County Barn, the<br />

property intended to be used<br />

by the Department of Public<br />

Works and the Fire Department.<br />

Also on the schedule<br />

for this week’s meeting were<br />

action on a possible No-<br />

vember bond issue election,<br />

conducting a new service<br />

and rate design study for the<br />

city’s water and wastewater<br />

funds, whether to continue<br />

<strong>with</strong> the current city auditor<br />

or seek bids for the 2012-13<br />

audit, establishing a “ratenot-to-exceed”<br />

for the city’s<br />

property tax, and an executive<br />

session to discuss the<br />

possible purchase, exchange,<br />

lease or value of a parcel of<br />

real estate in the city.<br />

The council conducted<br />

its second <strong>budget</strong> workshop<br />

on Aug. 7, at which time<br />

Librarian Donna Pierce<br />

and Public Works Director<br />

Adam Farguson presented<br />

their proposals for <strong>budget</strong><br />

items.<br />

Pierce said her main<br />

concerns were the establishment<br />

of a second full-time<br />

position at the library and<br />

a salary increase for the library<br />

assistant. She said the<br />

goal was to be sure that there<br />

would be two employees on<br />

duty, not counting the librarian<br />

herself, during the hours<br />

the library was open to the<br />

public, 33 hours a week.<br />

Pierce said the requested<br />

31-cent-per-hour raise for<br />

the library assistant would<br />

bring her wages up to $10<br />

per hour.<br />

Pierce pointed out that,<br />

among her other duties,<br />

work involved in the design<br />

and construction of the new<br />

library Krum voters authorized<br />

at a bond issue<br />

our burdens to the Lord –<br />

and leave them there?<br />

the bottom of the pile and I<br />

don’t deserve this.<br />

Many can relate to every<br />

one of David’s irrational<br />

thoughts, but how many<br />

can work through them and<br />

come out where David did?<br />

He came to his senses and<br />

three short verses later he<br />

said, “But I trust in your unfailing<br />

love; my heart rejoices<br />

in your salvation. I will sing to<br />

the Lord, for he has been good to<br />

me.” Psalm 13:5-6<br />

A PASTOR’S THOUGHTS<br />

BURNED INTO OUR MINDS<br />

Two of the WWII veterans<br />

in my congregation reminded<br />

me that Wednesday,<br />

August 14, commemorated<br />

VJ Day, or Victory over Japan<br />

Day. Victory over Europe<br />

Day took place May<br />

8, 1945, so on August 14,<br />

1945, World War II officially<br />

ended.<br />

I’ve seen photographs<br />

of VJ celebrations, but can’t<br />

even begin to enter into the<br />

experience of joy and relief<br />

that must have arrived. And<br />

all alive that day remember<br />

where they were when they<br />

heard the news.<br />

Each generation has<br />

days like that; days irretrievably<br />

burned on our memories.<br />

For the baby-boomers<br />

the memory that went deepest,<br />

especially before 9/11,<br />

was the day of the JFK assassination.<br />

I personally was<br />

in downtown Dallas <strong>with</strong> a<br />

group of unchaperoned junior<br />

high students. In a manner<br />

inconceivable to today’s<br />

safety culture, we, a bunch<br />

of 13 and 14 year olds, had<br />

been given parental permission<br />

to leave school, walk<br />

3/4 of a mile to a bus stop,<br />

take a bus downtown, see<br />

the President, and then get<br />

ourselves back to school.<br />

Arriving early enough<br />

for a good sight line, we saw<br />

the Kennedy, his lovely wife,<br />

our handsome Governor<br />

and his wife. After waving<br />

excitedly, we made our way<br />

to the bus stop and headed<br />

back. One of our bunch had<br />

a transistor radio (and that is<br />

a dated term) and said, “The<br />

President has been shot!”<br />

We thought he was<br />

joking. We got off the bus<br />

and stopped in a local drug<br />

store <strong>with</strong> a soda fountain to<br />

snatch a special treat. And<br />

there the TV was blaring<br />

<strong>with</strong> the news.<br />

This was no joke.<br />

That day changed my<br />

life. It burned into my young<br />

mind a passion to understand<br />

the other. I wanted<br />

to comprehend the kind of<br />

hatred that fueled such destruction,<br />

so that it would<br />

not consume my life. In<br />

time, I realized I wanted to<br />

be one who sought to help<br />

others find release from hatred.<br />

I wanted to help stop<br />

horrors.<br />

So I return now to the<br />

important remembrance of<br />

VJ Day.<br />

A long horror had finally<br />

ended.<br />

So they thought.<br />

And then more horrors<br />

began to reveal themselves.<br />

The Holocaust, that systematic<br />

murder of millions<br />

of Jews and others declared<br />

unacceptable to the people<br />

in power, surfaced in<br />

mind-blowing photos and<br />

news reports. More reports<br />

of the degrading, murderous,<br />

past-inhumane treatment<br />

of prisoners of war on<br />

the Eastern front also began<br />

to make their way around a<br />

news world far slower than<br />

ours.<br />

No, the long horror had<br />

not ended.<br />

And it didn’t end <strong>with</strong><br />

the JFK assassination. Nor<br />

has it ended <strong>with</strong> 9/11 and<br />

the aftermath of that hatefilled<br />

event.<br />

Hate keeps on truckin’.<br />

It plays out on the political<br />

stage, in religious clashes,<br />

behind the closed doors of<br />

families held hostage, in<br />

our own souls where we’d<br />

rather hold our hatred and<br />

self-righteousness than set it<br />

down and find another way.<br />

As a pastor, I see people<br />

consumed by their hate. It<br />

spills out, often in such subtle<br />

ways that the holder of<br />

the hatred remains ignorant<br />

of the leaks. But I see it. I<br />

see it in the tiny little cutting<br />

remarks, malicious snips of<br />

gossip, indifference to others,<br />

greed, self-destructive<br />

behaviors..<br />

Neither hatred nor love<br />

world into the destructive<br />

vortex of war; the other will<br />

heal <strong>with</strong> world <strong>with</strong> forgiveness,<br />

mercy and hope.<br />

One sets off a firestorm<br />

that consumes everything in<br />

its path; the other uses fire<br />

to bring light and warmth to<br />

AVOID ‘CRAMMING’<br />

FOR COLLEGE SAVINGS<br />

If you have children,<br />

you’re keenly aware that<br />

it’s getting close to backto-school<br />

time. Today, that<br />

might mean you need to<br />

go shopping for notebooks<br />

and pencils. But in the future,<br />

when “back to school”<br />

means “off to college,” your<br />

expenditures are likely to be<br />

significantly greater. Will<br />

you be financially prepared<br />

for that day?<br />

It could be expensive.<br />

The average cost for one<br />

year at an in-state public<br />

school is $22,261, while the<br />

comparable expense for a<br />

private school is $43,289,<br />

according to the College<br />

Board’s figures for the<br />

2012–2013 academic year.<br />

And these costs will probably<br />

continue to rise.<br />

Still, there’s no need to<br />

panic. Your child could receive<br />

grants or scholarships<br />

to college, which would lower<br />

the “sticker price.” But it’s<br />

still a good idea for you to<br />

save early and often.<br />

To illustrate the importance<br />

of getting an early<br />

jump on college funding,<br />

let’s look at two examples<br />

of how you might fund a<br />

college education. A 529<br />

plan is one way — but not<br />

the only way — to save for<br />

college. (The following examples<br />

are hypothetical in<br />

nature and don’t reflect the<br />

performance of an actual<br />

investment or investment<br />

strategy.)<br />

• Example 1: Suppose<br />

you started saving for your<br />

child’s college education<br />

when she was 3 years old.<br />

If you contributed $200 a<br />

month, for 15 years, to a<br />

529 plan that earned 7%<br />

a year, you’d accumulate<br />

rubber,<br />

cardboard,<br />

paper,<br />

batteries.<br />

No cars.<br />

everything in its path.<br />

One places binds on<br />

all around them and drags<br />

them into the abyss of unredeemed<br />

darkness; the other<br />

sets people free to go where<br />

they need to go, knowing<br />

that those in the light can<br />

find their way back again.<br />

One represents evil; the<br />

other shows us God. Pick.<br />

You only get one.<br />

about $64,000 by the time<br />

your daughter turned 18.<br />

With a 529 plan, your earnings<br />

grow tax free, provided<br />

all <strong>with</strong>drawals are used for<br />

qualified higher education<br />

purposes. (Keep in mind,<br />

though, that 529 plan distributions<br />

not used for qualified<br />

expenses may be subject<br />

to federal and state income<br />

tax and a 10% IRS penalty.)<br />

• Example 2: Instead<br />

of starting to save when<br />

your child was 3, you wait<br />

10 years, until she turns 13.<br />

You put in the same $200<br />

per month to a 529 plan that<br />

earns the same 7% a year.<br />

After five years, when your<br />

daughter has turned 18,<br />

you will have accumulated<br />

slightly less than $15,000.<br />

Clearly, there’s a big<br />

disparity between $64,000<br />

and $15,000. So, if you<br />

don’t want to be in a position<br />

where you have to start<br />

putting away huge sums<br />

of money each month to<br />

“catch up” on your college<br />

savings, you’ll be well advised<br />

to start saving as early<br />

as possible — specifically,<br />

during the first few years of<br />

your child’s life.<br />

Of course, given all<br />

your other expenses, you<br />

may find it challenging to<br />

begin putting away money<br />

for college. And <strong>with</strong> so<br />

many years to go until you<br />

actually need the money,<br />

it’s tempting to put off your<br />

savings for another day. But<br />

those “other days” can add<br />

up — and before you know<br />

it, college may be looming.<br />

Consequently, you may<br />

want to put your savings on<br />

“autopilot” by setting up a<br />

bank authorization to move<br />

money each month into a<br />

college savings account.<br />

And, as your income rises,<br />

you may be able to increase<br />

your monthly contributions.<br />

Save early, save often:<br />

It’s a good strategy for just<br />

about any investment goal<br />

— and it can make an especially<br />

big difference when it<br />

comes to paying for the high<br />

costs of higher education.<br />

begins this week’s voyage<br />

into vibrant verbiage, some<br />

definitions are in order,<br />

thanks to my Christmas gift,<br />

The Concise Oxford American<br />

Dictionary:<br />

Postulate — “A thing<br />

suggested or assumed as true<br />

as the basis for reasoning,<br />

discussion, or belief.”<br />

Post — “Make (information)<br />

available on the Internet.”<br />

Poster — “A … printed<br />

picture, notice or advertisement<br />

displayed in a public<br />

place.”<br />

Poster — “Someone<br />

who sends a message to a<br />

newsgroup.”<br />

The “newsgroup” in<br />

question is Facebook, the Internet<br />

locale on which postulate<br />

posters pop up in, probably,<br />

50 percent of the posts<br />

posters posit (“put forward<br />

as a basis of argument.”)<br />

The Krumudgeon has<br />

indulged in collecting some<br />

of the infinite web wisdom<br />

summed up in these little<br />

notes that get lost among<br />

the chaff some of us have<br />

learned how to ignore as we<br />

search for some wheat. Perhaps<br />

we can resurrect the<br />

Purry Pot into which we can<br />

pour some of these posted<br />

THE KRUMUDGEON<br />

posters.<br />

First, though, an observation:<br />

Since political posters<br />

are almost always designed<br />

to insult people of the opposite<br />

party, I’m ignoring<br />

them. Religious posters, too,<br />

abound on Facebook, but the<br />

Krumudgeon assumes readers<br />

of this weekly word work<br />

are already settled in their religious<br />

beliefs, and they don’t<br />

need any guidance from me.<br />

So what I have done is<br />

picked a few pickled peppers<br />

… oops, how’d I get off on<br />

that tangent? … a few portentous<br />

(done in a pompously<br />

or overly solemn manner<br />

so as to impress) or pointed<br />

(expressing criticism in a direct<br />

and unambiguous way)<br />

potshots.<br />

The Krumudgeon will<br />

post the text of the poster,<br />

then comment about the possibility<br />

of potentially pondering<br />

the thought expressed in<br />

a future column.<br />

Let us proceed:<br />

The highest form of ignorance<br />

is when you reject<br />

something you don’t know<br />

about. — An interesting column<br />

might be built by finding<br />

examples of people who<br />

have refused to learn about<br />

some topic and reject it out<br />

of hand. But what, really, is<br />

meant by “reject.”<br />

The Krumudgeon, for<br />

example, knows nothing<br />

about nuclear physics. I admit<br />

it. I am ignorant about<br />

nuclear physics. I could look<br />

through a high powered microscope<br />

and not be able to<br />

tell the difference between an<br />

atom and a molecule. That<br />

sentence may even be an example<br />

of the Krumudgeon’s<br />

ignorance about the subject.<br />

I can hear the atom laughing<br />

at me.<br />

However, I do not reject<br />

nuclear physics. I have<br />

concerns about the potential<br />

misuse of the power nuclear<br />

physics can generate, but any<br />

rejection that might evolve<br />

I have no knowledge of how<br />

to play quoits, nor any interest<br />

in learning how to play or<br />

even in watching someone<br />

play, does that really define<br />

“the highest form of ignorance?”<br />

It might be an act of<br />

rejection if I were involved<br />

in a game of horseshoes and<br />

called it quoits.<br />

Peace. It does not mean<br />

to be in a place where there is<br />

no noise, trouble or hard work.<br />

It means to be in the midst of<br />

those things and still be calm<br />

in your heart. — Wouldn’t<br />

it be boring to be in a place<br />

where there is no noise, trouble<br />

or hard work? It might be<br />

hard for me to feel peaceful<br />

in a place where nothing,<br />

nothing is happening.<br />

I’m not the least bit<br />

afraid of hard work, as the<br />

old one-liner goes. I can sit<br />

and watch it all day.<br />

The relationship between<br />

noise and peace depends,<br />

to my way of thinking,<br />

on what kind of noise<br />

it is. It’s hard to sleep when<br />

there’s somebody breaking<br />

up a nearby sidewalk <strong>with</strong><br />

a jackhammer, but we who<br />

live in or near downtown<br />

Krum have learned how to<br />

sleep through train traffic.<br />

There’s nothing more<br />

peaceful than sleep. No<br />

sooner did I write those<br />

words than I remembered a<br />

nightmare that came to me<br />

recently. And as far as trouble<br />

is concerned, I’d only be<br />

worried if I were the cause<br />

Back to the noise question.<br />

I feel peaceful when<br />

I hear Frank Sinatra sing,<br />

backed by Nelson Riddle’s<br />

orchestra, but when I hear<br />

Mick Jagger sing, backed<br />

by the remaining Rolling<br />

Stones, I can’t get no satisfaction,<br />

not at all.<br />

No one ever injured their<br />

eyesight by looking on the<br />

bright side of things. — Well!<br />

Does this mean I can look directly<br />

at the sun, particularly<br />

through a magnifying glass,<br />

<strong>with</strong>out setting my eyes on<br />

fire?<br />

Far be it from me to<br />

scoff at the idea of “the<br />

bright side of things.”<br />

On second thought, it’s<br />

more fun to scoff.<br />

A modern day question<br />

might be what happens when<br />

one looks on the bright side<br />

of things. First, one has to<br />

come upon the bright side of<br />

things. Maybe we could look<br />

on the bright side of things if<br />

we could ever get out of this<br />

tunnel we’re in. Any resemblance<br />

to either a political<br />

or a religious statement was<br />

purely coincidental.<br />

can’t say that he knows nothing<br />

about parenthood. I did<br />

have parents, two of them in<br />

fact. I may have known more<br />

about parenthood than they<br />

did, said all children ever.<br />

I didn’t reject parenthood,<br />

though I did have<br />

nightmares about changing<br />

diapers. Parenthood simply<br />

didn’t happen to me.<br />

While I can’t pass judgment<br />

on the above poster,<br />

from my personal experience<br />

I can relate to the statement<br />

if it were “That was such<br />

a good sleep! I feel so refreshed!”<br />

said no incontinent<br />

senior citizen ever.<br />

Holding a grudge is like<br />

letting someone live rent free<br />

in your head. — One of the<br />

blessings of this old man’s<br />

life is that I learned how to<br />

avoid holding grudges. It<br />

A pendulum swings frantically between extremes, eventually<br />

lessening the arc until finally coming to a complete<br />

stop in the middle.<br />

That describes the progression of Arbitration pretty<br />

darn accurately.<br />

Arbitration is an agreement reached by the parties to<br />

submit their dispute to a third party who makes a binding<br />

decision. It has been heralded as a wonderful way to shorten<br />

the legal process, lessen attorney fees and costs and have<br />

an expert, as opposed to 12 nice but uninformed citizens,<br />

decide factual and legal issues.<br />

Ha.<br />

Immediately upon passage of the arbitration laws,<br />

Judges rushed to move cases out of their courts and into<br />

the hands of arbitrators. It became so bad, litigators joked,<br />

that even whispering the word “arbitration” in a busy court<br />

would result in the case being ordered out.<br />

It’s now been over a decade since the arbitration pendulum<br />

swung to its highest point. Under the weight of whispers<br />

that arbitration is unfair, prohibitively expensive and<br />

favors big business, it’s slowly coming back to the middle.<br />

What’s changed? More people have undergone the Arbitration<br />

experience, and haven’t been happy. Just look at<br />

the disadvantages:<br />

• You pay for the privilege of using the arbitrator and<br />

the forum. It’s not unusual for fees and costs to run $30,000<br />

or $40,000. Contrast that <strong>with</strong> a public courtroom, which<br />

is free.<br />

• The contract provides where and who – as in the arbitration<br />

may be in some distant state, and the arbitrator<br />

may be chosen by the other side. That’s great if you wrote<br />

the contract, not so good if you didn’t have any bargaining<br />

power to change the terms.<br />

• You give up the right to a jury – a right so important<br />

that it is prominent in both the State and Texas constitutions.<br />

• You have no right to discovery – like witness statements,<br />

letters, emails, files or other documents. The Arbitrator<br />

may, in his complete discretion, allow some to one side<br />

or the other.<br />

• The rules of evidence – those very rules that keep out<br />

self-serving recitations of conversations, documents that haven’t<br />

been shown to be accurate, and expert testimony from<br />

people are aren’t experts on anything – are followed loosely,<br />

if at all.<br />

• You have no right of appeal. If the Arbitrator is wrong<br />

on the law or the facts, then that’s just tough. You can’t get<br />

a review of the decision.<br />

• The decision is private. This is wonderful for some<br />

companies, who may not want you to know that they pulled<br />

the same scam or sold the same faulty product to hundreds<br />

of other people.<br />

And now we’re swinging the other way. The Courts are<br />

finally realizing that unfair bargaining positions in contracts<br />

can lead to unfair results.<br />

And Arbitrators, who have pushed this unfair alternative<br />

system on the unwitting public? If we’re lucky, they’ll<br />

be standing right under that old pendulum when it swings<br />

back to the middle.<br />

Farguson’s requests included<br />

the establishment of<br />

two new full-time positions<br />

for water and sewer maintenance,<br />

the elevation of the<br />

second employee involved<br />

in park maintenance from<br />

part-time to full-time, and<br />

to establish a Field Operations<br />

Crew Leader position<br />

to which a current employee<br />

would be promoted. The<br />

crew leader position would<br />

oversee some day-to-day<br />

operations as Farguson’s<br />

attention is increasingly devoted<br />

to the construction<br />

and eventual operation of<br />

the city’s new wastewater<br />

treatment plant.<br />

Farguson also submitted<br />

a list of equipment he<br />

hoped could be added for<br />

his department. Topping the<br />

list was the establishment of<br />

a Supervisory Control and<br />

Data Acquisition System,<br />

a radio control system that<br />

would monitor all DPW<br />

facilities and immediately<br />

alert the department when<br />

something went wrong.<br />

“Right now,” Farguson<br />

said, “the only way we<br />

know if something goes<br />

wrong is if somebody calls<br />

us and tells us if something<br />

went wrong, or we come up<br />

on it the next morning when<br />

we’re visiting wells.”<br />

He said there have been<br />

“multiple multiples” of such<br />

problems.<br />

“I think it [the SCADA<br />

system] would pull us out of<br />

some potential disasters,”<br />

Farguson said.<br />

The cost would be<br />

$89,000 for the Water Department<br />

and $37,000 for<br />

the Sewer Department.<br />

Farguson told the council<br />

he believes all of the items<br />

he was requesting would be<br />

covered by increased water<br />

and sewer revenues.<br />

“The city of Krum has<br />

grown tremendously,” Farguson<br />

said.<br />

Since 2009, he said,<br />

there have been 500 new<br />

connections, and new home<br />

construction in the Saddlebrook<br />

and Aspen Park subdivisions<br />

will continue that<br />

growth.<br />

“We’ve had in the<br />

month of July probably<br />

close to 30 meters,” he<br />

pointed out. “It’s not uncommon<br />

to end up setting<br />

anywhere between eight to<br />

12 meters a week on some<br />

weeks. On slow weeks, you<br />

may be looking at three to<br />

five.”<br />

He said the houses in<br />

Aspen Park are “popping<br />

up like dollar weeds in your<br />

yard. It is mind-boggling<br />

how quick they can get these<br />

things built.”<br />

He said there have been<br />

287 connections added since<br />

October. As of July 22, he<br />

said, the total number of<br />

connections in the city was<br />

1,724. He estimated that<br />

between that date and the<br />

end of the next fiscal year,<br />

the total would reach 1,800,<br />

an increase of 4.45 percent.<br />

The revised estimated water<br />

sales for the current fiscal<br />

year are $704,588, but that<br />

estimate “didn’t include<br />

the tremendous jump that<br />

you get <strong>with</strong> the summer<br />

months.” Taking past summers<br />

into consideration, he<br />

said he and Finance Director<br />

Chris Speights increased<br />

the estimate to $846,555.<br />

Adding 4.45 percent to that<br />

sum brought a projected water<br />

sales revenue figure for<br />

2013-14 to $884,246.70.<br />

He did the same thing<br />

for sewer, looking at the<br />

number, adding 4.45 percent,<br />

to come up <strong>with</strong> <strong>budget</strong>ed<br />

revenue for the next<br />

fiscal year.<br />

Adding total revenues<br />

to the sales figures, Farguson<br />

said he came up <strong>with</strong><br />

$1,039,200 for water, <strong>with</strong><br />

$1,003,289 in expenditures,<br />

and $980,600 in sewer revenue,<br />

$968,688.99 in expenditures,<br />

a total of $47,812 in<br />

the black.<br />

Disease, a rare autoimmune<br />

disease in which antibodies<br />

attack the lungs and kidneys,<br />

leading to bleeding<br />

from the lungs and kidney<br />

failure.<br />

Jon said this week that<br />

his wife’s kidneys are currently<br />

functioning at 0.08%<br />

percent of normal capacity.<br />

Dani will remain hospitalized<br />

for the time being, and<br />

Jon said they are looking<br />

into dialysis treatments at<br />

their home in Krum.<br />

While at the hospital,<br />

Dani has undergone aggressive<br />

treatment for the disorder<br />

through chemotherapy,<br />

dialysis, and blood replacement.<br />

“We would both so appreciate<br />

anybody who can<br />

donate blood at the blood<br />

drive this Friday,” Jon said.<br />

“All blood donated will be<br />

designated to my wife and<br />

go towards her personal<br />

blood bank. With the blood<br />

replacement treatments she<br />

is receiving, we sure are in<br />

need of this.”<br />

junk mail. Is there any way I<br />

can get rid of some of this?<br />

A. It takes some effort, but<br />

you can cut down on your junk<br />

mail in a big way. The Federal<br />

Trade Commission has a page<br />

that lets you opt out of all<br />

sorts of advertising mail. You<br />

can use a service like Catalog<br />

Choice or PaperKarma to cut<br />

down on the influx of mail,<br />

too. Remember to not post<br />

your physical address online,<br />

since many advertisers can see<br />

it if it’s on the Internet. Once<br />

you’ve taken these steps, it may<br />

take a while for the mail to<br />

Q. I’m looking to buy a<br />

gadget for watching online<br />

video. Should I get a Roku,<br />

Apple TV or Google’s new<br />

Chromecast?<br />

A. It depends on what you<br />

want. If you use iTunes, Apple<br />

TV ($100) is your only choice.<br />

The Roku has more non-Apple<br />

streaming options, and a range<br />

of cheaper models. The $35<br />

Chromecast is a good <strong>budget</strong><br />

solution, and works <strong>with</strong> both<br />

Android and iOS, on PC and<br />

Mac. But it has fewer streaming<br />

options at the moment. Plus, it<br />

requires a computer <strong>with</strong> the<br />

Chrome browser, a smartphone<br />

or a tablet to control it.<br />

Q. I have an expensive<br />

surgery coming up. My friend<br />

suggested I look for help on<br />

crowdfunding sites, but most<br />

of those ban medical bill projects.<br />

Do any sites allow it?<br />

A. Yep. Some sites are<br />

designed specifically for medical<br />

bills. Giveforward lets you<br />

create a site for yourself or for<br />

a friend in need. It can be for<br />

a treatment, surgery or just for<br />

the cost of living <strong>with</strong> a disease.<br />

You can even crowdfund a funeral<br />

service or other memorial<br />

costs. There are other sites not<br />

specifically designed for this<br />

purpose, but you can use them<br />

to help you out. For example,<br />

Take Them a Meal is a good<br />

way to offset the cost of food<br />

to help save for your treatment.<br />

Don’t be afraid to ask for help<br />

on your social media profiles or<br />

blogs, as well.<br />

Q. I installed a few programs<br />

I downloaded online<br />

and now I have toolbars in my<br />

browser that won’t go away.<br />

I’ve seen programs online that<br />

offer to kill these. Do they<br />

work?<br />

A. A few do, most notably<br />

Adwcleaner. However, most of<br />

these programs are scams and<br />

will leave you <strong>with</strong> more toolbars<br />

than you started <strong>with</strong>.<br />

Even the ones that do<br />

work, like Adwcleaner, can kill<br />

add-ons you actually want and<br />

mess <strong>with</strong> your bookmarks.<br />

It’s best to clean up toolbars<br />

yourself. Start by uninstalling<br />

the toolbar programs<br />

and then change your browser<br />

settings back manually. The<br />

toolbars are usually hiding in<br />

your browser’s “add-ons” or<br />

“extensions” menu. Fix your<br />

default search provider and<br />

home page in the “options” or<br />

“settings” menus.<br />

Q. My friend told me he<br />

got a gift card just for watching<br />

television. He’s messing<br />

<strong>with</strong> me, right?<br />

A. Maybe not. There are<br />

plenty of new sites, apps and<br />

services that offer unique rewards<br />

just for watching TV.<br />

Many of them even recommend<br />

new shows, offer reviews<br />

and share what you’re watching<br />

<strong>with</strong> your friends. The<br />

most popular of the bunch is<br />

Viggle. Once you download it,<br />

you check into any show and<br />

get points for every minute you<br />

watch. Rack up enough points<br />

and you can earn discounts at<br />

Fandango, Groupon, Starbucks<br />

and more. If you just want to<br />

connect <strong>with</strong> your friends, try<br />

apps such as GetGlue or Zeebox.<br />

They make TV watching<br />

more social!<br />

Q. I’d really like Microsoft<br />

Office, but I don’t want to<br />

pay a subscription fee for the<br />

new version. Are there free alternatives?<br />

A. There’s plenty, actually.<br />

LibreOffice is a good place<br />

to start. It has alternatives to<br />

Word, PowerPoint and Excel<br />

and a few other programs.<br />

Even if you don’t use them all,<br />

it’s the best place to start when<br />

you’re creating your own Office<br />

suite. As for Outlook, Mozilla’s<br />

Thunderbird is a great free alternative.<br />

LibreOffice is missing a<br />

Publisher replacement, so use<br />

Scribus for that. If you need<br />

a note-taking replacement<br />

for OneNote, try Evernote or<br />

SpringPad.<br />

Q. I have thousands of<br />

songs on my computer that I<br />

need to re-tag. I see paid programs<br />

that claim to make it<br />

easy. Should I use those or is<br />

there a free option?<br />

A. Yes, there are free options<br />

and they’ll organize your<br />

music just as well. Use a program<br />

like MusicZen. It moves<br />

and organizes your files automatically<br />

and you don’t even<br />

need to install anything. You<br />

just pick the folder you want<br />

to organize and the destination<br />

folder. It works surprisingly<br />

quickly and lets you create duplicates,<br />

too. That way, if something<br />

goes wrong, you don’t<br />

have to worry about reorganizing<br />

everything yourself.<br />

Make sure you test things on<br />

a few small folders before you<br />

tackle your whole collection,<br />

though.<br />
