Saddlebrook homeowners
fight ATF firearms license
By John Callarman
The Saddlebrook Home
Owners Association in Krum has
formally contacted the Dallas office
of the Bureau of Alcohol, Tobacco,
Firearms and Explosives to
express its opposition to granting
a Type 07 Federal Firearms License
that would enable Veterans
Guns and Ammunition LLC to
manufacture and transfer firearms
from a home at 124 Thoroughbred
Drive, adjacent to the Krum Early
Education Center in the subdivision.
A copy of a May 1 letter to
Austen Z. Jansen, Dallas ATF Industry
Operations Investigator on
the letterhead of attorneys Henry-Oddo-Austin-Fletcher,
PC of
Dallas, spelling out Saddlebrook’s
objection to the location of the
business in the purely residential
subdivision, was among several
documents contained in a packet
presented to the Krum City Council
Monday night.
Saddlebrook Home Owners
Association officers Michael Yett
and Andrea Bonenburger spoke to
the council, seeking the city’s support
in opposing an ATF license
for the proposed home-based business
and passed out the informational
packets containing maps,
photos and email correspondence
between the HOA and ATF.
Jansen had contacted the
HOA in March, notifying the subdivision
residents’ organization of
the application. HOA President
Tia Singer had responded with a
voicemail message that “this activity
is not allowed” in the subdivision,
but Jansen emailed Singer
that the HOA would need to provide
documentation supporting
its position and advising that the
HOA would be represented at a
hearing on the proposed license.
Singer asked in a follow-up
e-mail what exactly Veterans Guns
and Ammunition is applying for
and how the impact of the proposed
business would be if it were
to be licensed.
“This license will allow the
applicant to perform two main
functions,” Jansen responded.
“First, the applicant will be
allowed to manufacture firearms,”
he explained. “This means the applicant
may manufacture firearms
from raw material or assemble
firearms from parts. I think it is
more likely that he will only be assembling
but keep in mind that the
license will not restrict his activity
to assembly only.
“Second, the applicant will be
Election for
city bond
issues, mayor
is Saturday
This Saturday, May 11 is election day, with polls open from 7
a.m. to 7 p.m. in Krum at the Krum ISD Administration Building,
1200 Bobcat Blvd. in Krum.
This is the new administration building that opened last year,
not the former site located at Krum Middle School. The current administration
building can be accessed off Bobcat Blvd. from either
FM 1173 or E. 6th St.
On the ballot will be two candidates for mayor of the City of
Krum – current mayor Terri Wilson and former mayor Larry Lamonica.
Also on the ballot will be three City of Krum bond issues —
$2.8 million for construction of a fire station and relocation of the
public works department, $1.3 million for a new city library, and
$500,000 for street improvements — plus a half-cent sales tax measure
for park and recreation improvements to replace a sales tax
that was unintentionally allowed to expire.
BOBCATS HEAD TO AREA ROUND OF PLAYOFFS
The Krum Bobcats varsity baseball team advanced to the Area round of the Texas High School playoffs as Ty Damron threw a no-hitter in the Bobcats' 11-0 victory over Celina last
Thursday. Damron threw a no-hitter, striking out 17 batters and walking just one. Krum improves to 22-5 and will face the Ferris Yellowjackets in the Area round. The two opponents
will square off in a best of three series beginning Friday night at 7 pm at John Paul High School in Plano. Game 2 will be played at noon Saturday and game three will follow if needed.
contract extension negotiated
by Mayor Terri Wilson and authorized
by the Krum City Council
at its monthly meeting Monday
night.
The council also changed
providers of the employee health
insurance program, accepted its
annual audit report, set the boundaries
for the historic downtown
area covered by the proposed Texas
Main Street program, reappointed
Gary Calmes to be Krum’s representative
to the Upper Trinity Regional
extended the possible membership
on the Park Board from inside the
Recycling — Krum residents
will be able, under guidelines to
be published soon, to leave various
items in a single curbside bin
that the waste management firm
will sort after pick-up under the
contract OK’d Monday. Wilson
said the new service would result
in a slight increase, from $9.37 to
$10.02, but Progressive executive
Bob Kneis said called it a great
rate.
“If you did a price comparison
across the community,” Kneis
said, “I can honestly sit here and
say you’ve got one of the best deals
in the Dallas-Fort Worth area.”
The deal includes roll-off
pick-up for several Krum events,
including North Pole Days and the
city’s downtown celebration event,
Christmas tree pick-up, and two
annual clean-ups, one in the spring
and one in the fall.
“Also,” Wilson said, “they’ll
allow us free landfill use once every
12 months, which is in Kennedale,
and then free mulch for
residents annually.”
On one day a year, Kneis explained,
“as people take a free
load of their bulky items to Kennedale,
they’ll get a free load of
mulch while they’re there. They
can load up their trailer or pick-up
truck with a load of mulch as they
leave.”
Progressive’s weekly curbside
pick-up includes more than most
Krum residents seem to realize,
HEART TO HEART
By Bro. Ed Gatlin,
Pastor,
First Baptist Church
of Krum
THE ANCHOR
Perhaps you picked up
your newspaper one morning
recently and read an
editorial that went something
like this: “The world
is too big for us, too much
going on, too many crimes,
too much violence and excitement.
Try as you will,
you get behind in the race
in spite of yourself. It’s an
incessant strain to keep pace
…and still, you lose ground.
Science empties its discoveries
on you so fast that
you stagger beneath them
in hopeless bewilderment.
The political world is news
seen so rapidly you’re out of
breath trying to keep pace
with who’s in and who’s out.
Everything is high pressure.
Human nature can’t endure
much more.
Have you read anything
like that lately? When
do you think that editorial
was written? Was that editorial
written last week or
last month or last year? Believe
it or not, it appeared
in a newspaper called “The
Atlantic Journal” on June
16, 1833 – 180 years ago.
The headline in the “Bos-
ton Globe” on November
13, 1875, read: Energy Crisis
Looms – World to Go
Dark.” The more things
change the more they stay
the same. Were the good
old days all that good? Will
these be the good old days to
future generations?
I grew up when the
spread of communism was
our greatest fear. Then came
the stand-off known as the
Cold War, the Vietnam War,
the sexual revolution, riots
on college campuses and
worst of all young men were
letting their hair grow long.
Long hair, Woodstock, Nikita
Krushchev surely was
about to usher in the beginning
of the end. But we survived.
Today, we are dealing
with global terrorism, Al
Qaeda, Iran, North Korea,
genocide, natural disasters,
energy crises, economic
meltdown and political
chaos. When the world is
spinning out of control and
we don’t know what will
happen next how do we respond?
As Thomas Paine said
in 1776, “These are the
times that try men’s soul.”
The soul of each of us is
being tested. How will you
fare? Where is your anchor?
The chorus of an old
hymn gives the correct response.
The hymn is “The
Haven of Rest.” The chorus
says, “I’ve anchored my soul
in the haven of rest. I’ll sail
the wide seas no more: The
tempest may sweep o’er the
wild, stormy deep, in Jesus
I’m safe evermore.”
A PASTOR’S THOUGHTS
By The Rev.
Dr. Christy Thomas,
Krum United
Methodist Church
ONE SIDED CONVERSATIONS
I suspect many who fly
frequently share one secret
fear: that the use of cellphones
will be permitted after
take-off. Picture the scenario:
stuck in a middle seat
between two people who are
carrying on conversations
on either side of you. Both
use loud voices because of
ambient noise. The phone
calls consume the entire
flight time, other than take
off and landing.
Are you nuts yet?
All of us have been
exposed — and probably
exposed others — to the
discomfort of overhearing
phone calls in public places.
Occasionally people respond
with rage to such infringements
on their hearing
space.
Once last summer on a
packed evening train coming
out of London, a woman
spoke at length on her
phone in an otherwise silent
car (Londoners are pretty
darn polite people.) I admit
it: after about ten minutes,
I wanted to yank the phone
from her hand, stomp it
senseless and toss it out the
window. Too many “simply
splendid, ducky’s” for my
peace of mind.
Research suggests that
being forced to listen to
one-sided conversations
is far more irritating than
overhearing two people
talking. When both sides of
the dialogue are present, the
brain can tune out the voices
nearly completely. But disconnected
one-sided words
bring significantly more
mental disruption to the unwilling
eavesdropper.
JOHNSON PROPERTIES
Now, should we stop
speaking into our mobile
phones in public? Well, yes.
We should. Or if absolutely
necessary, our words should
be EXTREMELY BRIEF.
But that’s not the real point.
I was considering these
one-sided conversations —
and the irritation with them
— when I was pondering the
difficulties in reading and
understanding the Bible.
The writers were not in
conversation with us. They
are part of of an exchange
with a completely different
group of people. We can’t
hear or read the other side of
the exchange. What makes
perfect sense in the original
context comes to us as fragments
of dialogue where
the other parties words are
unintelligible, invisible. And
we all hear and see these
fragments differently. The
interpretations that seem so
right to some seem impossibly
wrong to others.
A couple of people from
my church were recently
asking about the developments
of various denominations.
As we discussed the
varieties of Christian beliefs,
we talked about the revolutionary
nature of Gutenberg’s
movable type printing
press. Because of that invention,
the Bible, not to mention
other important works
of literature, very suddenly
became far, far more widely
available.
Up until that time,
books were either hand-copied
or laboriously printed
from blocks with the letters
carved out. Books and literacy
were rare and the few
books available extraordinarily
expensive. An extensive
library might have two
hundred books. I have more
than that waiting for me on
my e-reader right now.
Wider availability of
books led to wider literacy.
Wider literacy led to more
widely shared knowledge
and the breakup of intellectual
monopolies. The
church and other formerly
authoritative institutions began
to splinter.
OBITUARIES
DONALD ‘DANNY’
LEE SMITH
Funeral service for Donald
“Danny” Lee Smith, 61,
of Krum, Texas were held at
Funeral Home, Chickasha,
Donald ‘Danny’ Lee
Smith was born June 21,
1951 in Chickasha, Oklahoma
the son of Wesley
Lee and Alma Jean (Boggess)
Smith. He died April
26, 2013 in Oklahoma City,
Oklahoma.
Danny was born in
Chickasha and they moved
to Portales, New Mexico
in 1956. He returned to the
Chickasha area in the early
1970’s. He and Debra Jean
Shelton were married April
5, 1975 in Pocasset, Oklahoma.
They lived in Texas
ing opinions on the interpretations
of sacred texts.
What Gutenberg began has
now only increased dramatically
in intensity and speed
with electronic dissemination
of information. We
know more. We question
more.
This is bad if only one
interpretation has validity.
But what if we are simply
learning that God is far bigger
than a book? What if the
nature of God and God’s
mercy is so wide that multiple
interpretations are not
only possible, but also mandatory?
What if we form our
religious communities less
around “This is what I believe
and you’d better believe
exactly the same or you
will suffer eternal torment”
and more around, “As I read
the Scriptures, here is what
I learn and experience. Tell
me what you learn and experience.
Let’s see if we can
fill out each other’s understandings
and know God
better.”
Just my hopeful
thoughts in a world of religious
riots and hate speech.
for the last 25 years. Danny
worked for the Denton
County Road, Bridge and
Vehicle Maintenance Department
for 16 years. He
LETTERS TO THE EDITOR
Dear Citizens of Krum,
I am writing this letter to ask you to please take time this Saturday
to get out and vote. I have served on the City Council for
seven years and have worked with both of the candidates. From
this perspective, I am writing to you and asking you to please help
me re-elect Mayor Wilson.
In the last six years that Terri Wilson has served as your Mayor
she has worked tirelessly and diligently looking for grants to
make needed improvements to the community. She has worked
with the County Commissioners and the school district. Thanks
to her, we now have a turning lane on FM 1173, and this summer
work will begin on a $2 million dollar grant project for sidewalks to
the elementary school and the schools on FM 1173.
Thanks to Mayor Wilson we have an annual city event in the
fall. Last year’s event was great and was a day of free family fun. It
was a joint event with the schools, local businesses, and local civic
associations. Mayor Wilson is one of the most dedicated volunteers
that I have ever worked with. She continues to look for ways
to improve your city and your quality of life.
Please look around Krum, think back to the days when FM
1173 was just two lanes in front of the schools. Think back to
the downtown area and how it used to look. Mayor Wilson has
worked hard to improve the downtown area. There are new sidewalks,
with more to come. Buildings have awnings, there are street
lights. These are all improvements that the Mayor has worked to
make happen.
She has applied for grants for the city parks on an annual basis
as they become available. Thanks to Mayor Wilson, property was
donated to the City for the public library, and the new City Hall
facilities. The County agreed to sell us property on FM 156 for a
future fire station/public works facility. The Mayor and Council
chose to put together a bond election and present it to the citizens.
The City is looking for you to vote on these bond proposals and
let us know if you want to move forward with a new library, fire
station, or public works facility at this time.
These last six years have been good years for the City, we have
great working relationships with local businesses, Denton County,
and the Krum ISD due to the work that Mayor Wilson has done.
Please get out and vote this Saturday. Your input is extremely
important and this is your opportunity to help guide Krum’s
future.
Sincerely,
Christine Rodriguez
EARLY KRUM FAMILIES
Thomas E. and Mary Baker
Arrival in Krum around 1898
1976 Article by Della Davis
The Thomas E.
Baker family journeyed
from Tennessee
to Texas in 1871,
first finding a home
near the present day
Justin, Texas. Their
son D.E. “Epp” Baker,
later recalled there
was only one house
between their place
and the village clustered
around old Fort
Worth. During the
winter all of the cattle
in the region drifted into the
Trinity River bottoms, and
each spring the landowners
joined in a big round-upeach
man sorting out his
own branded herd.
Pioneer Baker died in
1892, and his wife, Mary,
sold the family property in
1898 and bought the land
lately owned by Dr. W.A.
Remley north of Krum.
Her son “Epp” bought adjoining
acreage and ran
both places. At the same
time, Mr. Baker was employed
in town.
When the Wilson Addition
was opened in 1905,
Mr. and Mrs. Epp Baker
built one of the first homes
in that section. They had
two children, son Gurdo
and daughter Bernys who
married Orlan Shiflett and
had two sons Donald and
Gary Shifflett.
In partnership with Jess
Grubbs, Mr. Baker set up a
restaurant and meat market
business. Bernys remembered
riding with her father
in a mule-drawn wagon to
Denton to haul back 300
pound blocks of ice. Some
of the ice was used in the
restaurant and meat market
and the rest was turned over
to the “ice man,” who delivered
it door-to-door in his
little “ice wagon.”
Having received a commercial
education at Thorpe
Springs College (later to
become TCU), Mr. Baker
was an expert bookkeeper.
He worked for a time at the
flour mill, and later joined
the Knox Gin Company in
that capacity. He and Mrs.
Baker moved to the Rio
Grande Valley in 1921.
By John Callarman
There are no
words today
of wisdom
As if there ever were,
in this little corner of the
world.
More than 60 years ago,
the Krumudgeon began his
song writing career. The
problem with song-writing
careers is that to make them
pay off, you have to try to
sell your songs. I’ve never
tried to sell my songs. My
problem has been fear of rejection.
I was so afraid of rejection
60-plus years ago, I
wrote a song about it.
It started with the first
verse:
Moon and June and croon
and tune
All sound very trite.
But those four words have
proved to be
The songwriter’s delight.
But even with that simple
theme
I can’t write a song
That can please the publisher
—
A man who’s never wrong.
And continued with the
chorus:
THE KRUMUDGEON
Reject, reject, all I hear is
reject
I’ve written more than one
good song
But on each one there’s
somethin’ wrong.
Still I try to ring the gong.
Maybe I’ll get there yet.
There were several other
verses, but I’ll save those
for another time when I
can’t think of anything important
to write about.
Two of my best high
school buddies, Frank Leonhardy
and Dave Gibney,
teamed up with me to write
songs, sort of, by committee.
Write from your experience.
Write about what you
know about. Like, for example,
when the three of us decided
to write a sea shanty.
It started, as most songs do,
with the first verse:
I’ve sailed many oceans,
I’ve sailed all the seas.
I’ve set my white sails in
many a breeze.
I’ve got many a girlfriend
in many a spot,
But I always move on
when the going gets hot, with:
The chorus:
Sails in the wind, my face
in the spray,
From many a maiden of
stolen astray.
Sails in the wind, helm to
the lee,
I’ve left many a maiden
a-waitin’ for me.
Absolute lie, at least on
my part. I was so Charlie
Brown, Powdermilk Biscuit
shy back then, even before
there was a Charlie Brown
or Powdermilk Biscuits, I
had a total of one date in
high school, and that was in
my freshman year.
I came up with a tune
I slowly plucked out on a
piano my parents hoped at
least one of us would want
to learn to play, that Frank
started with these lyrics:
Here’s to the girls with the
dark and the flashing eyes.
Here’s to the girls …
And that’s about as far
as he got. Dave and I didn’t
get any farther.
My muse, the mythical
lady who usually deserted
me, thought that if
I scrapped “Here’s to the
girls” and replaced it with
the much more literate “B-bb-boom,”
she’d help me proceed
with lyrics that fit the
tune.
And so I wrote:
B-b-b-boom sounds the
rhythm of my heart’s beat.
B-b-b-boom every time you
come near.
My heart seems to act in
syncopation,
Head whirls around in
weird gyration.
Can’t seem to see things too
clear.
Second verse:
B-b-b-boom, I don’t know
how I got this way.
B-b-b-boom, maybe I’m
too naïve.
That organ I thought was
so durable
Now suffers something incurable.
If this is love, it’s hard to
believe.
Chorus:
And every night when I go
to bed and try slumber –
And every night when I go
to bed and try to sleep –
This heart of mine rumbles
round like syncopated
thunder –
Bass, baritone, sousaphone
with a tone so de-ee-eep.
Third verse:
B-b-b-boom sounds the
rhythm of my heart’s beat.
B-b-b-boom, isn’t this a
surprise?
I gotta bolster my ambition,
There’s some mighty stiff
competition,
But I’m first in line for the
prize.
B-b-boom-boom.
All these little ditties
were composed before my
18th birthday. I am surprised,
every now and then,
when the jukebox in my
brain comes up with one of
these and it actually sounds
good to me. Shows what
taste I have, hah!
I sang a few of my
songs, billing myself as a
one-man a capella band,
a few years ago at a Krum
Public Library-sponsored
talent show (to which I
never got invited back) and
I told the audience that if
two things came back, the
military draft and calypso
music, I might actually be
able to sell this song. It was
written during a holdover
layover when two of my
fellow draftees and I were
waiting our assignments to
units in Germany and we
relieved our boredom with a
song-writing contest:
‘Bout a year ago I got a
letter
Wit’ such a message it did
alarm me.
It said, for lack of any’ting
better,
“Greetings, you’re going
into de Army.”
Dey took me to a place dey
called Fort Induction.
Dey stuck me wit’ needles
and called me names.
Bayonet training, rifle instruction
–
I have no time for dese silly
games.
Chorus:
I ran away. I ran away.
I told dem I wouldn’t come
back no more.
So now today, so now today,
I’m sitting here behin’ de
lock door.
When I was back at home
on de island
I slep’ until noon and den
drank de rum.
All dat I did was go back
to my land
And hide in de cellar when
de G-man come.
I ran away ….
Now dat I’ve been here, I
kind of like it,
Takin’ a club and breakin’
up hard rocks.
I fancy a sergeant’s face
and I strike it.
Dat way de sergeant gets
all my hard knocks.
I ran away. I ran away.
How to dey say, quick like
de rabbit.
So now today, so now today,
De crazy stockade is just
like de habit.
Fast forward 30 years
to my time as a newspaper
editor, when the temptation
was strong to write a song
(The temptation was
strong
To write a song?)
About a newspaper editor’s
frustrations:
She wanted her picture in
the paper.
She’d really done something
good.
“I won the grocery store’s
drawing,
A hundred dollars worth
of food.”
The grocer also called that
day.
His temperature was rising.
“You run that story of my
DUI,
I’ll pull my advertising.”
Chorus:
There are two kinds of
people in this world
Of this I have no doubt.
One wants his name in the
paper.
The other wants to keep it
out.
When Sammy made
all-conference
His Mom raised quite a
stink.
“Here my boy’s an all-star,
You don’t give him enough
ink.
When Sammy was arrest-
ed
For dealing drugs at Siwash
U.
His Mom was on the
phone again:
“If you print that we will
sue.”
When Arabelle was married,
She wrote five pages down.
Then she added another
page and a half
Just about her wedding
gown.
Well now it’s five years
later
And the blushing bride is
back.
“If my Grandma reads of
my divorce,
She’ll have another heart
attack.”
Most of what I composed
and called songs were
fiction … or, if you prefer,
lies, but there was one I
penned some years ago that
told the truth about the frustration
I felt when I was in
what seemed to be a deadend
job.
I’m looking forward to
looking back
To when I reach the end of
this one-way track
Which sometimes seems to
be an endless treadmill.
The memories I’m making
now
Will make me laugh some
day, some how.
My heart won’t forget the
pain but I know my head will.
Every one faces some tests
in life –
Turmoil, trouble grief and
strife.
You push your way
through and then you cut some
slack.
When it’s going on it’s not
much fun
But it’s satisfying when
you’re done.
That’s why I’m looking
forward to looking back.
Pain? What’s that? I’m
laughing all the way.
Thursday.
Damron threw a no-hitter,
striking out 17 batters
and walking just one.
Catcher Josh Reeves helped
preserve the no-hitter as he
made a tremendous play on
a Celina drag bunt attempt.
The Bobcats blew out
Celina thanks to 15 hits, including
two extra base hits.
Krum scored four runs in
the sixth on an RBI single by
Brennan Ellis, an RBI single
by Josh Reeves, and a tworun
single by Damron.
Colten Lucas racked up
two RBIs on three hits for
Bobcats. He singled in the
second and fourth innings
and tripled in the fifth inning.
Krum never trailed after
scoring one run in the first
on an error. The Bobcats got
four-run rallies in the fourth
inning and the sixth. In the
fourth, Bobcats scored on an
RBI single by Zack Hughes,
plating Riley Marshall.
Krum tacked on another
two runs in the fifth,
chasing Celina starter Tanner
Davis. A triple by Colten
Lucas ignited the offense,
scoring Michael Tanttari.
That was followed up by
Jack Patton's single, bringing
home Colten Lucas.
Krum improves to 22-5
and will face the Ferris
Yellowjackets in the Area
round. The two opponents
will square off in a best of
three series beginning Friday
night at 7 pm at John
Paul High School in Plano.
Game 2 will be played at
noon Saturday and game
three will follow if needed.
"We had a tremendous
night at the plate," said head
coach Ray Miller of the
'Cats' 15 hit performance.
"Damron had great stuff
on the mound. Ferris is the
quickest team we've played
all season. We know that
we will have to have another
great team performance to
move on in the playoffs."
Saddlebrook homeowners
fight ATF firearms license
(Continued from pg. 1)
able to deal in firearms,”
Jansen continued. “This
means a couple of things.
The applicant will receive
firearms on the premises
(either from customers or a
delivery from a commercial
carrier). More importantly,
the applicant will be able to
have customers come to the
124 Throughbred location
to complete firearm transfer
paperwork and have the customers
take possession of
firearms (essentially a retail
sale.)”
The only other place
firearms made at 124 Thoroughbred
could be sold
would be at a gun show, but
the applicant cannot restrict
sales to gun shows only, Jansen
explained.
The packet the subdivision
provided the council indicated
a similar operation
is planned at another home
in the subdivision.
“Our subdivision can
hardly handle the traffic
from the school, let alone
two businesses of this nature,”
Bonenburger told the
council. “There’s no way
to control the flow. There’s
no way to slow down how
many sales if there’s a huge
gun show in Denton, Dallas,
somewhere else, and if
you solicit on line for business.”
Bonenburger also expressed
her concern about
the effect gun sale traffic
might have with the proposed
site on the school bus
route into and out of the
EEC campus.
“Now, say someone is
moving these firearms in
and out, that’s the first thing
our children are going to see
when they come into school
for the day,” Bonenburger
said, “and that is the last
thing they are going to see
when they leave the school
in the afternoon before they
go home. “
Yett expressed what the
Saddlebrook residents want
the council to do.
“We as board members,
representing the community
of Saddlebrook, ask you
to stand and support us by
whatever means within your
powers to deter these businesses
from operating within
our residential communities,”
he said.
Under citizens agenda
rules, the council was unable
to discuss or take action
on the residents’ request because
the item was not on
the council agenda.
A copy of an application
for a Type 07 Federal
Firearms License found
on the Internet shows that
Federal Firearms Licenses
are available “in accordance
with the provisions of Title
1, Gun Control Act of 1968,
and the regulations issued
thereunder (27 CFR Part
478).
Correspondence from
Jansen to the HOA notes
that in order to qualify for
a license, the applicant must
have a business premises as
defined by 27 CFR 478.11,
in which the definition of
Business Premises is “The
property on which the manufacturing
or importing of
firearms or ammunition or
the dealing in firearms is or
will be conducted. A private
dwelling, no part of which
is open to the public, shall
not be recognized as coming
within the meaning of the
term.”
The attorney’s May
1 electronic mail message
to Jansen notes that the
property owner is bound
to the HOA’s Declaration
of Covenants, Conditions
and Restrictions, which include
a section that states
“no noxious or offensive activity
shall be carried on or
upon the properties or any
part thereof, nor shall anything
be done or maintained
thereon which may disturb
the neighborhood or occupants
of adjoining property
… The Board of Directors
shall have exclusive authority
to determine, in its sole
discretion, which may constitute
a nuisance or offensive
activity.”
FAMILY
ALLERGY &
ASTHMA
CARE
“Based on the projected
use of the property as a
commercial business property,”
the attorneys’ letter to
ATF says, “the Association
has determined that the proposed
use would constitute
a noxious or offensive activity
that is likely to disturb
the neighborhood or occupants
of adjoining property
and detract from its value
as an attractive residential
community. Unlike music
lessons, tutoring or traditional
home-based business
activities, the manufacture
of firearms and the retail
sale of firearms in a residential
community is likely to
cause unreasonable disturbance
and apprehension to
both adjacent neighbors and
other owners in the Saddlebrook
Community.”
The attorneys’ letter
also quotes Krum’s Home
Occupation Ordinance that
“a home occupation is an
occupation carried on in the
home by a member of the
occupant’s family, without
the employment of additional
persons, without the
use of a sign to advertise the
occupation, without offering
any commodity for sale
on the premises and which
does not create obnoxious
noise or other obnoxious
conditions to abutting residential
property such as
emission of odor, increased
traffic or generation of light
or smoke, and where the use
is carried on in the main
structure only.”
An Internet website specializing
in assisting individuals
to obtain Federal Firearms
Licenses reports more
than 40,000 FFLs have been
issued in all 50 states.
The ATF website lists
three Federal Firearms License
holders with Krum
addresses, one of which is
inside the city limits.
For the second year in a row,
the city changed providers
for its employee health insurance
program, replacing
Blue Cross Blue Shield with
Aetna. The city’s insurance
advisor, Rodney Dryden of
Wellspring Insurance Agency,
said the Aetna premiums
would cost the city $10 per
employee per month more
than the current contract
that expires May 31, but
retaining Blue Cross Blue
Shield would have meant an
increase of $120 per employee
per month, a 30-percent
premium hike.
Dryden told the council
he would be back later this
year when specific information
on the federal health
care program would kick in.
“Plans are going to
change dramatically,” he
said. “I will tell you that
your new plan does take into
account some of the new
fees that are part of health
care reform — the health insurer
fees, the reinsurer fees,
the comparability fees — all
these different fees and taxes
that are a part of health care
reform that total 6½ percent
increase on our plan.”
Audit report — “Once
again, you have an unqualified
opinion,” Woody
Mathews of the Auldridge
Griffen accounting firm reported,
“which means that
we didn’t find anything that
we have any issues on. You
have a good fund balance
in here in both your general
fund and your water and
sewer fund.”
He credited Finance
Director Chris Speights for
doing a “great job” with the
city’s books.
“She came in, into a less
than opportune situation, I
think, from where the books
were when she got here,”
Mathews said. “You had a
little changeover in personnel
in kind of midstream.”
He did advise the council
to be sure, in the budgeting
process, that expendi-
tures from the fund balance
are covered in a budget line
item.
Mathews said he would
return to Krum in the next
couple of weeks to do a midyear
review to get a head start
on the budget for the next fiscal
year. He said it was something
that he had wanted to
do last year, but “it just didn’t
happen because of the personnel
changes.”
Texas Main Street —
With the notice of the city’s
intent to file an application to
become a Texas Main Street
City due in Austin May 18,
the council needed to establish
the boundaries of the
proposed historic downtown
area. Councilmembers
agreed to establish the territory
proposed by the Krum
Economic Development
Corp. board at a meeting
held Monday prior to the
council meeting, covering
a block north and a block
south of McCart Street between
West Third Street and
East Sixth Street.
The formal application
for Texas Main Street designation
is due in Austin on
July 31. If the application
is approved at a quarterly
meeting of the Texas Historical
Commission on October
22-23, the city will be
required to establish a board
of directors and hire a Main
Street program manager in
time to undergo Main Street
program training in January.
The city would be required
to maintain the program for
a minimum of three years.
Upper Trinity Appointment
— Calmes, who
has been Krum’s appointee
to the Upper Trinity Board
for the past four years, was
re-appointed on a 3-1vote,
with Councilmembers Bert
Witherspoon, Joe Beall and
Michael Wilkes voting yes
and Christine Rodriguez voting
no.
During Citizens Agenda,
Krum resident Elaine
Herzog, who serves the City
of Corinth as public works
business manager, spoke in
favor of a resolution from the
City of Corinth urging the
Upper Trinity Board to consider
plans for the construction
of the proposed Lake
Ralph Hall carefully, questioning
Calmes’ vote at the
last board meeting against
purchasing land for the lake.
Krum resident Justin
Diviney, an employee of the
city of Denton’s Waste Water
Department, spoke during
Citizens Agenda, urging the
council to reappoint Calmes.
Calmes was recently
elected secretary of the Upper
Trinity Board, of which
Krum City Attorney Lance
Vanzant, Celina’s representative
to Upper Trinity, is vice
president.
As the council discussed
the appointment, Rodriguez,
who serves as financial services
manager for the city of
Corinth, had several questions
for Calmes about Upper
Trinity’s land purchases.
Calmes explained that
the 10-year-old application
for a permit to build Lake
Ralph Hall may be approved
in September or October.
“Our hands are tied right
now until we know one way
or another about the permit,”
he said. “What we don’t
want to do is jeopardize that
permit.”
But getting the permit
doesn’t mean the lake would
be built soon. Many variables
exist, including the possibility
of selling the permit to the
City of Dallas with Dallas
building the lake.
There had been some
conversation about appointing
a Krum city staff member
to the board.
After Councilmember
Witherspoon moved that
Calmes be reappointed,
Mayor Wilson asked Public
Works Director Adam Farguson
about that possibility.
“A member of the staff
can also be appointed to
that Board of Directors,”
Farguson said. “There are
city managers, public works
directors on that Board of
board.”
Wilson asked Calmes
how many cities have staff
members on the Upper Trinity
board.
Calmes estimated that
25 percent of the 25 cities
appoint staff members to the
board.
“I really don’t think this
line of questioning is fair to
Mr. Calmes,” Witherspoon
said. “He’s served very well
—“
“Oh, I think he’s done a
great job,” Wilson said. “We
talked, and he knows that.”
“I also think our city staff
has enough on their plates
that they probably don’t need
any more board of director
appointments outside the
city,” Witherspoon said. “I
think we should maintain the
continuity of what we had.”
“We spoke about how
that the city needs to be more
informed on the decisions being
made prior to the voting,”
Wilson said of her discussion
with Calmes. “And he
understands that. I just want
to make sure that before we
vote that we’re making the
best decisions for the city.”
Rodriguez added another
concern — that Calmes no
longer lives within the city
limits, though he still owns
property in Krum.
“Do we have a staff
member that lives within the
city limits?” Witherspoon
asked.
“They’re working for us
so they have our best interest,”
Rodriguez replied.
“I need space,” Calmes
explained his move. “I want
my kids to have a place to
run. My kids go to school
here, we shop here, this is our
home and we will be a part
of the community. To be a
member of Upper Trinity
you just have to live within
the county.”
Park Board change
— An ordinance to extend
the territory of eligible Park
Board membership came
at the request of the Park
Board, Farguson reported to
the council. “The thought
process was a lot of the people
that live right outside of
town, the best interest is here,
too. Their kids may play
through KYSA [Krum Youth
Sports Association], they use
the parks, they do shop here.
This is their home. Being that
it is an advisory board, it was
the thought of the board that
they could get more members
to come in that way.”
Farguson added that a
person living outside the city
Enjoy
more
limits had volunteered to
serve on the board.
“Is it difficult to get
people to volunteer for that
board?” Witherspoon asked.
“They have had some
turnover in the board here
recently,” Farguson responded.
“They try every single
FISH DAY
Now Is The Time For Stocking
meeting to come up with
new ways and ideas trying to
get board members. It is not
as easy as they would like it
to be and they think this is a
way to open it up a bit.”
The ordinance was adopted
on a 3-1 vote, Witherspoon
voting no.
Krum couple reunites
with old neighbors
ABOVE –
Hulda Quebe, left, and her sister, Grace, right, meet up with Wheeler and Babe Sebastian
in the lobby of the Greenville Municipal Auditorium to share memories of their
time in Krum prior to the Quebe Sisters Band’s performance on May 2.
By John Callarman
Back in the late 1990s,
westside Krum residents
Wheeler and Babe Sebastian
enjoyed the music as
three young home-schooled
sisters practiced their violin
lessons from the porch
of their home a few doors
down from the Sebastians’
home.
The couple, and their
dog, Brigham, became acquainted
with the young
ladies who began their musical
lessons at their home
in Krum at ages 7, 10 and
12. Violins turned into fiddles
when the sisters discovered
the sound of western
swing music, as recorded
by Bob Wills and the Texas
Playboys and kept alive
by groups like Asleep at the
Wheel … and by musical
performances on the University
of North Texas campus
in Denton.
The Sebastians recalled,
too, how Grace, Sophia
and Hulda lined up every
Sunday morning with their
mother to walk to church.
The kids seemed to enjoy
their friendship with the
neighbor couple, even visiting
with Wheeler Sebastian
at his shop, but a couple of
years later, about the turn
of the century, they moved
from Krum to Fort Worth,
where their fiddle teacher
lived.
While national network
television and FM radio
treat such musical genre
as western swing, classic
country and even bluegrass
music, not to mention big
bands, ballads and Broadway
on the pop side of music,
with disdain, not all the
fans of those styles of music
are the Sebastians’ age.
Venues like the Grand
Ole Opry and NPR’s Prairie
Home Companion champion
new artists performing
old music, and stars like
Ricky Skaggs, Merle Haggard
and Larry Gatlin encourage
younger artists to
play and sing vintage music.
What is unique about
the Quebe Sisters, Grace,
Sophia and Hulda, is that
they not only learned how
to play their fiddles in tight,
speedy, Western swing style
harmony, they learned to
sing three-part harmony just
as tight and just as sweet as
some of the stars from the
’30s, ’40s and ’50s. They
found their instrumental
and vocal harmonies welcome
in wider venues than
the Opry, the Ernest Tubb
Midnight Show and the National
Folk Festival; they’ve
also performed at the Kennedy
Center in Washington,
Krum resident Babe Sebastian reminisces with Sophia
Quebe as Quebe Sisters Band fans line up to buy CDs and
collect autographs in Greenville after the girls, who grew
up in Krum, played and sang in a warm-up show prior to
Ricky Skaggs’ performance.
the Lincoln Center in New
York, and in late March
with the Dallas Symphony
Orchestra on the Myerson
Symphony Center stage.
DSO conductor Jeff
Tyzik summed up the Quebe
Sisters by suggesting the
audience think of them as
a merger between the Andrews
Sisters and the Bob
Wills band.
The symphony center
performance came on the
heels of a month-long musical
tour of Russia.
Last week, another
couple from Krum invited
Wheeler and Babe Sebastian
to join them and a family
visitor from Shanghai in
Greenville where the Quebe
Sisters Band performed the
45-minute warm-up show
for Ricky Skaggs’ two hour
bluegrass blast.
As the quintet walked
into the lobby of the Greenville
Municipal Auditorium,
they spotted Hulda and
Grace Quebe in the lobby.
“I’ve brought some old
neighbors from Krum,” one
of the five told Grace Quebe.
She turned, saw Wheeler
first, and excitedly cried
out, “Mr. Sebastian!” There
wasn’t much time to renew
memories but, somehow,
Brigham’s name came up in
the conversation.
The sisters sang and
played, reminisced on stage
about how Ricky Skaggs
had helped launch their career
when he heard them
sing.
At intermission, as the
Quebes’ fans lined up in
the lobby to buy CDs and
collect autographs, Sophia
joined her sisters in reliving
memories of growing up in
Krum alongside their old
neighbors.
It was hard to tell which
family was more thrilled by
the encounter.
The Quebes’ next appearances
in North Texas
will be July 4 at Willie Nelson’s
Fourth of July picnic
in Fort Worth and July 6 for
a free outdoor concert at the
Levitt Pavilion for the Performing
Arts in Arlington.
Between now and then, the
band will perform in Culpeper,
Leesburg and Mouth
of Wilson, Va., and in Livermore,
Calif.
AT LEFT –
The three Quebe sisters, Grace, Hulda and Sophia, were excited to visit with their neighbor,
Wheeler Sebastian, at the Greenville Municipal Auditorium May 2.
