Section-5<strong>SOP</strong>s <strong>for</strong> <strong>Post</strong>entry <strong>Quarantine</strong> <strong>Inspection</strong><strong>Quarantine</strong> <strong>Inspection</strong>/Release of plants/plantmaterial and regulated articles at the PortDecember 2007Page 1-6 of 65.1. <strong>Quarantine</strong> <strong>Inspection</strong>/ Release of <strong>Plant</strong>s/<strong>Plant</strong> material & Regulated Articles at the Port:5.1.1. The importer will secure an import permit <strong>for</strong> import of seeds/plants/plant material <strong>for</strong>propagation sufficiently in advance from PQO at designated port through which intend toimport.. The importer and/ or his agent will file an application in the <strong>for</strong>mat prescribed under PQOrder, 2003 with the PQO at designated port <strong>for</strong> import inspection and <strong>quarantine</strong> clearance ofplants/plant material and or other regulated articles along with a copy of import permit,phytosanitary certificate (original), certificate of approval of PEQ facilities, an undertaking <strong>for</strong>growing imported plants/plant material and/or other regulated articles (Annexure-5A), otherrelevant documents and pay the necessary PEQ inspection fees, just prior to arrival ofconsignment at the designated port. The importer and/ or his agent will ensure Custom’s<strong>for</strong>wardal of consignment to the PQ station immediately upon the arrival at the designated port.5.1.2. The PQO at designated port, immediately up on receipt at <strong>quarantine</strong> station, will undertakeinspection of consignment and after necessary verification of documents accompanied theconsignment and after ensuring free from pests will grant provisional release <strong>for</strong> growing underpostentry <strong>quarantine</strong> in the <strong>for</strong>mat prescribed under PQ Order, 2003 and /or destruction ofconsignment in the event of interception of a <strong>quarantine</strong> pest, under intimation to Dte of PPQS.If any new organism is intercepted, he will determine the pest status of the organism and takeappropriate action as considered necessary in consultation with Dte of PPQS (NPPO) and untilsuch time the consignment will be detained at the cold storage facility at the PQS or at airport.5.2. Intimation of <strong>Inspection</strong> Authority:5.2.1. The PQO at designated port, immediately after granting provisional clearance, will intimate theconcerned inspection authority in the <strong>for</strong>mat prescribed at Annexure-5B along with a copy ofundertaking to grow imported plants/plant material and or other regulated articles (Annexure-5A). He will provide a copy of crop specific pest in<strong>for</strong>mation (pest description/diagnosticprotocol) and post entry <strong>quarantine</strong> inspection requirements notified from time to time in aprescribed <strong>for</strong>mat (Annexure-5C). A list of important plant species, <strong>quarantine</strong> pests andpostentry <strong>quarantine</strong> requirements are presented at Appendix-I,5.2.2. The PQO at designated port will issue postentry <strong>quarantine</strong> tags/labels (Annexure-5D) in twonumbers per each individual species/variety imported. These tags will be <strong>for</strong>warded to theinspection authority along with intimation letter to facilitate tagging the plants (one on the firstplant of specified species/variety and the other on end plant), while growing under post entry<strong>quarantine</strong>. The tags/labels to be printed in orange green/colour with the relevant in<strong>for</strong>mationclearly marked on the backside of tag/label and should be laminated or waxed to prevent wetdamage. The PEQ tagging of the plants will facilitate easy identification of species/variety andcharacterization of individual shipments and further distinguish the plants that are held under30
