We have worked with<strong>Arsenal</strong> Football Club s<strong>in</strong>ce 2000 on allaspects of transport for <strong>the</strong> <strong>new</strong> stadium.The Cambridgeshire Guided Buswayscheme that we have been work<strong>in</strong>g ons<strong>in</strong>ce its conception is also proceed<strong>in</strong>g,hav<strong>in</strong>g received fund<strong>in</strong>g approval of£92.5 million <strong>in</strong> July. Education, Education, EducationHigher education <strong>in</strong> <strong>the</strong> UK is currentlyundergo<strong>in</strong>g a significant process ofchange, lead<strong>in</strong>g to unprecedentedcompetition between universities toattract <strong>the</strong> best staff and students.From September, universities will be ableto change <strong>the</strong> way <strong>the</strong>y charge fees to<strong>new</strong> students, rang<strong>in</strong>g up to £3,000 peryear. In addition, <strong>in</strong> ‘The Future of HigherEducation’ White Paper, <strong>the</strong> governmentaims to expand higher education to meetris<strong>in</strong>g skills, create stronger l<strong>in</strong>ks withbus<strong>in</strong>ess and economy, and <strong>in</strong>crease<strong>the</strong> higher education participation rateof 18-30 year olds from 43% to 50%.While numbers of higher education studentsare <strong>in</strong>deed forecast to rise up to 2010-11,from <strong>the</strong>n, <strong>the</strong> number of young people isexpected to decl<strong>in</strong>e substantially until 2020.With all of <strong>the</strong>se vary<strong>in</strong>g factors, it isimportant that universities are able to<strong>off</strong>er a ‘complete package’ to attract andmeet students’ high demands for value formoney – and have a flexible strategy thatcan accommodate <strong>the</strong> needs of <strong>the</strong> future.Hav<strong>in</strong>g an easily accessible, organisedand well-run campus will give universitiesa major advantage. This means that <strong>in</strong>addition to course <strong>off</strong>er<strong>in</strong>gs, universitiesmust look at improv<strong>in</strong>g <strong>the</strong>ir campusfacilities, environment and operations.As most universities have limitedland available, build<strong>in</strong>g <strong>new</strong> studentfacilities or teach<strong>in</strong>g areas is rarely astraightforward option. For example,campus car parks are often <strong>the</strong> first areasto be identified for o<strong>the</strong>r developmentseven though <strong>the</strong>re is an <strong>in</strong>creas<strong>in</strong>glevel of car ownership by students.This is where <strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> comes<strong>in</strong>. Fastrack BRTBus Rapid Transit speeds forwardOver <strong>the</strong> past 10 years, a simplebut clever concept has been ga<strong>in</strong><strong>in</strong>gground around <strong>the</strong> world to transportlarge numbers of people reliably,comfortably – and relatively cheaply.Bus Rapid Transit (BRT) systems – fullysegregated busways with high capacitybuses to provide fast, reliable service– <strong>off</strong>er <strong>the</strong> same attributes as metro orlight rail systems but at a significantlylower cost. Their relative simplicity alsomakes <strong>the</strong>m an attractive option for manygovernments as politicians can often backa BRT scheme at <strong>the</strong> concept stage andstill be <strong>in</strong> <strong>off</strong>ice by <strong>the</strong> time it opens.S<strong>in</strong>ce <strong>the</strong> successful implementation of<strong>the</strong> Transmilenio scheme <strong>in</strong> Bogotá (seeTransmilenio – a model of success, p.8),<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> has been lead<strong>in</strong>g <strong>the</strong>way on several BRT projects. For <strong>the</strong> lastthree years, we have been develop<strong>in</strong>gand manag<strong>in</strong>g <strong>the</strong> Cambridgeshire CountyCouncil Guided Busway scheme, tak<strong>in</strong>g itthrough its development, fund<strong>in</strong>g, designand TWA stages. Once completed, <strong>the</strong>25km track l<strong>in</strong>k<strong>in</strong>g Cambridge with StIves and Hunt<strong>in</strong>gdon will be <strong>the</strong> longestguided busway <strong>in</strong> <strong>the</strong> world. Now that<strong>the</strong> scheme has received f<strong>in</strong>al fund<strong>in</strong>gapproval (£92.5m from Government),construction is due to start <strong>in</strong> early 2007with plans for <strong>the</strong> busway to open <strong>in</strong> 2008.Ano<strong>the</strong>r scheme we have been work<strong>in</strong>gon over <strong>the</strong> last few years is <strong>the</strong> LutonTransl<strong>in</strong>k BRT. We have provided all <strong>the</strong>transport advice and gave expert witnessat <strong>the</strong> public <strong>in</strong>quiry earlier this year. Over<strong>the</strong> past 18 months we have also supported<strong>the</strong> <strong>in</strong>troduction of <strong>the</strong> Fastrack BRT – aservice l<strong>in</strong>k<strong>in</strong>g <strong>the</strong> towns of Dartford andGravesend – and have seen passengernumbers exceed forecasts s<strong>in</strong>ce itsopen<strong>in</strong>g <strong>in</strong> March 2006. In addition, weare help<strong>in</strong>g Bristol develop a BRT networkstrategy, putt<strong>in</strong>g toge<strong>the</strong>r <strong>the</strong> bus<strong>in</strong>esscase for a BRT for Leeds and work<strong>in</strong>g withEssex County Council on a South EssexRapid Transit network (see Green lightfor South Essex Rapid Transit, p.16).The different bus operat<strong>in</strong>g regime <strong>in</strong> Londonmeans that Transport for London (TfL) is both<strong>the</strong> implementer and operator of potentialBRT-style services. We have helped TfL obta<strong>in</strong><strong>the</strong> approvals to construct <strong>the</strong> <strong>in</strong>itial phasesof two <strong>new</strong> schemes, East London Transitand Greenwich Waterfront Transit. Due toopen from 2008, <strong>the</strong>se schemes form partof <strong>the</strong> wider aspirations to regenerate <strong>the</strong>Thames Gateway area, with <strong>the</strong> ultimate aimof l<strong>in</strong>k<strong>in</strong>g across <strong>the</strong> Thames Gateway Bridgeto form a large cross-river transit network.We are also work<strong>in</strong>g <strong>in</strong> <strong>the</strong> more complexenvironment of Lagos, Nigeria – a city of15 million with no mass transit system – toimplement a high priority bus service asa precursor to a full BRT system. Over fourmonths, we have undertaken an <strong>in</strong>tensivedevelopment process which has required <strong>the</strong><strong>in</strong>troduction of <strong>new</strong> laws and regulations,route assessment, demand forecasts andcorridor designs. The scheme is due toopen at <strong>the</strong> end of September and couldcarry 10 million passengers dur<strong>in</strong>g <strong>the</strong>first year. The swift development of <strong>the</strong>scheme shows that BRT-type services canbe implemented <strong>in</strong> a very short timescale.As BRT proves to be a viable andcost-effective alternative transit system,we expect to see <strong>the</strong> number of schemesbe<strong>in</strong>g planned and implemented <strong>in</strong>creasegreatly over <strong>the</strong> next few years.For more <strong>in</strong>formation contactMichael May or David Bowerst +44 (0)20 7919 8500e busrapidtransit@sdgworld.net


Wide horizons <strong>in</strong> TexasOne th<strong>in</strong>g we have noticed while work<strong>in</strong>gacross <strong>the</strong> United States and Canada, isthat out <strong>in</strong> Texas, where we are <strong>in</strong>volved <strong>in</strong><strong>the</strong> Transport PPP market, <strong>the</strong>y like to doth<strong>in</strong>gs bigger and better than anyone else.The Department of Transport <strong>in</strong> <strong>the</strong> statecapital <strong>in</strong> Aust<strong>in</strong> has recognised – ashave many o<strong>the</strong>r states – that <strong>the</strong> needfor transport <strong>in</strong>frastructure cont<strong>in</strong>ues togrow, and that <strong>the</strong> tax base availablefor f<strong>in</strong>anc<strong>in</strong>g development cannot bestretched to meet all <strong>the</strong> calls placedupon it. While also develop<strong>in</strong>g a programme of<strong>in</strong>dividual toll road/managed lane projects,under <strong>the</strong> very energetic leadership ofPhil Russell, <strong>the</strong> Texas Department ofTransportation has drawn up a programmeof Trans Texas Corridors (TTC) – a 4,000-mile network of superhighways thatwill <strong>in</strong>corporate tolled and untolledexpressways, high speed and conventionalpassenger and freight railroads, andwater and power supply l<strong>in</strong>es. At <strong>the</strong> sametime, legislation has been enacted whichallows <strong>the</strong> Department to appo<strong>in</strong>t sectorconsortia as partners under ComprehensiveDevelopment Agreements (CDA); <strong>the</strong>separtners will have <strong>the</strong> responsibility for <strong>the</strong>long-term development of <strong>the</strong>se corridors.<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> has worked withZachry Construction over <strong>the</strong> past two years,explor<strong>in</strong>g PPP transport opportunities.Identify<strong>in</strong>g <strong>the</strong> opportunities <strong>in</strong> this market,Zachry established a subsidiary, ZAI, with<strong>the</strong> remit to develop concession work,<strong>in</strong>itially <strong>in</strong> Texas and <strong>the</strong>n more widelyacross <strong>the</strong> country. Evergreen<strong>in</strong>g VancouverWhen Vancouver’s Mayor Sam Sullivanreceived <strong>the</strong> Olympic Flag at <strong>the</strong> clos<strong>in</strong>gof <strong>the</strong> Tur<strong>in</strong> W<strong>in</strong>ter Olympics, he feltespecially proud. For not only wouldhis city be stag<strong>in</strong>g <strong>the</strong> 2010 w<strong>in</strong>terOlympics, it would also be <strong>the</strong> firstsusta<strong>in</strong>able games <strong>in</strong> Olympic history.The moment, however, also highlighted<strong>the</strong> challenge that <strong>the</strong> city, and <strong>the</strong> GreaterVancouver region – known for its breathtak<strong>in</strong>gnatural beauty – is beg<strong>in</strong>n<strong>in</strong>gto face as it cont<strong>in</strong>ues to expand and<strong>the</strong> pace of development quickens.As forecasts predict a significant population<strong>in</strong>crease over <strong>the</strong> next 20 years, <strong>the</strong>re isa strong desire to safeguard <strong>the</strong> naturaladvantages of <strong>the</strong> Greater Vancouver region,and a major strategic <strong>in</strong>vestment programmeis underway to establish a transportation<strong>in</strong>frastructure that can support susta<strong>in</strong>abledevelopment. This Act allows<strong>the</strong> ODA to control such th<strong>in</strong>gs as landacquisition, build<strong>in</strong>g works and, importantlyfor Sumner, putt<strong>in</strong>g <strong>in</strong> place transport<strong>in</strong>frastructure. Work<strong>in</strong>g closely with <strong>the</strong>London Organis<strong>in</strong>g Committee of <strong>the</strong> OlympicGames and Paralympic Games chaired byLord Coe, <strong>the</strong> ODA is essentially <strong>the</strong> publicbody responsible for ensur<strong>in</strong>g delivery of <strong>the</strong><strong>new</strong> venues and <strong>the</strong> legacy that will follow.As soon as London’s name was announcedby Jacques Rogge, <strong>the</strong> President of <strong>the</strong>International Olympic Committee (IOC),on 6 July 2005, Sumner k<strong>new</strong> that hehad to hit <strong>the</strong> ground runn<strong>in</strong>g – thisbe<strong>in</strong>g <strong>the</strong> key to deliver<strong>in</strong>g on time. Hehad been <strong>in</strong>volved with <strong>the</strong> London2012 bid s<strong>in</strong>ce its early stages <strong>in</strong> 2003,develop<strong>in</strong>g plans with his Transport forLondon team, and fully understood <strong>the</strong>magnitude of what had to be done.London’s transport <strong>in</strong>frastructure willundergo major improvements. A total of£18 billion is committed to be spent ontransport <strong>in</strong> <strong>the</strong> capital between now and<strong>the</strong> Games. Sumner acknowledges that alltoo often transport schemes are stymiedby lack of fund<strong>in</strong>g. This will not be <strong>the</strong> casefor 2012, where upfront and committed<strong>in</strong>vestment was secured. Sumner is keento highlight that almost all <strong>the</strong> transport<strong>in</strong>frastructure related to <strong>the</strong> Games isunderway. And <strong>the</strong> best Christmas gif<strong>the</strong> hopes to receive <strong>in</strong> 2010 will be itscompletion. This early delivery date willenable thorough test<strong>in</strong>g of all Games venuesand <strong>in</strong>frastructure, as required by <strong>the</strong> IOC.Given <strong>the</strong> plethora of stakeholders<strong>in</strong>volved, Sumner believes that one of<strong>the</strong> key <strong>in</strong>gredients to success is hav<strong>in</strong>g ashared collective vision. This, he argues,must be done from <strong>the</strong> onset. The ODAhas worked hard to encourage a commonvision amongst all parties <strong>in</strong>volved. Hes<strong>in</strong>gles out ‘strategic partners’ such as <strong>the</strong>Mayor of London, and regional bodies suchas Transport for London and <strong>the</strong> LondonThames Gateway Development Corporationas well as local partners <strong>in</strong>clud<strong>in</strong>g <strong>the</strong>London boroughs and transport operators.A good example of this ‘shared’enthusiasm was given recently by <strong>the</strong>Mayor of Newham – Sir Rob<strong>in</strong> Wales– so keen on <strong>the</strong> positive impact <strong>the</strong>Games would have for his borough, heclaims that “East is <strong>the</strong> <strong>new</strong> West!”It is important for London that <strong>the</strong> Gameswill leave a positive legacy. To this effect<strong>the</strong> ODA is work<strong>in</strong>g with <strong>the</strong> Governmentand <strong>the</strong> Mayor of London to ensure thatbenefits for London and to <strong>the</strong> rest of <strong>the</strong>UK can be maximised. In prepar<strong>in</strong>g for<strong>the</strong> Games, <strong>the</strong> ODA will put <strong>in</strong> place <strong>the</strong><strong>in</strong>frastructure needed to enable regenerationand <strong>the</strong> development of susta<strong>in</strong>ablecommunities <strong>in</strong> <strong>the</strong> Lower Lea Valley; this<strong>in</strong> turn will act as a catalyst for <strong>the</strong> restof <strong>the</strong> Thames Gateway towards Essex.There’s no doubt that this is a massivechallenge, but Sumner is relish<strong>in</strong>g hisrole at <strong>the</strong> ODA. Unfortunately for him,an avid sports fan, he th<strong>in</strong>ks he willbe too busy oversee<strong>in</strong>g <strong>the</strong> transportoperations to attend any of <strong>the</strong> sport<strong>in</strong>gevents – even his beloved tennis.Visit www.london2012.com

Belowis a selection of o<strong>the</strong>r sport<strong>in</strong>g and stadiawork that we have been <strong>in</strong>volved <strong>in</strong>.Olympic Transport Plan, EnglandLondon’s transport network and its abilityto support <strong>the</strong> 2012 Olympics was akey area of concern for <strong>the</strong> InternationalOlympic Committee dur<strong>in</strong>g one of its early<strong>in</strong>spections of London as a candidate cityfor <strong>the</strong> Games. Over <strong>the</strong> follow<strong>in</strong>g months,<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> worked cont<strong>in</strong>uouslywith <strong>the</strong> Olympic Transport Strategy teamto develop cohesive and comprehensivetransport strategies for <strong>the</strong> Olympic andParalympic Games. S<strong>in</strong>ce <strong>the</strong> successfulannouncement <strong>in</strong> July 2005, we havecont<strong>in</strong>ued to support <strong>the</strong> Olympic DeliveryAuthority <strong>in</strong> f<strong>in</strong>alis<strong>in</strong>g <strong>the</strong> Transport Plan,<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> preparation of detaileddemand forecasts for all means of travelto <strong>the</strong> Olympic Park area. We are also partof <strong>the</strong> Sir Robert McAlp<strong>in</strong>e team bidd<strong>in</strong>gto build <strong>the</strong> ma<strong>in</strong> Olympic stadium.Wembley Stadium, EnglandOur <strong>in</strong>volvement with Wembley Stadiumgoes back to 1999 when we supported <strong>the</strong>plann<strong>in</strong>g application for <strong>the</strong> <strong>new</strong> nationalstadium. We have been work<strong>in</strong>g with <strong>the</strong>project team ever s<strong>in</strong>ce, which has ledto <strong>the</strong> extensive transport improvements<strong>in</strong> <strong>the</strong> local area completed <strong>in</strong> 2005,<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> massively upgradedWembley Park station redevelopment.Croke Park Stadium, IrelandThe <strong>new</strong> Croke Park Stadium was completed<strong>in</strong> 2005 with a capacity of 83,000 – nearly20,000 more than <strong>the</strong> orig<strong>in</strong>al stadiumand mak<strong>in</strong>g it one of <strong>the</strong> largest <strong>in</strong> Europe.<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> had been an activemember of <strong>the</strong> design team for Croke Park’sredevelopment for over 10 years. In additionto our role <strong>in</strong> help<strong>in</strong>g to shape <strong>the</strong> evolv<strong>in</strong>gdesign of <strong>the</strong> redevelopment, we providedsupport on <strong>the</strong> Environmental Statementand prepared and presented evidenceto <strong>the</strong> An Bord Pleanala oral hear<strong>in</strong>g.Interest<strong>in</strong>gly, we also arranged a visit for<strong>Arsenal</strong>’s directors and design team to <strong>the</strong>stadium <strong>in</strong> 2000 which led to <strong>the</strong> adoptionof <strong>the</strong> Croke Park club level design as <strong>the</strong>template for <strong>the</strong> <strong>new</strong> <strong>Arsenal</strong> Stadium.Lansdowne Road, IrelandAno<strong>the</strong>r long-stand<strong>in</strong>g client is <strong>the</strong> IrishRugby Football Union (IRFU). We helpedplan and design a replacement stadiumfor Lansdowne Road <strong>in</strong> Dubl<strong>in</strong>, which willbe used for national and <strong>in</strong>ternationalrugby and football matches, concertsand o<strong>the</strong>r non-match day events. Theplann<strong>in</strong>g application was approved <strong>in</strong>August 2006 with an oral hear<strong>in</strong>g to followlater this year. In <strong>the</strong> meantime, once<strong>the</strong> old stadium is decommissioned anddemolished <strong>in</strong> <strong>the</strong> next few months <strong>the</strong>national fixtures will relocate to CrokePark – which will stage <strong>the</strong> highest evercapacity rugby <strong>in</strong>ternational <strong>in</strong> <strong>the</strong> nor<strong>the</strong>rnhemisphere <strong>in</strong> <strong>the</strong> spr<strong>in</strong>g of 2007.10


<strong>Arsenal</strong> <strong>kicks</strong> <strong>off</strong> <strong>the</strong> <strong>season</strong> <strong>in</strong> <strong>new</strong> <strong>home</strong><strong>Arsenal</strong> Football Club has a promis<strong>in</strong>g l<strong>in</strong>eup for <strong>the</strong> 2006/7 <strong>season</strong> with Thierry Henryfirmly on side to lead a talented young team,30 million supporters worldwide and abrand <strong>new</strong> stadium with 60,000 seats, 150executive boxes, a spacious pitch and stateof-<strong>the</strong>-artfacilities. Even more impressiveis that <strong>the</strong> <strong>new</strong> Emirates Stadium wascompleted two weeks ahead of schedule and– by all accounts on budget at £390 million.Needless to say, a lot of plann<strong>in</strong>g and hardwork had gone <strong>in</strong>to <strong>the</strong> project to see <strong>the</strong>Dennis Bergkamp testimonial successfullyopen <strong>the</strong> stadium on <strong>the</strong> 22nd July 2006.<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> has been work<strong>in</strong>g with<strong>Arsenal</strong> Football Club cont<strong>in</strong>uously s<strong>in</strong>ce2000 on all areas of transport, when we<strong>in</strong>itially helped prepare and submit <strong>the</strong> firstset of plann<strong>in</strong>g applications for <strong>the</strong> <strong>new</strong>stadium and associated development.It was important to <strong>the</strong> club that <strong>the</strong><strong>new</strong> stadium rema<strong>in</strong>ed <strong>in</strong> <strong>the</strong> Isl<strong>in</strong>gtonneighbourhood – its <strong>home</strong> s<strong>in</strong>ce 1913.However, as a high density residentialarea, one of <strong>the</strong> key targets was to ensurethat no more than 20% of spectatorjourneys <strong>in</strong>to <strong>the</strong> local area would be byprivate car. This is by far <strong>the</strong> lowest levelof car use for travel to any Premiershipstadium, which we aim to achievethrough <strong>in</strong>novative measures <strong>in</strong>cluded <strong>in</strong><strong>the</strong> Stadium Travel Plan, developed <strong>in</strong>partnership with Transport for London,Isl<strong>in</strong>gton Council, Metropolitan Police,First Capital Connect (Great Nor<strong>the</strong>rn)and <strong>the</strong> Stadium Liaison Committee. Inaddition, we have planned and supervised<strong>the</strong> implementation of a massive EventDay Park<strong>in</strong>g Scheme, which restricts onstreetpark<strong>in</strong>g <strong>in</strong> a third of <strong>the</strong> borough– an area cover<strong>in</strong>g 30,000 dwell<strong>in</strong>gs.Early <strong>in</strong>dications from <strong>the</strong> <strong>in</strong>itial stadiumuse already suggest that we will meet– and even exceed – this tough target.Because of <strong>the</strong> sheer number of peoplethat will descend onto <strong>the</strong> ground onmatch and event days, it was essentialto thoroughly assess crowd and trafficflow issues both with<strong>in</strong> <strong>the</strong> stadium and<strong>in</strong> <strong>the</strong> adjacent street network. To helpensure effective control of <strong>the</strong> crowds we:ttProvided <strong>in</strong>put on <strong>the</strong> stadium design,which <strong>in</strong>cluded <strong>the</strong> plann<strong>in</strong>g, capacityand accessibility assessment andspecification of <strong>the</strong> two massivepedestrian overbridges across <strong>the</strong>railway l<strong>in</strong>es to <strong>the</strong> east of <strong>the</strong> stadium.Planned and designed crowdmanagement measures at keypedestrian cross<strong>in</strong>g locations and <strong>the</strong>ma<strong>in</strong> local rail and tube stations.tttPrepared <strong>the</strong> unique Local AreaManagement Plan that identifiesand outl<strong>in</strong>es all <strong>the</strong> procedures tobe followed to manage <strong>the</strong> crowdflows and vehicle movements <strong>in</strong><strong>the</strong> vic<strong>in</strong>ity of <strong>the</strong> stadium.Designed <strong>the</strong> vehicle and pedestrianconnections between <strong>the</strong> EmiratesStadium and surround<strong>in</strong>g podiumlevel and <strong>the</strong> adjacent road network<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> <strong>new</strong> roundabout <strong>in</strong><strong>the</strong> plaza area to <strong>the</strong> southof <strong>the</strong> stadium.Planned and designed local wayf<strong>in</strong>d<strong>in</strong>gsignage and CCTV coverage.We have also been work<strong>in</strong>g closely withTransport for London, <strong>the</strong> MetropolitanPolice and Isl<strong>in</strong>gton Council todeliver a transport communicationstrategy for <strong>the</strong> stadium.As a <strong>new</strong> <strong>season</strong> gets underway,we are proud to have played apart <strong>in</strong> deliver<strong>in</strong>g a beautiful <strong>new</strong>stadium for <strong>the</strong> beautiful game.For more <strong>in</strong>formation contactTim Spencert +44 (0)20 7919 8500e tim.spencer@sdgworld.net11

The partnership has achieveda number of significant milestones dur<strong>in</strong>gthis period <strong>in</strong>clud<strong>in</strong>g: develop<strong>in</strong>g <strong>the</strong>Liverpool City Centre Movement Strategy(now <strong>in</strong> progress), secur<strong>in</strong>g £170mgovernment fund<strong>in</strong>g ‘<strong>in</strong> pr<strong>in</strong>ciple’ andobta<strong>in</strong><strong>in</strong>g TWA powers for Merseytram,re-franchis<strong>in</strong>g Merseyrail Electrics Network(consistently <strong>the</strong> best perform<strong>in</strong>g ma<strong>in</strong>landUK rail franchise) and help<strong>in</strong>g to get <strong>the</strong>Mersey Tunnels Bill passed to secure <strong>the</strong>future of <strong>the</strong> Tunnels and allocate surplusfunds to public transport projects.More recently, we have been work<strong>in</strong>g todeliver two <strong>new</strong> major <strong>in</strong>terchange facilities,which will help ensure <strong>the</strong> long termsusta<strong>in</strong>ability of <strong>the</strong> area’s regeneration.Paradise Street InterchangeThe ‘Liverpool 1’ retail and leisuredevelopment project is one of <strong>the</strong> largestcommercial developments <strong>in</strong> Europe thatwill provide over 1 million sq ft of <strong>new</strong> retailfloorspace <strong>in</strong> Liverpool’s city centre. Due to<strong>the</strong> scale of <strong>the</strong> development, <strong>the</strong> ParadiseStreet Bus Station had to be demolished andreplaced with a brand <strong>new</strong> facility, located<strong>in</strong> <strong>the</strong> heart of <strong>the</strong> <strong>new</strong> development.<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> developed a rangeof <strong>in</strong>terchange layouts to identify <strong>the</strong>best design to meet both Merseytravel’srequirements – such as like-for-likereplacement of <strong>the</strong> old station, space toaccommodate <strong>new</strong> staff <strong>off</strong>ices andMerseytram – and <strong>the</strong> needs of <strong>the</strong> Liverpool1 developers, Grosvenor, and <strong>the</strong>ir variousoccupiers. Opened <strong>in</strong>2005, <strong>the</strong> <strong>new</strong> <strong>in</strong>terchange provides highquality public transport facilities <strong>in</strong> <strong>the</strong>core of <strong>the</strong> <strong>new</strong> development which is dueto open <strong>in</strong> 2008. Pharos lights <strong>the</strong>way for SloughWhat’s <strong>the</strong><strong>new</strong> agendaGillian Ralphs, Assistant Director ofTransport and Plann<strong>in</strong>g at SloughBorough Council, heard about PharosTransport Management Consultancy atjust <strong>the</strong> right time. The Council was closeto complet<strong>in</strong>g service improvements<strong>in</strong>stigated two years previously andwas look<strong>in</strong>g to take its transport andplann<strong>in</strong>g service to <strong>the</strong> next level.Pharos, a <strong>new</strong> partnership betweenBuck<strong>in</strong>ghamshire County Council and<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong>, aims to providespecialist management consultancyservices specifically tailored to localtransport authority needs by br<strong>in</strong>g<strong>in</strong>gtoge<strong>the</strong>r <strong>the</strong> best of two worlds – peoplewho understand local transport policyand delivery, and those who can deliverbus<strong>in</strong>ess management best practice.Slough commissioned Pharos to undertakea ‘peer review’ of <strong>the</strong> transport elementof its transport and plann<strong>in</strong>g service. Thebrief was to focus on improv<strong>in</strong>g efficiency,develop<strong>in</strong>g performance management,and improv<strong>in</strong>g customer-driven servicesand organisational structures.Us<strong>in</strong>g a wide range of data sources, Pharosfirst carried out targeted benchmark<strong>in</strong>gresearch to compare and contrast <strong>the</strong>services provided by Slough with o<strong>the</strong>rsimilar authorities. TheTransport Innovation Fund (TIF) regionalisedtransport budgets, and <strong>the</strong> moves toconnect heavy rail spend to <strong>the</strong>se budgetsare key parts of this <strong>new</strong> programme.The Government has <strong>in</strong>dicated that from2008/9 to 2014/15 <strong>the</strong> real <strong>in</strong>creases<strong>in</strong> national funds will be allocated to TIF,whose two key objectives are tackl<strong>in</strong>gcongestion and improv<strong>in</strong>g productivity.While <strong>the</strong> Highways Agency will still hold<strong>the</strong> budget for ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g and enhanc<strong>in</strong>g<strong>the</strong> national trunk road network, regionalbudgets will become <strong>the</strong> primary source ofall major regional and local schemes, as wellas additional expenditure on heavy rail.The creation of regional budgets doesn’treduce available fund<strong>in</strong>g (£700m of capitalper annum at current prices) but LocalTransport Plan and regional budgets will notactually <strong>in</strong>crease <strong>in</strong> real terms – leav<strong>in</strong>g awide gap <strong>in</strong> regional and local aspirations.For local and regional authorities, <strong>the</strong>key th<strong>in</strong>gs to recognise are that fund<strong>in</strong>gis l<strong>in</strong>ked to national objectives first, and<strong>the</strong>re is greater long term certa<strong>in</strong>ty about<strong>the</strong> fund<strong>in</strong>g levels be<strong>in</strong>g attached to thoseobjectives. Successful programmes (i.e.those w<strong>in</strong>n<strong>in</strong>g fund<strong>in</strong>g) will be those thatbest serve <strong>the</strong>se objectives. The choiceof mode is <strong>the</strong> last fund<strong>in</strong>g decisionra<strong>the</strong>r than <strong>the</strong> first, and <strong>the</strong> key fund<strong>in</strong>gquestion becomes how much moneyis to be attached to each objective.So, to deliver <strong>the</strong> Government’s agenda,local transport priorities have to focuson reduc<strong>in</strong>g congestion and <strong>in</strong>creas<strong>in</strong>gproductivity. Sophisticated onboardequipment will signal to traffic lights as<strong>the</strong> SERT vehicle approaches, prompt<strong>in</strong>g<strong>the</strong>m to change to green to let <strong>the</strong>vehicles through. A toll challenge“The ability to choose and adaptmodels for particular contexts is oneof <strong>the</strong> most important elements <strong>in</strong><strong>the</strong> complete planner’s toolkit.”This advice from Ortúzar and Willumsen<strong>in</strong> <strong>the</strong>ir book, Modell<strong>in</strong>g Transport, hasbeen especially relevant <strong>in</strong> <strong>the</strong> modell<strong>in</strong>gwork we are do<strong>in</strong>g for <strong>the</strong> urbanconcession system of Santiago de Chile.Mak<strong>in</strong>g space for CrossrailThe successful outcome from <strong>the</strong> petitionprocess has ensured that Liverpool StreetStation will have sufficient capacity withCrossrail to support British Land’s longtermaspirations for its Broadgate Estate.When <strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> started work<strong>in</strong>gwith British Land, we immediately saw anopportunity to add value. Initially askedto advise on <strong>the</strong> long-term plann<strong>in</strong>g of <strong>the</strong>Broadgate Estate <strong>in</strong> <strong>the</strong> City of London, wequickly realised that <strong>the</strong> <strong>in</strong>itial proposalfor <strong>the</strong> Crossrail station on Liverpool Streetcould be a threat to <strong>the</strong> Broadgate project.Cross London Rail L<strong>in</strong>ks (CLRL) hadabandoned earlier proposals for a <strong>new</strong>Crossrail station at Liverpool Street and<strong>in</strong>stead had substituted a connectionfrom <strong>the</strong> platforms <strong>in</strong>to <strong>the</strong> exist<strong>in</strong>gLondon Underground ticket hall. LiverpoolStreet is already <strong>the</strong> busiest station <strong>in</strong><strong>the</strong> UK with 140 million visitors eachyear and <strong>the</strong> <strong>new</strong> West-East railwayroute will clearly add to this number.The limited capacity would have led tosevere congestion <strong>in</strong> <strong>the</strong> ticket hall.<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> assisted British Landand <strong>the</strong> City of London Corporation <strong>in</strong>petition<strong>in</strong>g aga<strong>in</strong>st <strong>the</strong> proposals and TimSpencer, Director, presented extensiveevidence throughout <strong>the</strong> hear<strong>in</strong>g of <strong>the</strong>case before <strong>the</strong> House of Commons SelectCommittee from January to July 2006.In July, <strong>the</strong> Committee announced its<strong>in</strong>terim decision to recommend that<strong>the</strong> exist<strong>in</strong>g ticket hall be expandedto accommodate 24 gates (<strong>in</strong>stead of<strong>the</strong> orig<strong>in</strong>al 16) and that an additionalBroadgate entrance to Crossrail should be<strong>in</strong>cluded as an additional provision to <strong>the</strong>Bill. This would provide a fur<strong>the</strong>r 12 gates,br<strong>in</strong>g<strong>in</strong>g <strong>the</strong> total to 36 – some three times<strong>the</strong> capacity that was <strong>in</strong>itially proposedby CLRL. This <strong>new</strong> schemeautomatically charges a toll as carsequipped with transponders pass agantry. Although <strong>the</strong> transponder will‘beep’ each time a gantry is passed,most drivers do not keep a formalrecord of <strong>the</strong>se and may be slightlysurprised by <strong>the</strong> monthly <strong>in</strong>voicesummaris<strong>in</strong>g <strong>the</strong>ir toll expenditure.The complexity of <strong>the</strong> toll<strong>in</strong>g scheme<strong>in</strong> Santiago – with prices vary<strong>in</strong>g bytime of day, direction, and section of<strong>the</strong> road – also make it difficult forusers to anticipate <strong>the</strong> cost of <strong>the</strong>irtrips, which fur<strong>the</strong>r reduces <strong>the</strong>ir directperception and sensitivity to tariffs.As <strong>the</strong> free-flow toll collection systemcovers <strong>the</strong> whole of Santiago we had toadapt conventional transport models toour own modell<strong>in</strong>g standards. Moreover,we added a strong element of marketresearch to <strong>in</strong>clude <strong>the</strong> user’s imperfectperceptions of tolls. The when, who and how of consultationThere is no doubt that, done correctly,participation can greatly improve aproject. Stakeholder and communityparticipation is widely practised with<strong>in</strong>transport plann<strong>in</strong>g and is a criticalpart of good transport delivery.One of <strong>the</strong> key aims of consultation shouldbe to try to develop ideas <strong>in</strong> partnershipwith <strong>the</strong> public and stakeholders, andallow <strong>the</strong>ir feedback to <strong>in</strong>form schemeor strategy development. This will leadto greater support for <strong>the</strong> ideas and <strong>the</strong>measures delivered through <strong>the</strong>m.However, <strong>the</strong>re is often a fear that <strong>in</strong>volv<strong>in</strong>g<strong>the</strong> public will lead to impractical ideas andunrealistic expectations. This need not be<strong>the</strong> case if <strong>the</strong> process is properly managed.We recently helped to achieve this whenconsult<strong>in</strong>g on <strong>the</strong> Local DevelopmentFramework (LDF) <strong>in</strong> Kirklees. Our work<strong>in</strong>volved public workshops to discuss <strong>the</strong>proposed LDF Core Strategy. Participantswere led through a plann<strong>in</strong>g game, which<strong>in</strong>volved assess<strong>in</strong>g a number of optionswhile work<strong>in</strong>g under <strong>the</strong> same constra<strong>in</strong>ts as<strong>the</strong> planners. This ensured that <strong>the</strong> feedbackwas <strong>in</strong>formed and realistic, and participantsalso ga<strong>in</strong>ed a better appreciation ofwhat <strong>the</strong> professionals are up aga<strong>in</strong>st.The three considerations of consultationThe first consideration is when to consult.Typically, consultation is most effective whenpeople are <strong>in</strong>volved from an early stage. Thisenables concerns to be aired and addressedbefore options and outcomes are limited.When consider<strong>in</strong>g who to consult, it is usefulto refer to guidance such as WebTag, whichconta<strong>in</strong>s lists of stakeholders and publicbodies that should be consulted. In addition,particular attention should be paid to harderto-reachgroups, such as black and m<strong>in</strong>orityethnic (BME) groups, people with physical orlearn<strong>in</strong>g disabilities, <strong>the</strong> elderly and children.We have developed a range of methods toensure equality of <strong>in</strong>clusion. For <strong>in</strong>stance,as part of <strong>the</strong> consultation on <strong>the</strong> secondLocal Transport Plan <strong>in</strong> Slough we wentto a range of areas and conducted ‘voxpop’, or public op<strong>in</strong>ion, <strong>in</strong>terviews.This enabled us to speak to people whowouldn’t normally participate <strong>in</strong> <strong>the</strong> moretraditional consultation methods.The third key consultation decisionis how to consult. For this, a range oftechniques is available, which vary <strong>in</strong>terms of level of <strong>in</strong>volvement of thoseconsulted. Of course, time and costconstra<strong>in</strong>ts are also <strong>in</strong>fluenc<strong>in</strong>g factors.Recent years have seen an adoption ofmore <strong>in</strong>novative consultation techniques.We are us<strong>in</strong>g citizen’s juries, vision<strong>in</strong>gexercises and plann<strong>in</strong>g games more andmore to enable people to look at complexissues <strong>in</strong> a methodical and strategic way.No matter when consultation is undertaken,who is <strong>in</strong>volved and which method is used,<strong>the</strong> key th<strong>in</strong>g to remember is <strong>the</strong> value itcan br<strong>in</strong>g: understand<strong>in</strong>g problems andissues, ga<strong>in</strong><strong>in</strong>g support for change, and asense of ownership of ideas and delivery.For more <strong>in</strong>formation contactKate Gladstonet +44 (0)113 242 9955e kate.gladstone@sdgworld.net18


EnvironmentcolumnDriv<strong>in</strong>g Up CO 2EmissionsThe UK’s Department for Transport (DfT)does not have a clear picture of howits policies affect carbon dioxide (CO 2)emissions, and is not tak<strong>in</strong>g seriously<strong>the</strong> Government’s commitments onclimate change. These are key f<strong>in</strong>d<strong>in</strong>gsof a recent report by <strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong>for Transport 2000 and a number ofo<strong>the</strong>r environmental organisations.Personalised Travel Plann<strong>in</strong>gmoves up a gearAs concern about pollution, climate changeand congestion cont<strong>in</strong>ues to grow, wehave seen a more determ<strong>in</strong>ed drive totackle <strong>the</strong>se issues through <strong>in</strong>novative<strong>in</strong>itiatives such as personalised travelplann<strong>in</strong>g (PTP). As <strong>the</strong> name suggests,PTP enables <strong>in</strong>dividuals to make better<strong>in</strong>formeddecisions about travel basedon <strong>the</strong>ir lifestyle and travel patterns.Similar to <strong>the</strong> work we are do<strong>in</strong>g withDarl<strong>in</strong>gton (see The Review, Issue 29),<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> has been busyhelp<strong>in</strong>g communities around <strong>the</strong> countryset up and run <strong>the</strong>ir own PTP projects.Transport for London is work<strong>in</strong>g withLondon boroughs to promote susta<strong>in</strong>abletransport options. As part of this <strong>in</strong>itiativewe have recruited, tra<strong>in</strong>ed and employed20 local people to deliver travel adviceto 23,000 households <strong>in</strong> <strong>the</strong> RoyalBorough of K<strong>in</strong>gston-upon-Thames thissummer. The team has been go<strong>in</strong>g doorto door, <strong>off</strong>er<strong>in</strong>g residents <strong>in</strong>formationand <strong>in</strong>centives to help <strong>the</strong>m try to reduce<strong>the</strong>ir car use and <strong>in</strong>crease <strong>the</strong>ir use ofsusta<strong>in</strong>able modes of transport such aswalk<strong>in</strong>g, cycl<strong>in</strong>g and public transport.As <strong>the</strong> project comes to a close, we arerecruit<strong>in</strong>g more than 45 staff to contact afur<strong>the</strong>r 40,000 households this autumn.On <strong>the</strong> south coast, Brighton and HoveCity Council was recently chosen to beone of six Cycle Demonstration Towns<strong>in</strong> England. A significant factor <strong>in</strong> <strong>the</strong>success of its bid was <strong>the</strong> delivery ofPTP to 30,000 households over <strong>the</strong> nextthree years. With our mentorship, <strong>the</strong>council’s <strong>new</strong>ly appo<strong>in</strong>ted PTP teamundertook its first project this summer,target<strong>in</strong>g 10,000 households.In Bristol, a key aspect of <strong>the</strong> two projectswe are help<strong>in</strong>g <strong>the</strong> city council with hasbeen air quality. Tailor<strong>in</strong>g our approachto encompass this element, we havedeveloped a booklet on economical caruse and set up vehicle emissions testsand ‘eco-driv<strong>in</strong>g lessons’ <strong>in</strong> addition to<strong>the</strong> usual scope of PTP <strong>in</strong>formation.Measur<strong>in</strong>g <strong>the</strong> impact of PTP is an<strong>in</strong>valuable part of <strong>the</strong> process and wehave developed a robust but economicalsurvey tool that enables clients to gaugehow much participants <strong>in</strong> a PTP projecthave changed <strong>the</strong>ir travel habits.The application of PTP cont<strong>in</strong>ues togrow. Follow<strong>in</strong>g a successful pilot for <strong>the</strong>workplace <strong>in</strong> Tunbridge Wells, we arenow us<strong>in</strong>g a slightly adapted version ofPTP at a B&Q branch <strong>in</strong> Darl<strong>in</strong>gton. Thefuture of <strong>the</strong> technique looks promis<strong>in</strong>g– we are currently look<strong>in</strong>g at apply<strong>in</strong>git <strong>in</strong> <strong>the</strong> field of recycl<strong>in</strong>g and wastem<strong>in</strong>imisation and are <strong>in</strong> <strong>the</strong> process ofselect<strong>in</strong>g a partner for a pilot project.For more <strong>in</strong>formation contactLisa Buchanan or Tom Cohent +44 (0)20 7919 8500e travelchoices@sdgworld.netThe study found that no assessment <strong>off</strong>uture traffic levels has been made fora third of schemes <strong>in</strong> <strong>the</strong> Government’strunk road programme, and that <strong>the</strong>rewere no data on CO 2emissions formore than half of <strong>the</strong>se schemes.Voluntary agreements on <strong>new</strong> car fuelefficiency between <strong>the</strong> EU and car makersare clearly seen by <strong>the</strong> Government as <strong>the</strong>most important element <strong>in</strong> achiev<strong>in</strong>g <strong>the</strong>Kyoto target to reduce greenhouse gasemissions overall by 12.5% below 1990levels by 2012. Fur<strong>the</strong>r domestic goals ofreduc<strong>in</strong>g CO 2emissions overall by 20%below 1990 levels by 2010, and putt<strong>in</strong>g <strong>the</strong>UK on a path to cutt<strong>in</strong>g emissions by some60% by about 2050, with real progresstowards this by 2020, are also set. However,<strong>the</strong> Government has admitted that <strong>the</strong>latter goals are unlikely to be achieved.This is largely because vehicle manufacturerswill be more than a decade late <strong>in</strong> honour<strong>in</strong>g<strong>the</strong> voluntary agreements, which may nownot be reached <strong>in</strong> <strong>the</strong> UK until 2021. Theaverage emissions of CO 2for <strong>new</strong> carsfell by only 1.2% <strong>in</strong> 2005, well short of<strong>the</strong> <strong>in</strong>dustry target of a 5% p.a. reductionand also significantly below <strong>the</strong> moreconservative 2.5% reduction assumed <strong>in</strong>both <strong>the</strong> 10-Year Plan and <strong>the</strong> White Paper.Overall, <strong>the</strong> study concludes that <strong>the</strong>DfT needs to develop a more robust andtransparent approach to monitor<strong>in</strong>g <strong>the</strong>carbon effects of its policies and proposals.In particular, <strong>the</strong> Government shouldset sectoral targets for <strong>the</strong> reduction ofCO 2emissions for different parts of <strong>the</strong>economy such as transport, and also setspatial targets on a regional basis.<strong>Steer</strong> <strong>Davies</strong> <strong>Gleave</strong> provides advice on allaspects of transport and <strong>the</strong> environment.For more <strong>in</strong>formation e-mailenvironment@sdgworld.net19
