Boundary CommissionMichelle Dougherty, Executive Directorwww.boundarycommission.com(314) 863-3005OVERVIEWThe Boundary Commission is an independentcommission established by state law which reviewsproposed changes to boundaries of incorporatedand unincorporated areas in St. Louis County. TheCommission is a separate entity and is not a part ofSt. Louis County Government. However, the Countyis statutorily responsible for providing reasonableand necessary operational funding for theCommission.Once the members of the Commission areappointed they operate independently of anyCounty or local jurisdiction. The Commission hasthe authority to establish a budget, hire staff, createrules and make decisions.The Commission must approve most proposedboundary changes, which in most cases are thensubject to approval by voters in the affected areas.Under certain, specific circumstances, however, theCommission’s approval of a proposal is sufficient toenact a boundary change.The Boundary Commission is entering the final yearof the current proposal cycle. The Commissionreceived four annexation proposals before thedeadline. This budget supports management ofeach proposal in a timely and efficient manner asrequired by state law. The deadline for annexationproposals was July 1, 2010.
