were identified for implementation to help conserve the biodiversity of the <strong>Project</strong> area. The BMPsummarizes the potential impacts from the <strong>Project</strong> and outlines corresponding mitigation measures.The BMP presents environmental education as a means to engage local stakeholders and further theircommitments to sustainable development. GeoCam will be responsible for implementation of theprograms identified as part of its biodiversity conservation programs. However, collaboration with otherstakeholders, including governmental authorities and logging companies, will be necessary for thesuccessful implementation of mitigation measures.4.8 Community Development PlanThe CDP presents the actions GeoCam will take to ensure the local communities do not becomedependent on the mining economy, but rather have an enhanced, sustainable economy following mineclosure. GeoCam will further community development opportunities in the area by making investments toimprove infrastructure, education, health care, and other economic programs (e.g., agro-forestry and fishfarmingprograms) to promote sustainability.An effective public consultation program is a key component to the CDP. The CDP identifies programinitiatives and considers key stakeholders as members of a Public Liaison Committee (PLC) to prioritizeand implement those initiatives. The HSSE Manager is responsible for collecting stakeholder inputthrough public consultation, planning, development, implementation, and monitoring of the communitydevelopment programs.It is noted that in addition to the community development initiatives that will be implemented in the minearea under this CDP and future CDPs, GeoCam is committed to employee training programs that willprovide valuable, marketable job skills to local residents.4.9 The Baka Indigenous People PlanThe IPP recognizes the importance of contributing to the sustainable self-development of localpopulations including the Baka indigenous people in the <strong>Project</strong> zone. The Baka people represent aminority indigenous population that could be potentially disadvantaged in concurrence with thedevelopment of the <strong>Project</strong>. A number of Baka communities in the vicinity of the <strong>Project</strong>, NGOs, and localauthorities were consulted in developing this IPP. The Baka social organization, culture, relationshipswith other ethnic groups, economy, and access to basic services is discussed in the IPP. There arepotential impacts to food security, health, social and environmental quality, and land conflicts to the Bakapeople from deforestation.The IPP identifies the needs associated with the preservation of the socio-economic and cultural identityof the Baka people. A number of potential program have been identified in order to meet the needs of theBaka people. The programs focus on forest resources, economic autonomy, living conditions, and socialposition.The IPP is implemented by GeoCam under the responsibility of the HSSE Department of GeoCam. TheHSSE Manager and the CLO plan and monitor activities derived from the IPP. Additionally, the PLCplays an advisory role, selects projects for funding consideration by GeoCam, and monitors the <strong>Project</strong>sto be implemented.4.10 Stakeholder Engagement PlanThe SEP describes how GeoCam will collect and disseminate information to people who are interestedand/or affected by the <strong>Project</strong>. The SEP establishes the basis for how GeoCam will conduct its businesswith the community, and, if implemented as presented, will ensure transparency in the <strong>Project</strong> activities asthey may affect the health, safety, and environment.<strong>Executive</strong> Summary, Rev 04-3
