'12.10 If permitted by the <strong>Board</strong>'s group health insurance carrier, teachers on a recall listshall be permitted to retain group health insurance coverage during such a periodthe recall rights are in effect, by paying the total monthly insurance premiums tothe Treasurer on or before the first day <strong>of</strong> the month such insurance premiumsare due the insurance carrier.12.11 When used in this Article, seniority is defined as years <strong>of</strong> continuous employmentwithin the <strong>School</strong> <strong>District</strong> within the bargaining unit.A. Continuous employment shall include all time on sick leave, all time on<strong>Board</strong>-approved paid leave <strong>of</strong> absence, all time on military leave <strong>of</strong>absence, all time on disability retirement to a maximum <strong>of</strong> five (5) years,and all time during suspension or non-renewal for reduction in teachingstaff reasons if the teacher is reinstated.B. Unpaid leaves <strong>of</strong> absence shall not constitute an interruption in continuousservice. However, the time that the teacher was on such unpaid leave willnot be counted in total years <strong>of</strong> service in determining seniority rightshereunder.C. Seniority shall be lost when a teacher resigns or otherwise leaves theemploy <strong>of</strong> the <strong>Board</strong>.13.01 Complaints Against TeachersARTICLE 13PROBLEM SOLVING PROCEDURESA. Informal Procedure - Complaints against teachers originating outside thepublic school system shall be handled as follows:1. A complaint received by a school board member <strong>of</strong> the teachingstaff shall be referred to the Superintendent.2. The Superintendent shall inform the teacher's building principal.The building principal will inform the teacher <strong>of</strong> the complaintdirected toward him/her and <strong>of</strong>fer him/her an opportunity to settlethe complaint. Such notification will be done within a reasonableten (1 0) working days.3. Undocumented hearsay complaints shall not be made the basis fordisciplinary action or adversely affect the teacher's employmentstatus.B. Formal Procedure - If the complaint cannot be settled informally, thefollowing procedures shall be followed:21
