5.1 Purpose Purpose of of th the th plan<br />

This plan sets out how the council intends to manage the regional parks. However, while<br />

the plan focuses on the specific management actions and programmes planned for the next<br />

5 to 10 years, these have been developed with a 20 to 50 year horizon in mind.<br />

The <strong>Regional</strong> <strong>Parks</strong> <strong>Management</strong> <strong>Plan</strong> has two primary functions;<br />

1. It represents a contract with the general public as to how the council will manage the<br />

regional parks on their behalf, and<br />

2. It provides the framework that guides the council’s staff on the day-to-day and long<br />

term management of the parks.<br />

The process of developing this plan enables the public to comment on the proposed<br />

direction for the regional parks network and the specific management policies for each of<br />

the parks. Once adopted, it will guide staff management of the parks, and tell park users<br />

about the policies and rules that might apply to them when using the parks. This information<br />

is also provided to the general public through a range of other communication methods,<br />

such as park notice boards, brochures and the council website (refer to section 13.2 Visitor<br />

services)<br />

This plan represents council policy and can only be changed through due process as defined<br />

in the Local Government Act 2002 and the Reserves Act 1977. That is, the consultation<br />

processes outlined in these acts allows the public to be informed about, and participate in,<br />

these changes. (Refer to section 16.2 Review and variations).<br />
