As a general rule, Figure 7.1 represents a hierarchy of intentions where, if there is doubt<br />

about the meaning or interpretation of a statement at one level, reference should be made<br />

to the next level up in the hierarchy to understand the intention behind the statement (refer<br />

also to Figure 2 in Appendix 2).The factors outlined above should also be taken into account<br />
