CAAN Souvenir 2010Issue of excessive air traffic congestion experiencedin Tribhuvan International Airport (TIA) since last fewyears is a matter of great concern. It is felt that someconcrete actions must be initiated urgently. Probableactions may be expansion of TIA infrastructure, 24hours operation of TIA, diversify the operationalbase of domestic operators, converting potentialdomestic airports such as Pokhara and Bhairahawato international airport.In course of examining how things are going on,it is apparent that TIA is in a continuous processof expansion. After the completion of on goingrunway overlay work TIA may go for 24 hoursoperation. Pokhara and Bhairahawa is in the processof transformation to international airport. However,diversification of the operational base of domestic operatorsis not being able to implement effectively. In fact, all theseprocess are being very slow in comparison to the rate of airtraffic growth. Besides, these solutions are of temporary innature. It will not fulfill the ultimate requirement to meet theever growing tourism and civil aviation of the country. Mainconstraints of TIA is the space limitation. TIA capacity canbe significantly enhanced only if an additional runway couldbe constructed. But because of the space limitation of TIAthis is not possible. So the ultimate solution is to develop aSecond International Airport.It must be accepted that now TIA is approaching at saturationlevel. Even though the airport is operated 24 hours (presentoperation 18:30 hours), few additional flights can beaccommodated. However, as the development and operationof another international airport takes several years, TIA stillneeds to be optimally utilized till next option is available.Although it is being late to think of the next option, it is amatter of great satisfaction that Nepal Government has takenfew serious steps to ensure Second International Airport (SIA)at Nijgadh as their priority project. As a result given beloware few major government initiations so far:l Land requirement and the boundary demarcation for SIAat Nijgadh has been finalized and submitted to governmentfor approval.l A Negotiation Team has been established to negotiatewith the 1316 families who have been identified to havesettled in the government land for their resettlement.l Ministry for Tourism and Civil Aviation has set up a separateunit in the Ministry to deal with SIA.l Government has granted permission to a South KoreanCompany – Land Mark Worldwide (LMW) to conductDetailed Feasibility Study (DFS). This includes detailengineering design of the airport.T.R. Manandhar*SIA: Future of Nepalese CivilAviationllTotal duration of the DFS is 10 months and bynow LMW is reported to have completed mostof their work, including EIA (EnvironmentalImpact Assessment). LMW is preparing to submitthe final report of DFS in January 2011. DFSincludes development plan of the Airport Cityalong with the SIA.Opening of Fast Track which is thecomplimentary Project of SIA is in progress.l Korean company LMW was involved in developingIncheon International Airport of South Korea. IncheonInternational Airport has won the as the best airportunder passenger facilitation for the last 5 consecutiveyears..There are several issues that are still to be addressed tomaterialize the SIA. Resettlement of the people and theenvironmental issues are not so easy but still there are severalsolutions and options to settle this problem. Major issues arethe fast track and TIA 's operational modality after SIA. Fasttrack connecting Kathmandu and Nijgadh within a shortestpossible distance is a complementary project to SIA. Theyare very closely inter connected. SIA will not be viable unlessand until a short and direct access road to the airport fromthe capital is available. Fast Track Project is under Ministryof Physical Planning where as SIA is under Ministry of Tourismand Civil Aviation. So a very good cooperation andcoordination between two ministry is essential. If not it maynot fulfill its ultimate target. Second major issue is – once SIAis in operation in what model TIA is to be operated and howto recoup the huge investment that has been already incurredin TIA's infrastructure development .On November 3, 2010, Rt. Honorable Prime Minister hadan aerial inspection of fast track and SIA site. Hon. Ministerfor Tourism and Civil Aviaion Mr. Sharat Singh Bhandari andSecretary, MOTCA, Mr. Kishore Thapa was also presentin the inspection. Before departure to the SIA site, SecretaryMr. Kishore Thapa briefed about the present status of SIAto the Prime Minister. After the completion of the aerialinspection, there was a briefing program in the Budhune ArmyBarrack in Makawanpur district around 30 km East of Hetauda.Nepal Army made a briefing about the progress and problemsin the Fast Track Project. In the program, I had an opportunityto make a brief power point presentation on the need of SIAand its prospects.712 th Anniversary Publication

Honorable Prime Minister inhis directives expressed his utmost concern to both projects.PM also emphasized that primary objective of the fast trackis in no way to be disturbed and deviated to address thelocal needs. Honorable Minister for Tourism and Civil Aviationinformed the PM that resettlement is not a problem . If neededgovernment may build the multi storey apartment to resettlethe affected people. Minister also explained the PM thatSIA and the Fast Track is very much interrelated and as suchshould treat both projects in a single package for its effectiveimplementation.All those concern for SIA and Fast Track at the national levelis the positive indication that the things are moving towardsthe right direction. However, there are certain things whichindicate whether we are really serious about SIA. What Iobserve is about the lack of commitment and self confidenceamong us. There are still doubt among the general publicand even within the aviation circle whether SIA will really bematerialized? But whenever I see the confidence andcommitment expressed by our honorable minister regardingthis project I hope nothing can resist it now.SIA is in fact the rival project of CAAN. Once SIA comes intooperation CAAN will have to loose major portion of itsrevenue from TIA. So CAAN should right now start thinkingabout the alternate source of revenue. Proposed ATS RouteHimalaya – 2, if could be established may be one of themajor source of revenue. Even being the rival project, CAANwill have to make a vigorous exercise for the successfulimplementation of SIA. One of this exercise is regarding theneed of realignment of present ATS Routes. If India permitsinbound traffic for SIA to descend within Indian FIR suchrealignment may not be necessary, which is a remote possibility.So present route structure may need to be drasticallychanged, for this also Nepal needs the cooperation fromIndia. There may be no problem for outbound routes but forthe inbound routes most probable entry may be fromNepalganj in the West and from Janakpur in the East providedIndia give consent.Development of Nijgadh as a Second International Airportwill lead Nepal to a new avenues of growth and prosperity.The most potential benefit of the Nijgadh site is its possibilityto promote Nepal as an important transit hub of internationalair transport. Establishment of Himalaya – 2 Route willsupplement this possibility. So SIA and Himalaya-2 Route isnot only the future of Nepalese civil aviation but also thefuture of nation as a whole. In spite of all these importantfacts, no dedicated staffs are assigned so far for this projectby the Ministry.
