<strong>CAAN</strong> <strong>Souvenir</strong> 2010AIS: An aeronautical information service shall ensurethat aeronautical information/data necessary for thesafety; regularity or efficiency <strong>of</strong> air navigation ismade available in a form suitable for the operationalrequirements <strong>of</strong>:a) Those involved in flight operations, including flight crew,flight planning and flight simulators: andb) The air traffic services unit responsible for flightinformation services and services responsiblefor pre- flight information.AERONAUTICAL INFORMATIONPUBLICATION (AIP):AIP is intended to satisfy International requirementsfor the exchange <strong>of</strong> aeronautical information <strong>of</strong> alasting character essential to air navigation. AIPconstitutes the basic information source for permanentinformation and long duration temporary changes.Amendments and checklists:The AIP must me amended or re-issued at such regular intervalsas necessary to ensure the information contained in the AIPis completed and up to date. An AIP, which is not up to date,can jeopardize the safety <strong>of</strong> air navigation.Assignment <strong>of</strong> responsibility for origination<strong>of</strong> raw data:The State's aviation authority should assign to its technicalbranches at headquarters the responsibility <strong>of</strong> originating theraw data required to be promulgated by the aeronauticalinformation service (AIS) in the Aeronautical InformationPublication (AIP), AIP Supplements, NOTAM or Aeronauticalinformation Circulars (AIC). Accordingly, the technical branchesshould ensure that they have speedy and reliable lines <strong>of</strong>communication with AIS. On receipt <strong>of</strong> raw data it is theresponsibility <strong>of</strong> AIS to check, record and edit the data inorder to promulgate the information in a standard format.RAW data will include both basic and ephemeral informationand should be submitted to AIS on the aeronauticalpromulgation advices form.Basic Information:Basic information usually covers the more permanent or staticmaterial for inclusion in the AIP and such should preferablybe authorized by the policy branches at headquarters levelin order to ensure uniform format and compliances withpresent or future policy. All basic information should besupplied well in advance to AIS, to permit ample time forprocessing and promulgation, thus affording reasonablenotice to operators.Ephemeral Information:Ephemeral information may be originated by the technicalheadquarters branches or sections for example whentemporary changes are made in basic information, whenspecial short-term procedure or in the case <strong>of</strong> certain navigationwarnings, etc.Responsibility <strong>of</strong> AIS:The collection and distribution <strong>of</strong> aeronautical informationfor use by all types <strong>of</strong> aircraft operations is the responsibilityShishil chitrakar*Aeronautical Informationfor safe operation <strong>of</strong> Airtransportation<strong>of</strong> the AIS <strong>of</strong> a State, as specified in an Annex 15to the Convention on International <strong>Civil</strong> <strong>Aviation</strong>.Needs <strong>of</strong> Operator:The operator on any type <strong>of</strong> a/c, be it a smallprivate or large transport, must have available avariety <strong>of</strong> information concerning the air navigationfacilities and services which may be expected tobe used. For example, the operator must know theregulation concerning entry into and transit <strong>of</strong> theairspace <strong>of</strong> each country in which operations willbe carried out; and must know what aerodromes, heliports,navigation aids, meteorological services, communicationservices and air traffic services are available and the procedureand regulation associated with them.Responsibility <strong>of</strong> PIC:The responsibility <strong>of</strong> the pilot in command to become familiarwith all appropriate information is stated in chapter 2 <strong>of</strong>annex 2 to the Convention on International <strong>Civil</strong> <strong>Aviation</strong>. ------- ---------- . Certain specific types <strong>of</strong> information must becarried on board an aircraft, and no flight may be commencedunless there is reasonable assurance that the facilities andservices required on the flight are available and operational.Area <strong>of</strong> Publication <strong>of</strong> NOTAM:NOTAM shall be originated and issued concerning thefollowing information:a) Establishment, closure or significant changes in operation<strong>of</strong> aerodrome(s) or runways;b) Establishment, withdrawal and significant changes inoperation <strong>of</strong> aeronautical services (AGA, AIS, ATS, COM,MET, SAR, etc.);c) Establishment or withdrawal <strong>of</strong> electronic and other aidsto air navigation and aerodromes. This includes;interruption or return to operation, change <strong>of</strong> frequencies,change in notified hours or service, change <strong>of</strong>identification, change <strong>of</strong> orientation (directional aids),change <strong>of</strong> location, power increase or decreaseamounting to 50 per cent or more, change in broadcastschedules or contents, or irregularity or unreliability <strong>of</strong>operation <strong>of</strong> any electronic aid to air navigation, and airgroundcommunication services;d) Establishment, withdrawal or significant changes madeto visual aids;e) Interruption <strong>of</strong> or return to operation <strong>of</strong> major components<strong>of</strong> aerodrome lighting systems; f) establishment, withdrawalor significant changes made to procedures for airnavigation services;g) Occurrence or correction <strong>of</strong> major defects or impedimentsin the maneuvering area; h) changes to and limitationson availability <strong>of</strong> fuel, oil and oxygen;I) Major changes to search and rescue facilities and servicesavailable;3112 th Anniversary Publication
