What Is the Structure?The Toolkit is divided into four sections. Section 1 contains the introduction, aims,objectives and usage of the Toolkit. Section 2 deals with the rationale behind theproject and emphasises the need of reforming the processes in the Rural DevelopmentDepartment and sheds light on the RTI Act, 2005 as an effective tool. Section 3 isrelated to the effective implementation of the RTI Act through people’s participationand constructive policy dialogue. Section 4 carries several success stories, in theform of real case studies while using RTI.How to Use It?This Toolkit has been designed to assist and guide the citizens to use the RTI 2005 andexercise this right more effectively. The Toolkit consists of a set of tools that can beused to obtain and use information on various aspects related to the functioning ofpublic agencies to improve governance. It can be effectively used to increasetransparency and accountability ingovernment agencies and thus directly benefitmarginalised groups. The Toolkit can be usedfor making the recently introduced RTI Acteffective.Who Can Use It?The Toolkit is mainly targeted at NGOs, activistsand civil society groups that are working ongovernance issues. It will also be useful forindividuals and organisations working onhuman rights, justice and corruption issues.Community members (either individually orcollectively) can also use this Toolkit. It will beparticularly useful for NGOs and activistsworking in those countries/areas where the RTIThe Toolkit consists of aset of tools that can beused to obtain and useinformation on variousaspects related to thefunctioning of publicagencies to improvegovernance. Increasetransparency andaccountability ingovernment agencies andthus directly benefitmarginalised groupshas been enacted on paper, but its implementation is poor. Chapter 2Executive SummaryBackgroundCUTS Centre for Consumer Action, Research & Training (CUTS CART), one of theprogramme centres of Consumer Unity & Trust Society (CUTS), in partnership with thePartnership for Transparency Fund (PTF), Washington DC, implemented a project,entitled ‘Reforming the Processes in the Rural Development Department through Policyand Civic Engagement, Based on RTI Act (2005) in Rajasthan, India’, from May 2009 toSeptember 2010. The activities under the project had been confined to two districts ofRajasthan, Jaipur and Tonk, and had been conceived to make the attempts more rigorousand deeper in defeating corruption.It was done through diagnosing systemiccauses of various facets of corruption andadopting measures to address them throughsimplifying the service delivery process, reinstitutionalisingagency processes andenhancing transparency and people’sparticipation.
