Government officials from theRural Development Department, PRI members and CGCCs of Jaipur and Tonk, 10motivated and committed stakeholders were chosen for the visit. The visit was to twoGram Panchayats in the Kozhikode and Wayanad districts of Kerala. The interactionswith local service providers and elected Panchayat representatives resulted in aperceptible attitudinal change in the visitors to replicate good practices seen andlearnt there.ImportanceKerala is one of the most progressive state of India and lot of good practices havebeen innovated there. Learning by seeing successful and efficient endeavours andimbibing them is one of the best ways to initiate desirable changes at Gram Panchayatsin Rajasthan.Challenges• Initiating some positive changes as per good practices learnt during the visit isvery difficult because of difference in the overall system in place.• Language was a barrier for visitors to understand the conversations that hadhappened in Malayalam.Tips for Replication• A person who can translate the Malayalam into Hindi has to be within the group sothat language problem can be eliminated.• Local contacts at the site of the visiting state have to be capable to organisemeetings at Gram Panchayat, block and district levels.Resource Supply Mechanism to CGCCsSupply of the required resource material like RTI application forms, information,education and communication (IEC) material, RAIC details, copies of the RTI Act, 2005,other formats, RTI resource packs, besides providing personal advice, consultations,moral support, etc., were ensured during the project period to all the CGCCs. ImportanceThese inputs definitely impacted the outcomes favourably.ChallengesKeeping track of specific individual needs of all the CGCCs and immediately supplyingthe same was challenging.Tips for ReplicationNeed assessment of the resource material should be done in advance and supplyensured.Model Gram PanchayatsOne Gram Panchayats each was selected from target two districts for making it amodel in terms of transparency, accountability and implementation and awarenessamong common people about Access to Information. The selected Gram Panchayatswere Harsuliya in Phagi in Jaipur and Mundia in Niwai in Tonk. After scoping visits,rapport building with service providers and key community leaders was started.On the one hand, service providers were imparted training, exposure, resource material,etc., on RTI to improve their response capacity and, on the other, side activities weredone for common citizens to raise their awareness about RTI, corruption issues andpreparing them for action against corruption and reforming the corrupt service deliveryand decision making process through using RTI at Gram Panchayat and block levels.Interface between both service providers and recipients were also done to share eachothers’ views. For this, frequent visits were made to all villages of the selected GramPanchayats and its offices every month to carry out the activities engaging localCGCCs and local proactive citizens.ImportanceIt creates at least one Gram Panchayat in a district as model in terms of transparencyand accountability and with regard to awareness on RTI, which has a replicatingeffect up on other Gram Panchayats in the district as well as power to influence the keyofficials and political leadership, who are interested in initiating a change.ChallengesChange of elected representatives in the middle of the intervention, frequent transfersof service providers, and facing the wrath of higher officials who have vested interestswere the major challenges.
