Asthis scheme progressed, service providers took bribes in 56 percent of the cases at anaverage of M146, which is higher than in the pre-RGR survey, which was in 43 percentof the cases at an average of M68. The main reason for this was that most of the jobcards were already made and in issuance of new cards, which were fewer in number,the service providers charged heavier bribes.
