attractiveness of the region to <strong>in</strong>vestors; and ultimately iv) mak<strong>in</strong>g acontribution to the consolidation of a robust regional economy.<strong>Southeast</strong> <strong>Asia</strong>’s success <strong>in</strong> this regard is highly dependent on <strong>in</strong>dividualcountries mak<strong>in</strong>g the commitment to develop endogenous <strong>in</strong>dustries andcreat<strong>in</strong>g a favourable <strong><strong>in</strong>vestment</strong> environment. ASEAN member countriesneed to collaborate <strong>in</strong> mov<strong>in</strong>g towards greater <strong>in</strong>tegration, so as to reap thefull benefits of SDPNs. This <strong>in</strong>cludes mov<strong>in</strong>g towards a model of regional<strong>in</strong>dustrial policy, and provid<strong>in</strong>g support at the firm level to all companies,whether they perceive the region as a market, or a production base. There isalso a need to <strong>in</strong>crease activity <strong>in</strong> the field of more <strong>in</strong>novative FDI, throughthe development of human resources and skills. Tell<strong>in</strong>gly, there is relativelylittle fundamental research and development FDI activity undertaken byMNEs operat<strong>in</strong>g <strong>in</strong> <strong>Southeast</strong> <strong>Asia</strong>.Commentary and discussionThere is a trend towards what one might call “network capitalism”, notedHafiz Mirza, br<strong>in</strong>g<strong>in</strong>g with it new sources of foreign <strong><strong>in</strong>vestment</strong> activity, anddifferent ways that <strong>in</strong>dividual companies enact <strong><strong>in</strong>vestment</strong>. For example, thetypical way that a British company goes about enact<strong>in</strong>g an FDI project tendsto be quite different from the approach adopted by most German firms.There is a need to th<strong>in</strong>k beyond simply national FDI policies, and look atregional strategies, clusters and partner<strong>in</strong>g. Such new developments as theASEAN-Ch<strong>in</strong>a and ASEAN-Japan agreements are signs of this trenddevelop<strong>in</strong>g, and are <strong>in</strong> some ways a response to the <strong>in</strong>creas<strong>in</strong>gly f<strong>in</strong>e ‘slic<strong>in</strong>gand dic<strong>in</strong>g’ of production stages, through regional networks and partnerships.However, many develop<strong>in</strong>g countries f<strong>in</strong>d themselves confronted with adifficult dilemma. On the one hand, commitments made as part of WTOmembership, and other agreements, tend to call for open markets and alevel play<strong>in</strong>g field for both domestic and foreign <strong>in</strong>vestors. This is broadlysupported by consumers, which object to protective practices that oftenresult <strong>in</strong> higher prices for goods and services, and the need for a country to32
