This type of deep <strong>in</strong>formation exchange and knowledge shar<strong>in</strong>g will assist the participat<strong>in</strong>gpolicy-makers to facilitate and promote FDI co-operation among develop<strong>in</strong>g countries.This EGM falls with<strong>in</strong> the service delivery framework of UNIDO’s corporate strategy andpriorities for 2004-2007, so, <strong>in</strong> many ways, we are at the beg<strong>in</strong>n<strong>in</strong>g of a long road forward.As such, this meet<strong>in</strong>g is aimed at assist<strong>in</strong>g develop<strong>in</strong>g countries <strong>in</strong> several key ways:To match their FDI performance to their FDI potential; and to match their <strong>in</strong>dustrial capacity totheir <strong>in</strong>dustrial complexity.The overall objective of this EGM is to enable policy-makers and government officials to workwith members of the FDI policy community from <strong>Southeast</strong> <strong>Asia</strong>, as well as from otherdevelop<strong>in</strong>g regions, to use advanced <strong><strong>in</strong>vestment</strong> and manufactur<strong>in</strong>g policy analysis, research,<strong>in</strong>struments and modalities to become more competitive <strong>in</strong> attract<strong>in</strong>g FDI, as well as tomaximize the impact of FDI <strong>in</strong>-flows on <strong>in</strong>dustrial growth trajectories.Our discussions these next few days will help to meet the needs of develop<strong>in</strong>g countries forimprovement of national policy strategies and regulatory frameworks for <strong><strong>in</strong>vestment</strong> and<strong>in</strong>dustrial promotion. just as critically, this EGM will improve the quality of UNIDO advisoryand enabl<strong>in</strong>g services by advanc<strong>in</strong>g a “state-of-the-art” policy for FDI and expand<strong>in</strong>g the l<strong>in</strong>ksamong UNIDO, practitioners and policy-makers.Last week, I was honoured to be among the speakers at the <strong>in</strong>ternational <strong><strong>in</strong>vestment</strong> promotionforum <strong>in</strong> Tianj<strong>in</strong>, ch<strong>in</strong>a, where I outl<strong>in</strong>ed the strategy and construction of the board of<strong><strong>in</strong>vestment</strong>. Jo<strong>in</strong><strong>in</strong>g speakers from UNIDO and other ADI experts, I was able to highlight thewide-rang<strong>in</strong>g role the BOI has played for almost four decades of develop<strong>in</strong>g foreign anddomestic <strong>direct</strong> <strong><strong>in</strong>vestment</strong> <strong>in</strong> Thailand. We are very eager to openly share our experiences –both positive and negative – to assist our regional neighbours, as well as other countries, todevelop their own relevant national economic agendas.So, ladies and gentlemen, I am especially pleased that Thailand has the opportunity to serve asthe host country for the next three days of stimulat<strong>in</strong>g, effective, and necessary discussion.Once aga<strong>in</strong>, I want to welcome you to this expert group meet<strong>in</strong>g -- and to Thailand.Thank you.59
