This would just require the down-regulation of w<strong>in</strong>d to thelevels that the forecast predicted would be suitable.5.4 Measures to <strong>in</strong>crease load follow<strong>in</strong>g capacityThe general conclusion of the analyses of the importance of load and w<strong>in</strong>dpower forecast errors <strong>in</strong> relation to the amount of load follow<strong>in</strong>g reserves isthat only <strong>in</strong> few hours additional reserve capacity is needed for up-regulation.Down regulation reserves are needed <strong>in</strong> more than half of the year, but downregulationdo not require start up of units and can be performed much closerto the operat<strong>in</strong>g hour. <strong>W<strong>in</strong>d</strong> turb<strong>in</strong>es could contribute to the down-regulation<strong>in</strong> a dynamic way.A variety of different measures to improve the situation regard<strong>in</strong>g upregulat<strong>in</strong>gcould be considered:1. The probability of a large w<strong>in</strong>d/load variation occurr<strong>in</strong>g could betreated as a cont<strong>in</strong>gency event, which could be handled with cont<strong>in</strong>gencyreserves; a method applied by the Danish TSO, Energ<strong>in</strong>et.dk.This would however imply a relaxation of the current security of supplystandards.2. Develop<strong>in</strong>g a common market for reserves between the Baltic countriesand if possible Russia. In the longer term with the open<strong>in</strong>g of Estl<strong>in</strong>k2and NordBalt such a market could be l<strong>in</strong>ked to the Nordic regulationpower market..3. The possibilities for import on Estl<strong>in</strong>k <strong>in</strong> the day-ahead market couldbe limited when forecast <strong>in</strong>dicate a need for reserve capacity (as updated<strong>in</strong>formation about forecast is available closer to the hour of operationthis constra<strong>in</strong>t could be released and the import possibility bemade available for <strong>in</strong>traday trad<strong>in</strong>g).This is not possible accord<strong>in</strong>g tocurrent EU regulation.4. Exist<strong>in</strong>g units could be required to start up to be available to providereserve capacity.5. New units (e.g. gas turb<strong>in</strong>es) with short start-up time could be acquired.6. In the longer term perspective it will be relevant to explore the possibilitiesfor obta<strong>in</strong><strong>in</strong>g ancillary services – <strong>in</strong>clud<strong>in</strong>g up-regulation - fromthe demand side as part of a smart grid strategy.
