pepper per <strong>on</strong>e government document(<str<strong>on</strong>g>Government</str<strong>on</strong>g> Order dated 27 December2008) is between Rs. 20,000/- and Rs.30,000/- per acre while a government pressrelease (dated 5 August 2010) gives theincome from pepper and subsidiary crops asranging between Rs. 2,500/- and Rs.10,000/-.Bauxite reserves and mining in theEastern Ghats <str<strong>on</strong>g>of</str<strong>on</strong>g> Andhra PradeshThe East Coast Bauxite Deposits locatedal<strong>on</strong>g the east coast in the states <str<strong>on</strong>g>of</str<strong>on</strong>g> AndhraPradesh and Orissa in India have a specialstatus owing to certain diagnostic geologicgeomorphicmanifestati<strong>on</strong>s. The recogniti<strong>on</strong>in 1970 <str<strong>on</strong>g>of</str<strong>on</strong>g> crystalline gibbisite in the thicklateritic duricrust <str<strong>on</strong>g>of</str<strong>on</strong>g> Galik<strong>on</strong>da nearAnanthagiri mandal in Visakhapatnamdistrict, Andhra Pradesh, led to thediscovery <str<strong>on</strong>g>of</str<strong>on</strong>g> these resources and broughtabout a spectacular boost to the bauxitereserves <str<strong>on</strong>g>of</str<strong>on</strong>g> the country. These reserves arefound within the northern latitudes 17°47’and 19°45’ and the eastern l<strong>on</strong>gitudes81°53’ and 83°30’ over a length <str<strong>on</strong>g>of</str<strong>on</strong>g> 400 kmand width <str<strong>on</strong>g>of</str<strong>on</strong>g> 30 km in a northeast-southwestalignment in the southern part and northsouthalignment in the northern part.Bauxite is a product <str<strong>on</strong>g>of</str<strong>on</strong>g> weathering andbauxite here is a product <str<strong>on</strong>g>of</str<strong>on</strong>g> in-situweathering <str<strong>on</strong>g>of</str<strong>on</strong>g> bedrock. Theoretically, givenenough time and suitable climaticparameters bauxite can form from any form<str<strong>on</strong>g>of</str<strong>on</strong>g> parent rock. In the c<strong>on</strong>text <str<strong>on</strong>g>of</str<strong>on</strong>g> the EasternGhats these have been best developed eitherover kh<strong>on</strong>dalites or over charnockites. TheEast Coast bauxite deposits are found <strong>on</strong>flat-topped hills and occur at two levels—1,000 m elevati<strong>on</strong> that is more enriched inaluminium and lower altitudes rangingbetween 300 m and 500 m. The bauxitedeposits occur mostly <strong>on</strong> the gentle tomoderately sloping plateaus. Thekh<strong>on</strong>dalite, in general forms the hills, whilethe charnockite occupy the lower slopes andintervening valleys. The area comprising thebauxite duricrust is also devoid <str<strong>on</strong>g>of</str<strong>on</strong>g> thickvegetati<strong>on</strong> whereas the slopes support thickvegetati<strong>on</strong>. The bauxite reserves are, ingeneral, low in silica and titania and high inir<strong>on</strong> c<strong>on</strong>tent. The alumina c<strong>on</strong>tent variesbetween 42 percent and 56 percent. InOrissa, the individual cappings have largeareal extent and are widely scattered over anarea <str<strong>on</strong>g>of</str<strong>on</strong>g> 4,000 sq km.The state <str<strong>on</strong>g>of</str<strong>on</strong>g> Andhra Pradesh, in peninsularIndia has 21 percent, nearly 750 milli<strong>on</strong>t<strong>on</strong>nes, <str<strong>on</strong>g>of</str<strong>on</strong>g> India’s bauxite resources. Thesebauxite reserves are primarily c<strong>on</strong>centratedin parts <str<strong>on</strong>g>of</str<strong>on</strong>g> the Eastern Ghats that stretchacross the districts <str<strong>on</strong>g>of</str<strong>on</strong>g> East Godavari andVisakhapatnam, in north coastal AndhraPradesh. The main deposits in AndhraPradesh are found in the Ananthagiri,Chintapalli and Gurtedu regi<strong>on</strong>s (Table 5:Explorati<strong>on</strong> data for bauxite reserves inAndhra Pradesh sector).Attempts to mine the bauxite ore had begunas far back in the 1970s, but faced severeoppositi<strong>on</strong> from the adivasis in the regi<strong>on</strong>.The state government and different privatecorporati<strong>on</strong>s made several attempts in thedecades after to initiate mining in theregi<strong>on</strong>. The main benefits promised to thelocal communities are that <str<strong>on</strong>g>of</str<strong>on</strong>g> creati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>employment opportunities and development<str<strong>on</strong>g>of</str<strong>on</strong>g> the regi<strong>on</strong>. The local communities,however, were more c<strong>on</strong>cerned about thethreats to their agricultural and resourcebase, and sustained protests by themprevented the advancement <str<strong>on</strong>g>of</str<strong>on</strong>g> the miningplans. Some <str<strong>on</strong>g>of</str<strong>on</strong>g> the adivasis, especiallyfrom the older generati<strong>on</strong>, who had been toexposure visits organised by an NGO to theNALCO bauxite mining site in Damanjodi,Orissa, were more than ever c<strong>on</strong>vinced thatn<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> mining would accrueto the communities. The districtadministrati<strong>on</strong> too had taken about 46adivasis from the village <str<strong>on</strong>g>of</str<strong>on</strong>g> Beespuram toDamanjodi in August 2005 in an attempt toc<strong>on</strong>vince them about the benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> themining project.
