Regardless <strong>of</strong> the method <strong>of</strong> contact, the CAAV personnel contacted will, on this original contact,provide a copy <strong>of</strong> —1) VAR Part 23;2) AC 23-0013) Pre-application Statement <strong>of</strong> Intent; and4) Formal application checklist for foreign<strong>AOC</strong> holders.• Determine whether the airline holds orhas made application for thenecessary Vietnam economicauthority.• Advise that no application will beaccepted for evaluation without thateconomic authority in force.C. The CAAV will also invite managementrepresentatives to their Hanoi <strong>of</strong>fices for a first-hand briefing.D. If a representative from their managementelects to attend a briefing, the contents <strong>of</strong> thebriefing will include—• 1154A: Conduct Pre-Application Meeting• 1004A: Internal Support-Certification1) A presentation/questions <strong>of</strong> the highlights <strong>of</strong> Part 21;2) A presentation/questions <strong>of</strong> the highlights <strong>of</strong> AC 21-001;3) A copy <strong>of</strong> the Part 21 Conformance Checklist;4) A copy <strong>of</strong> AC 00-005 regarding completion <strong>of</strong> the checklist5) A discussion <strong>of</strong> the forms that must be provided; and6) The approximate timelines that should be expected.7) A request for the submission <strong>of</strong> a PASI8) Advise the representative that their CAA should be advised that the Vietnam CAAV will becontacting them forE. If the foreign <strong>AOC</strong> holder files a realistic PASI, the CAAV manager accepting the PASI willrequire the Data Quality Coordinator to insert a new foreign <strong>AOC</strong> organization identifier in theCASORT-Action database.<strong>12</strong>.5 INITIAL APPLICATION REVIEW CONSIDERATIONS<strong>12</strong>.5.1 APPLICANT SUBMISSION OF PACKAGEThe CAAV person accepting the applicationpackage must have the airline representative waituntil completing —1) A check for package for a copy <strong>of</strong> theVietnam economic authority issued to theairline;• 1155: Initial Acceptance Evaluations• Determine whether the airline holdsVietnam economic authority.• If not, immediately return the entireapplication package to the airlinerepresentative.Copyright 2001-2010 AVSOG Inc.<strong>12</strong>-3Revision 02: 31AUG2010

Review the <strong>AOC</strong> and operations specificationscontents for minimum compliance with ICAOAnnex 6 Standards.• This information can be contained on more thanone document.B. Review CAAV files to determine if the CAAV has—1) Recently (within1 year) made andetermination <strong>of</strong> the functionally <strong>of</strong> the State<strong>of</strong> the Operator CAA;If the answer is “YES” to these three questions,further determination is not necessary.2) Not had significant findings on operatorsfrom that State <strong>of</strong> the Operator CAA; and3) Resolved safety issues through coordination with that CAA.B. Review USOAP audit report and action plan forthe State <strong>of</strong> Operator CAA.• Determine if there are any ICAO significantfindings.The ICAO guidance recommends that automaticapprovals not be given for safety oversight systemsdelegated to industry.C. Determine if the CAA has entered this operator into the international register <strong>of</strong> <strong>AOC</strong> holders.D. Review the supplement to Annex 6, Part 1, for the State <strong>of</strong> the Operator position regardingdifferences to the SARPsE. Contact the CAA to request confirmation <strong>of</strong> the<strong>AOC</strong> and other approvals given to thisoperator.• Determine if their answers corroborate thedocumentation provided by the operator.• 2260E: Eval <strong>Foreign</strong> <strong>AOC</strong>-CAA Functionality• 3260E: Eval <strong>Foreign</strong> <strong>AOC</strong>-CAA Functionality• 4260E: Eval <strong>Foreign</strong> <strong>AOC</strong>-CAA FunctionalityF. Discuss the maintenance arrangements if the State <strong>of</strong> the Operator is not the State <strong>of</strong> Registry.• Contact the State <strong>of</strong> Registry and discuss the maintenance arrangements.• Are the State or the Operator and the State <strong>of</strong> Registry CAAs.G. Make a preliminary decision regarding the State<strong>of</strong> the Operator CAA safety oversight posture(active, balance or passive).Advise the CAAV-FSSD manager in writing if theCAA appears to be passive regarding oversight.<strong>12</strong>.8 DETERMINATION OF FOREIGN <strong>AOC</strong> HOLDER COMPLIANCE POSTUREA. General impressions <strong>of</strong> the compliance posture <strong>of</strong> an airline can be determined throughout thisprocess—• Was the airline management engaged from thepre-application period?• Was the subsequent application timely andcomplete?• 2260B: Eval <strong>Foreign</strong> <strong>AOC</strong> Conformance Posture• 3260B: Eval <strong>Foreign</strong> <strong>AOC</strong> Conformance Posture• 4260B: Eval <strong>Foreign</strong> <strong>AOC</strong> Conformance Posture• Has the airline management been accessible to answer CAAV questions during the process?• Were the local arrangements sufficient in detail to understand the arrangements?B. International audits can be accepted (such asthe IATA-IOSA audits) as evidence that theoperator has achieved a minimum level <strong>of</strong>compliance with international standards.<strong>AOC</strong> CERTIFICATION ANDADMINISTRATION MANUAL• 2260C: Eval <strong>Foreign</strong> <strong>AOC</strong> Compliance Audit• 3260C: Eval <strong>Foreign</strong> <strong>AOC</strong> Compliance Audit• 4260C: Eval <strong>Foreign</strong> <strong>AOC</strong> Compliance Audit• These audits may be acceptable the CAAV as additional supporting information regarding operatorcompliance.• But the results <strong>of</strong> such an audit should not be theonly source <strong>of</strong> information for the determination <strong>of</strong>an approval for a foreign operator, as the auditmay not evaluate those conditions inherentlyrelated to the State <strong>of</strong> the Operator’s ongoingoversight responsibilitiesA successful comprehensive audit combinedwith a determination that their CAA is not passivewould be adequate for this determination.D. The evaluation team should conduct an on-site visit to the foreign <strong>AOC</strong> holder’s operations andmaintenance bases if the—1) State <strong>of</strong> the Operator has been determined to be “passive” safety oversight; or2) General impression regarding the airline management and application package has beenquestionable.E. A preliminary negative decision will be reported to the CAAV-FSSD manager for subsequentdiscussion.<strong>12</strong>.9 ON-SITE VISIT AT OPERATOR’S BASEA. If the on-site visit to the operator’s operationsand maintenance bases is requirement, at leastone airworthiness and one operations inspectorwill compose the team.• 2604K: Inspect <strong>Foreign</strong> <strong>AOC</strong> Primary Base• 3603K: Inspect <strong>Foreign</strong> <strong>AOC</strong> Primary Base• 4603K: Inspect <strong>Foreign</strong> <strong>AOC</strong> Primary BaseB. Advise the foreign <strong>AOC</strong> holder’s management <strong>of</strong> the intent to conduct the visit and that there willbe two full days <strong>of</strong> visit.C. Schedule the specific dates, ensuring that the operator will provide a guide for each inspectorduring the 2 full days on-site.D. Advise the State <strong>of</strong> the Operator CAA <strong>of</strong> the intent and plan to visit with the CAA <strong>of</strong>fices for ashort in-briefing.• Invite them to accompany the team during thevisit.• Volunteer (during the in-briefing) to provide anout-brief.E. Conduct the on-site visit (not inspection) on anneutral basis.• This visit is not an evaluation <strong>of</strong> the adequacy <strong>of</strong> theCAA.• It should be directed at the apparent adequacy <strong>of</strong>basic airline operations and airworthinessconformance.• Ask to see selected elements from the job aid for such a visit.• Let the questions (and the absence or presence <strong>of</strong> their examples) be their cue.F. The CAAV management will make the final decision regarding the grant <strong>of</strong> operationsspecifications to the foreign <strong>AOC</strong> holder applicant.B. If the decision is positive, the team will complete the necessary administrative tasks to issue theoperations specifications.C. If the decision is negative, a formal letter <strong>of</strong> that decision will be conveyed to the foreign <strong>AOC</strong>holder—1) Stating the basis for the decision; and2) Inviting the operator to reapply when theissues for that decision are resolved.The project may be left open for 30 days to providethe operator with time to resolve theissues.<strong>12</strong>.11 FINAL CAAV ADMINISTRATION ACTIONS<strong>12</strong>.11.1 EVALUATION TEAM MEETINGA. The CPC will conduct a meeting with theevaluation team to ensure that this evaluationproject has been completed properly.• 1154: Conduct Certification-Related Meeting• 1004A: Internal Support-CertificationB. This meeting will include a review, for this project number, <strong>of</strong> the Completed CertificationSummary Report.C. The team will ensure that each inspector’s participation in the project has been properlyrecorded, including correct dates.<strong>12</strong>.11.2 COMPLETE ADMINISTRATIVE TASKS<strong>12</strong>.11.2.1 Update CASORT Organisation Information & <strong>Approval</strong>sA. The team will ensure that the CASORT-ORGdatabase files relative to the operator’sorganisation approvals are updated to reflectthe approvals to be given.• 1016C: Organisation Data EntriesB. A copy <strong>of</strong> the ORG (Comprehensive) Report will be printed and placed in the hard-copy workingfile.to<strong>12</strong>.11.2.2 Advise the Operator ManagementA. Advise the operator management <strong>of</strong> the intent to issue the operations specifications.B. Schedule a time for the signature <strong>of</strong> their management representative.<strong>12</strong>.11.3 SCHEDULE THE RAMP INSPECTIONSA. Determine when the operator plans to operatethe first flights into Vietnam.• Emphasize to the operator’s management theneed to arrange prior coordination for CAAVinspectors to meet the first flight.The CAAV-FSSD will use the initial ramp inspectionsto confirm that no safety issues surfacewhen the <strong>Foreign</strong> <strong>AOC</strong> holder conducts his firstflights in Vietnam.B. The standard foreign <strong>AOC</strong> operations• 1158G: Prepare Operations Specificationsspecifications will be compiled to show theappropriate information and approvals that areincluded.B. The standard operations specifications are subject to amendment throughout the designatedvalidity period <strong>of</strong> <strong>12</strong> or less, depending on the validity period specified in the State <strong>of</strong> theOperator ops specs.C. The CAAV may, at any time, exercise the optionto include additional authorizations, conditionsand limitations for elements not listed in theoperator’s <strong>AOC</strong> and its associated operationsspecifications, but considered necessary forcompatible operations within Vietnam.The CAAV may not issue authorizations, conditionsand limitations that conflict with the <strong>AOC</strong>and the operations specifications issued by theState <strong>of</strong> the Operator.• These authorizations, conditions and limitations may provide more detailed information and mayaddress unique and special requirements associated with the airspace <strong>of</strong> the Vietnam.D. At the present time, the proper methodology is to digitally print the CASORT-ORG(Comprehensive) standard report in MS Excel, then—1) Copy the “active” rows <strong>of</strong> information from the ORG report; and2) Paste them under the appropriate paragraphs in the current MS Word operationsspecifications templateE. A print-out <strong>of</strong> the <strong>Foreign</strong> <strong>AOC</strong> operations specifications shall be circulated for CAAV-FSSD andoperator signatures.F. The CAAV-FSSD copy <strong>of</strong> the signed print-out <strong>of</strong> the <strong>Foreign</strong> <strong>AOC</strong> operations specification pagesshall be inserted in the—1) <strong>Foreign</strong> <strong>AOC</strong> <strong>Holders</strong>’ Working binder; and2) Completed evaluation file for this project.G. A digital copy <strong>of</strong> the current operations specifications will be inserted in the electronic folder forthis evaluation project.<strong>12</strong>.<strong>12</strong> ISSUE THE OPERATIONS SPECIFICATIONS<strong>12</strong>.<strong>12</strong>.1 ADVISE DIRECTOR-GENERALA. To ensure conformance with the terms and any conditions <strong>of</strong> the <strong>Foreign</strong> <strong>AOC</strong> OperationsSpecifications, the applicant cannot begin operations until a copy <strong>of</strong> the signed document isreceived.B. This letter, the applicant ’ s copy <strong>of</strong> the <strong>AOC</strong> and the Completed Certification Report will beforwarded through the CAAV-FSSD Manager to the Director-General ’ s <strong>of</strong>fice.<strong>12</strong>.<strong>12</strong>.2 PRESENT THE OPERATIONS SPECIFICATIONSA. The presentation <strong>of</strong> the <strong>Foreign</strong> <strong>AOC</strong> opspecs will normally not be conducted as a formaloccasion.• But a press release is recommended.<strong>12</strong>.13 PERFORM THE INITIAL RAMP INSPECTIONSA. The first flight by the foreign <strong>AOC</strong> holder into Vietnam will be subject to a full ramp inspectionprocess.B. The CAAV-FSSD will normally assign at least 2 inspectors to the initial ramp inspection toensure full coverage <strong>of</strong> the inspection elements.<strong>12</strong>.14 CPC FINAL ACTIONSA. When all previously discussed tasks have beencompleted, the CPC will enter the finalCASORT Action record showing this project asC=Completed.• 1150J1: Original: <strong>Foreign</strong> <strong>AOC</strong> Holder OperationsB. The CPC will advise the Data Quality Coordinator to move the project number from the “active”to the “inactive” project number list.<strong>12</strong>.15 FINISH THE COMPLETED CERTIFICATION REPORT<strong>12</strong>.15.1 ARRANGE & PRINT CASORT REPORTA. From the CASORT standard reports, select the Completed Certification Report Summary.B. Complete the header information before generating the report—1) Enter a title for the generated report, suchas “FOREIGN <strong>AOC</strong> EVALUATION:ANYWHERE AIRLINES (COUNTRY);”Letters should be all capitalized for emphasis.2) Check the box to have the description <strong>of</strong> the report purpose provided in the header; and3) Select the option to have the report generated in MS Excel.C. After the report is generated, take the time to move the Excel rows so that events that happenedon the same day (such as the last day) are presented in the sequence that they actually occur.This will make it easier to auditors to understand the report.• Arrange the rows so the Action numberdescriptions “tell the story” <strong>of</strong> the evaluationprocess.• Rearranging the actions for a specific day betterpresents the CAAV-CAAV-FSSD actions on thatday.• Normally CASORT reports provide the records <strong>of</strong> asingle day sorted in the sequence <strong>of</strong> the time theywere actually entered.• This may not coincide with the actual sequence <strong>of</strong>events that occurred.D. Print a hard-copy <strong>of</strong> the report for inclusion in the Completed <strong>AOC</strong> Certification binder.E. Print a PDF digital copy <strong>of</strong> inclusion in the electronic folder for this certification.<strong>12</strong>.15.2 FINALIZE THE HARD-COPY REPORT OF COMPLETED CERTIFICATIONA.
