Forewordto help <strong>the</strong> resi<strong>de</strong>nts of <strong>the</strong> urban villages <strong>de</strong>velop <strong>the</strong> sense of bel<strong>on</strong>gingto <strong>the</strong> <strong>Gatineau</strong> community that comes from closer ties am<strong>on</strong>g people,bridges am<strong>on</strong>g groups <strong>and</strong> <strong>de</strong>mocratic <strong>de</strong>cisi<strong>on</strong>-making.In <strong>Gatineau</strong>, resi<strong>de</strong>nts of all ages are involved in building a healthy, safe<strong>and</strong> lively city in which it feels good to live. This quality of life stems, inpart, from <strong>the</strong> numerous recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities in <strong>the</strong>urban villages that make up <strong>the</strong> city. The urban villages of <strong>the</strong> greater<strong>Gatineau</strong>, rooted in our history <strong>and</strong> <strong>the</strong> ways in which we have grown, are afundamental c<strong>on</strong>cept when it comes to planning activities <strong>and</strong> fosteringlocal jobs. By <strong>de</strong>veloping a Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors,<strong>Gatineau</strong> wants to take into account <strong>the</strong> emerging pers<strong>on</strong>ality of eachurban village while c<strong>on</strong>tinuing to streng<strong>the</strong>n community life <strong>and</strong> improving<strong>the</strong> quality of life for <strong>the</strong> populati<strong>on</strong> as a whole. In so doing, <strong>the</strong> city hopesThe Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors stems from <strong>the</strong> visi<strong>on</strong> setout in <strong>Gatineau</strong>’s 2003-2007 Strategic Plan, which aims to make <strong>the</strong> city aplace where it feels good to live <strong>and</strong> where people participate actively in<strong>the</strong> well-being of <strong>the</strong>ir community. This <str<strong>on</strong>g>policy</str<strong>on</strong>g> is a logical link in <strong>the</strong> chainof o<strong>the</strong>r municipal policies adopted by <strong>Gatineau</strong>’s Municipal Council. A <strong>de</strong>sireto worktoge<strong>the</strong>rIn an urban area like <strong>Gatineau</strong>, <strong>the</strong> opportunities for recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activitiesare many <strong>and</strong> varied. Each of <strong>the</strong>se activities shows a different facet of <strong>the</strong> b<strong>on</strong>d between <strong>the</strong>resi<strong>de</strong>nts <strong>and</strong> <strong>the</strong>ir community, whe<strong>the</strong>r in terms of social activities, as in <strong>the</strong> case of recreati<strong>on</strong>,or outdoor activities <strong>and</strong> <strong>sports</strong>. In many cases, <strong>the</strong> activities are organized through <strong>the</strong> c<strong>on</strong>certe<strong>de</strong>fforts of <strong>the</strong> city, but also by volunteer organizati<strong>on</strong>s <strong>and</strong> groups, <strong>the</strong> private sector <strong>and</strong>individuals. Every<strong>on</strong>e has an important part to play, <strong>and</strong> this <str<strong>on</strong>g>policy</str<strong>on</strong>g> testifies to our commitmentto act <strong>and</strong> become involved at this very level, helping to arrange recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdooractivities that improve <strong>the</strong> health <strong>and</strong> quality of life of resi<strong>de</strong>nts.11


A c<strong>on</strong>certed effortIn 2004, <strong>Gatineau</strong>’s Municipal Council tasked <strong>the</strong> Commissi<strong>on</strong> <strong>de</strong>s loisirs,<strong>de</strong>s <strong>sports</strong> et <strong>de</strong> la vie communautaire, as well as <strong>the</strong> municipal unit by<strong>the</strong> same name, with <strong>de</strong>veloping a <str<strong>on</strong>g>policy</str<strong>on</strong>g> <strong>on</strong> recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong>community life. At <strong>the</strong> time, <strong>the</strong> intent was to have <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g> address allof <strong>the</strong> areas covered by <strong>the</strong> unit.Because it takes a collective effort to successfully organize <strong>the</strong>se kinds ofactivities, <strong>the</strong> city <strong>de</strong>ci<strong>de</strong>d to mobilize <strong>and</strong> c<strong>on</strong>sult community organizati<strong>on</strong>s,partners, resi<strong>de</strong>nts <strong>and</strong> municipal employees in <strong>de</strong>veloping its <str<strong>on</strong>g>policy</str<strong>on</strong>g>. Tothat end, four c<strong>on</strong>sultati<strong>on</strong>s were c<strong>on</strong>ducted.Initially, <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g> <strong>de</strong>velopment process drew <strong>on</strong> informati<strong>on</strong> collected in<strong>the</strong> c<strong>on</strong>sultati<strong>on</strong> process c<strong>on</strong>ducted for <strong>Gatineau</strong>’s Family Policy. In thisprocess, more than 600 people, including a cross-secti<strong>on</strong> of youths, families<strong>and</strong> people aged 50 or over, participated in a visualizati<strong>on</strong> activity,imagining an “i<strong>de</strong>al city.” A wealth of informati<strong>on</strong> was collected aboutaccess to recreati<strong>on</strong>al activities for every<strong>on</strong>e, safety, neighbourhood life,mutual support, infrastructure <strong>and</strong> many o<strong>the</strong>r dimensi<strong>on</strong>s, providing foodfor thought <strong>and</strong> serving as <strong>the</strong> jumping-off point for <strong>the</strong> Policy <strong>on</strong> Sports,Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors.A sec<strong>on</strong>d, wi<strong>de</strong>-reaching c<strong>on</strong>sultati<strong>on</strong> process involving more than 100community organizati<strong>on</strong> representatives <strong>and</strong> volunteers was carried out,this time explicitly addressing recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> community life, inc<strong>on</strong>necti<strong>on</strong> with five major <strong>the</strong>mes, namely accessibility, volunteerism,equity, partnership <strong>and</strong> support.AccessibilityVolunteerismMajor <strong>the</strong>mes EquityPartnershipSupport12


In or<strong>de</strong>r to better focus <strong>the</strong> informati<strong>on</strong> collected, a third c<strong>on</strong>sultati<strong>on</strong> wascarried out with municipal employees involved in recreati<strong>on</strong>al activities.These employees addressed <strong>the</strong> same <strong>the</strong>mes, in additi<strong>on</strong> to sharing <strong>the</strong>expertise <strong>the</strong>y had gained in <strong>the</strong> field in terms of recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong>community life. Based <strong>on</strong> informati<strong>on</strong> provi<strong>de</strong>d by municipal workers <strong>and</strong>organizati<strong>on</strong>s, a number of people expressed <strong>the</strong> <strong>de</strong>sire to have advocacyinvolving community life integrated into a future social <strong>de</strong>velopment planor <str<strong>on</strong>g>policy</str<strong>on</strong>g>, <strong>and</strong> for <strong>the</strong> efforts currently un<strong>de</strong>rway to be <strong>de</strong>voted to <strong>the</strong><strong>de</strong>velopment of a <str<strong>on</strong>g>policy</str<strong>on</strong>g> <strong>on</strong> <strong>sports</strong>, recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> outdoors.For <strong>the</strong> fourth c<strong>on</strong>sultati<strong>on</strong>, <strong>the</strong> Sport, Recreati<strong>on</strong> <strong>and</strong> Outdoor Forum invitedorganizati<strong>on</strong>s involved in recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors to reflect <strong>on</strong><strong>the</strong> issues <strong>and</strong> acti<strong>on</strong> priorities stemming from a draft versi<strong>on</strong> of <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g>.In total, around 50 organizati<strong>on</strong>s took part in this Forum, as did municipalemployees involved in recreati<strong>on</strong>. This ma<strong>de</strong> <strong>the</strong> Forum a <strong>de</strong>fining momentin <strong>the</strong> implementati<strong>on</strong> of <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g>.With this new Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors, <strong>Gatineau</strong> hastaken <strong>the</strong> first step towards harm<strong>on</strong>izing <strong>the</strong> organizati<strong>on</strong> of <strong>and</strong> supportfor recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors throughout <strong>the</strong> city.Through its acknowledged strengths, priorities <strong>and</strong> <strong>the</strong> gui<strong>de</strong>lines <strong>and</strong> axesof interventi<strong>on</strong> it sets out, <strong>the</strong> Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors<strong>de</strong>fines <strong>the</strong> markers that will gui<strong>de</strong> its implementati<strong>on</strong>, <strong>the</strong>reby fleshing outan acti<strong>on</strong> plan <strong>and</strong> a support framework for its partners in organizingrecreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors.13

A frameworkfor jointacti<strong>on</strong>On its own, <strong>the</strong> <strong>de</strong>sire to work toge<strong>the</strong>r is not enough to guarantee <strong>the</strong> success of recreati<strong>on</strong>,<strong>sports</strong> <strong>and</strong> outdoor activities in <strong>Gatineau</strong>. It must be accompanied by a framework for joint acti<strong>on</strong>so that <strong>the</strong> combinati<strong>on</strong> of every<strong>on</strong>e’s commitment can form a whole that will serve <strong>the</strong>well-being of all. By establishing this framework for acti<strong>on</strong>, <strong>Ville</strong> <strong>de</strong> <strong>Gatineau</strong> can count <strong>on</strong> itsun<strong>de</strong>rst<strong>and</strong>ing of its strengths, based <strong>on</strong> which it can better <strong>de</strong>fine its missi<strong>on</strong>, objectives <strong>and</strong>roles. After all, we are talking about <strong>the</strong> strengths of every<strong>on</strong>e involved.15

Our strengthsIn <strong>Gatineau</strong>, organizing recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors involves a numberof aspects that are also strengths in acti<strong>on</strong>:Mobilizati<strong>on</strong> – <strong>Gatineau</strong>’s inhabitants become involved as volunteers inassociati<strong>on</strong>s to offer various services to <strong>the</strong>ir fellow resi<strong>de</strong>nts. They helptrain, support, <strong>and</strong> coach <strong>the</strong>ir fellow resi<strong>de</strong>nts, but <strong>the</strong>y also organize,structure <strong>and</strong> manage a variety of activities that would never get off <strong>the</strong>ground or be able to c<strong>on</strong>tinue without <strong>the</strong>ir invaluable support <strong>and</strong> <strong>the</strong>countless hours <strong>the</strong>y put in every day, week <strong>and</strong> year.Cultural diversity is also a special asset. In fact, a large proporti<strong>on</strong> of<strong>Gatineau</strong>’s resi<strong>de</strong>nts were born abroad. This cultural diversity makes <strong>Gatineau</strong>a community that is open to <strong>the</strong> world, abundant in human knowledge <strong>and</strong>varied cultural practices, making for a far richer community. In that c<strong>on</strong>text,organizing recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities certainly means beingrooted in <strong>the</strong> local community, but it also means keeping an open mind toi<strong>de</strong>as <strong>and</strong> trends from all over <strong>the</strong> world.Cooperati<strong>on</strong> by its many partners is also a significant part of <strong>Gatineau</strong>’sstrength. For example, educati<strong>on</strong>al instituti<strong>on</strong>s, health <strong>and</strong> social servicefacilities, <strong>the</strong> Nati<strong>on</strong>al Capital Commissi<strong>on</strong>, <strong>and</strong> volunteer associati<strong>on</strong>s allwork with <strong>the</strong> city <strong>and</strong> pool <strong>the</strong>ir resources, ensuring that <strong>the</strong>ir acti<strong>on</strong>s arecomplementary <strong>and</strong> innovative.The human resources involved in organizing recreati<strong>on</strong> at <strong>the</strong> municipallevel c<strong>on</strong>stitute a genuine strength, doing everything <strong>the</strong>y can to encouragemore <strong>and</strong> more people to become regularly involved in recreati<strong>on</strong>, <strong>sports</strong> oroutdoor activities. This <strong>de</strong>sire to work toge<strong>the</strong>r is apparent in <strong>the</strong> drive,creativity <strong>and</strong> organizati<strong>on</strong>al ability invested in planning <strong>the</strong> municipal<strong>de</strong>livery of services.<strong>Gatineau</strong>’s infrastructures <strong>and</strong> natural envir<strong>on</strong>ment are a solidfoundati<strong>on</strong> for <strong>the</strong> successful <strong>de</strong>livery of many of its services. Many people<strong>de</strong>light in its shorelines <strong>and</strong> rivers, its walking trails <strong>and</strong> bicycle paths, notto menti<strong>on</strong> its green spaces. Take, for example, <strong>the</strong> Lac-Beauchamp,Lac-Leamy, <strong>de</strong>s Cèdres <strong>and</strong> <strong>Gatineau</strong> parks, which provi<strong>de</strong> enjoyment tomany outdoor enthusiasts, <strong>and</strong> are located <strong>on</strong>ly minutes away from <strong>the</strong>urban centres. In additi<strong>on</strong> to this natural heritage, <strong>the</strong> city provi<strong>de</strong>snumerous <strong>sports</strong> <strong>and</strong> community infrastructures to encourage involvementin recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> outdoor activities.17

The outdoors,an un<strong>de</strong>niablestrength<strong>Gatineau</strong>’s excepti<strong>on</strong>al natural envir<strong>on</strong>ment led <strong>the</strong> Commissi<strong>on</strong> <strong>and</strong> <strong>the</strong>Service <strong>de</strong>s loisirs, <strong>de</strong>s <strong>sports</strong> et <strong>de</strong> la vie communautaire to take thistremendous asset into account <strong>and</strong> to recognize <strong>the</strong> outdoors as anindispensable source of activities.C<strong>on</strong>sequently, <strong>the</strong> city has chosen to focus <strong>on</strong> this strength <strong>and</strong> make <strong>the</strong>outdoors <strong>the</strong> symbol of <strong>Gatineau</strong>’s quality of life by making it clear that itwanted to encourage <strong>the</strong> <strong>de</strong>velopment <strong>and</strong> use of its wealth of outdoorsites. Over <strong>the</strong> coming years, <strong>Gatineau</strong> wants to emphasize its naturalheritage, <strong>de</strong>velop its outdoor recreati<strong>on</strong> services <strong>and</strong> make greater use ofoutdoor sites located in urban areas. Determined to become a veritablecapital of <strong>the</strong> urban outdoors, <strong>the</strong> city intends to set itself apart by makingthis aspect <strong>on</strong>e of <strong>the</strong> specific areas addressed by this Policy <strong>and</strong> bysupporting initiatives that sustain this visi<strong>on</strong>.20

Implementati<strong>on</strong>The Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong> Outdoors will be in effect for approximately 10 years. It will be re-evaluatedfrom time to time in cooperati<strong>on</strong> with <strong>the</strong> city’s partners <strong>and</strong> may be modified or adjusted. N<strong>on</strong>e<strong>the</strong>less, it remains a firmcommitment <strong>on</strong> <strong>the</strong> part of <strong>the</strong> Municipal Council to move forward <strong>and</strong> to advance its principles to provi<strong>de</strong> a betterframework for <strong>the</strong> city’s approach to recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors.The Service <strong>de</strong>s loisirs, <strong>de</strong>s <strong>sports</strong> et <strong>de</strong> la vie communautaire has been assigned to implement <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g> in c<strong>on</strong>sultati<strong>on</strong>with <strong>the</strong> municipal service centres. This unit will produce an acti<strong>on</strong> plan that will serve as a management tool for <strong>the</strong>programs <strong>and</strong> activities resulting from <strong>the</strong> strengths, missi<strong>on</strong>, objectives, choices, gui<strong>de</strong>lines <strong>and</strong> axes of interventi<strong>on</strong>involving recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors as set out in this <str<strong>on</strong>g>policy</str<strong>on</strong>g>.The m<strong>on</strong>itoring <strong>and</strong> needs assessment mechanisms <strong>and</strong> <strong>the</strong> outcomes will be specified <strong>and</strong> inclu<strong>de</strong>d in this triennialacti<strong>on</strong> plan. Partners will be c<strong>on</strong>sulted <strong>on</strong> <strong>the</strong> <str<strong>on</strong>g>policy</str<strong>on</strong>g>’s implementati<strong>on</strong>, which will also be assessed <strong>on</strong> a regular basis.Through <strong>the</strong>ir presence in <strong>Gatineau</strong>’s various sectors, municipal employees involved in recreati<strong>on</strong> activities out of <strong>the</strong>different service centres will be fr<strong>on</strong>t-line players in terms of implementing <strong>the</strong> Policy <strong>on</strong> Sports, Recreati<strong>on</strong> <strong>and</strong> <strong>the</strong>Outdoors, <strong>and</strong> will do so in accordance with <strong>the</strong> dynamics of each neighbourhood.The role of <strong>the</strong> Commissi<strong>on</strong> <strong>de</strong>s loisirs, <strong>de</strong>s <strong>sports</strong> et <strong>de</strong> la vie communautaire will be to ensure transparency <strong>and</strong>fairness in <strong>de</strong>cisi<strong>on</strong>-making <strong>and</strong> funding related to recreati<strong>on</strong>, <strong>sports</strong> <strong>and</strong> <strong>the</strong> outdoors.
