Hon. Warren Snowdon MPMinister for Indigenous Health, Rural and Regional Health and Regional Service Delivery, AustralianGovernmentWarren Edward Snowdon is the federal member for Lingiari and was previouslythe member for Northern Territory. He has held these seats from 1987 to 1996 andfrom 1998 to the present. Born in 1950 in Canberra, Warren attended St Benedict’sPrimary School and St Edmund’s College. He holds a Bachelor of Arts degree fromThe Australian National University (ANU) and a Diploma of Education from MurdochUniversity. Before entering politics, he worked as a researcher at the ANU, a schoolteacher and a policy officer at the Central Land Council. Having first moved to theNorthern Territory in 1976 to work as a teacher, Warren now lives in Alice Springs withhis partner, Elizabeth Verstappen, and their four children, Frances, Tom, Tessa and Jack.Warren is an extremely active parliamentarian and has been a member of a number of parliamentarycommittees and sub-committees. As a member of parliament, he has served as Parliamentary Secretaryto the Minister for Transport and Communications (1990–2), Parliamentary Secretary to the Minister forEmployment, Education and Training (1992–6), Parliamentary Secretary to the Minister for Environment, Sportand Territories (1993–6) and Parliamentary Secretary (Territories) (1993–4).Following the election of the Rudd Government in November 2007, Warren was appointed as the Minister forDefence Science and Personnel. Warren filled this Ministerial position until June 2009 when he was appointedMinister for Indigenous Health, Rural and Regional Health and Regional Service Delivery. Keynote Presenters and Discussants:Friday 4 DecemberProfessor Cindy ShannonDirector of the Institute for Urban Indigenous Health, and Head of the Centre for Indigenous Health atthe University of QueenslandCindy Shannon (BA, Dip Ed, MBA, Dr SocSc) is a descendent of the Ngugi peoplefrom Moreton Island. She has over 28 years work experience in Aboriginal and TorresStrait Islander health, 13 of which have been in degree level training for AboriginalHealth Workers. Cindy has recently been appointed Director of the Institute for UrbanIndigenous Health and also heads the Centre for Indigenous Health at The Universityof Queensland. Cindy is a member of the Ministerial Advisory Committee on BBV andSexual Health and Chairs the Queensland ministerial advisory committee in this regard.She is also a member of the National Health and Medical Research Council and Chairsits Aboriginal and Torres Strait Islander Research Advisory Committee. Cindy is also amember of the Queensland Aboriginal and Torres Strait Islander Advisory Council, the National Health andHospital Fund Advisory Board and the Queensland Smart State Council.Cultural safety and workforce developmentThe accessibility and quality of health services for Aboriginal and Torres Strait Islander peoples is affectedby a number of factors, including the distance to and availability of health professionals, services andfacilities, availability of transport, and the cultural appropriateness of service delivery. Clearly, these factorsare heavily influenced by the size and composition of the health workforce. The skills and motivation of thepeople responsible for delivery of services will thus very much influence performance of health care systems.Further, it is the salaries component of the recurrent budget for health that is usually the biggest single itemof expenditure.This presentation will explore the evolution of Aboriginal and Torres Strait Islander health workforce policyin Australia, and the implications for education and health service providers. The implementation of recentcommitments made under the COAG agenda to 'close the gap' in Indigenous health will result in an increasednumber of workers, a more diversified workforce and challenges in relation to skills level and trainingrequirements. The need to build a sustainable and skilled workforce in Indigenous health is critical and itrequires partnerships between Indigenous communities, educational institutions and service providers. It alsorequires innovative approaches that facilitate career pathways and enhanced opportunities for those workingin Indigenous health as well as flexible models for the provision of care across a range of diverse settings.25
